About this file

This document outlines the essential characteristics for neonatal transport units required under Solicitation Number FA5270-20-Q-0052 issued by the Department of the Air Force Pacific Air Forces. The solicitation seeks neonatal transport units that are air and ground capable with shock-absorbent carts or foldable stretchers including at minimum double-walled infant chambers accommodating infants up to 5kg, head and front access doors, access ports for IV/respiratory tubing, Zoll X-series cardiac monitors with pulse, respiratory rate and pulse oximetry waveforms as well as temperature and blood pressure capabilities. Additional requirements include conventional ventilators with both volume and pressure capabilities and options such as CPAP/NIPPV, T-piece resuscitation capabilities, lighting, extended battery life, disposable skin temperature probes, visual and audible alarms, infant positioning straps, mounting for oxygen tanks, oxygen blenders with analyzers, suction capabilities and mounting posts for infusion pumps. All equipment must be FDA flight approved.

Attachment 1 – NTS Essential Characteristics Air and Ground capable NTS with the following essential characteristics:

· shock-absorbent cart/sled or (preferential) foldable stretcher with minimum of 2 (preferably 4) locking casters

· double-wall infant chamber (Accommodates at least up to 5kg infant)

· Head and front access doors

· ability to remove chamber walls

· 2 front door hand ports (preferable for additional hand ports on back, as well)

· access ports (minimum of 4) for IV / respiratory tubing

· ZOLL X-series cardiac monitor with minimum of pulse, respiratory rate and pulse oximetry waveforms (X-series justification: built-in defibrillator/pacing functions) + temp/blood pressure capabilities

· conventional ventilator (currently utilizing MVP10, however this ventilator operates on pressure-only ventilator support; would recommend alternate ventilator with volume AND pressure acapabilities, as well as non-invasive options [i.e. CPAP/NIPPV])

· T-piece resuscitation capabilities

· lighting source

· extended battery life

· disposable skin temperature probe capabilities (current model utilizes reusable temp probe and may burn micropremies)

· Visual alarms (in addition to audible) for: o vital signs outside user-programmed range

· air flow failure

· temperature derangements

· power failure

· battery life

· continuous pulse oximetry

· infant positioning straps

· mounting capabilities for 2 Q-cylinder med air/O2 tanks

· accessory power outlets

· Oxygen blender with Oxygen analyzer

· Flowmeter (capable of minimum 0.5LPM and up to 10-15LPM)

· suction capabilities

· AC power with external DC power capabilities

· mounting posts for infusion pumps (Braun vs Medfusion)

· FDA Flight Approved
