About this file
This document contains a specifications attachment and sources sought notice for a frequency-stabilized laser system. The National Institute of Standards and Technology seeks two frequency-stabilized laser systems with wavelengths of 1550.12nm, output power over 10mW, Allan deviation below 1x10^-14 at 1 second and below 1x10^-13 at 10 seconds. The systems must remain phase-locked for over 24 hours and have a frequency drift below 20kHz over 24 hours. Delivery is required by 20 weeks after receipt of order. The sources sought notice requests capability statements from potential vendors by July 15th to determine if small businesses can fulfill the requirement and inform a potential small business set-aside. Responses should include company and manufacturing details, product specifications, delivery timelines, and small business status.

Requirements / Specification Document
TITLE: Frequency-Stabilized Laser System
Requesting Laboratory / Division / Group:
Communications Technology Laboratory Spectrum Technology and Research Division Fiber Sources and Applications Group 675.02
General Statement of Need:
The Fiber Sources and Applications Group is in need of 2 frequency-stabilized laser systems to serve as reference oscillators for demonstration of ultra-precise time transfer and ranging. These frequency-stabilized laser systems need to be robust and portable so that they can be transported to distant field sites and operated outside of well-controlled metrology labs. They need to have low noise performance as characterized by the Allan Deviation (see specifications below) and control electronics capable of auto-locking and re-locking. Both units must have a wavelength of 1550.12 nm in order to ensure interoperability with the NIST frequency-comb based time transfer system.
Item Specifications and Quantities:
Item 1: Frequency-Stabilized Laser System Quantity: 2 Specifications: 1.1 Wavelength of 1550.12 nm (Within ITU channel 34)
1.2 Allan deviation at 1 second averaging < 1x10^-14 (no linear drift correction)
1.3 Allan deviation at 10 second averaging < 1x10^-13 (no linear drift correction)
1.4 Under standard laboratory conditions, laser remains
stabilized without phase-slips for > 24 hrs
1.5 Frequency drift < 20 kHz over 24 hrs
1.6 Output Power > 10 mW
1.7 Output Fiber: PM1550 Panda fiber
1.8 Vacuum maintained for > 48 hrs when ion pump is not
powered on
1.9 Opto-mechanics package is housed in a 19-inch rack mount
box that does not exceed 5U. (Control electronics can be in a separate enclosure.)
1.10 Control electronics provide auto-locking
1.11 Control electronics provide system monitoring via both front panel and interface with user-supplied PC
