Salient_Feature [Identify what the Government’s minimum requirements are for the product(s) being acquisitioned]

1) A cloud-based user, case, and evidence management system that is FedRAMP, FIPS-197, and FIPS-140-2 compliant

2) User management capabilities to organize users into groups to facility administration from OSI Regions and Detachments

3) Ability to assign multiple organization administrators with configurable levels of roles and permissions

4) Ability to assign and limit availability capabilities to only those users and groups with approved intercept authorizations

5) Hashing of evidence files and a report of file hashes at evidence download to verify integrity

6) Ability to generate, configure, and change the virtual line or transmitter from the website or mobile app

7) Generate a virtual telephone number with appropriate area code that will remain unchanged for the duration of the operation

8) Virtual line must support user configurable Caller-ID spoofing to protect OPSEC and safeguard victim cooperation

9) Mobile apps must support Android and iOS. iOS limitations due to Apple security requirements are acceptable

10) Conduct and record a 3-way call from the website, by phone call placed to the system, and through a mobile app

11) Record outgoing calls from virtual number with a phone call and through a mobile app

12) Record incoming calls to virtual number and forward call to specified phone number

13) Allow multiple assigned users to monitor incoming/outgoing calls from the virtual number

14) Send and record SMS and MMS messages from virtual number through the website and mobile app with support for text, images, and emojis

15) Save phone call and text message data to an evidence management function accessible from a website that is FedRAMP and FIPS compliant for later retrieval

16) Ability to download and hash evidence from the evidence management function

17) Ability to share evidence with other authorized users in the same organization and group

18) Utilize an Android or iOS device as a covert audio transmitter with auto-reconnect and local record to the mobile device in the event of disconnection from cellular service provider

19) Utilize an Android or iOS device as a covert video transmitter and recorder with auto-reconnect and local record to the mobile device in the event of disconnection from cellular service provider

20) Option to log and stream GPS location data from Android and iOS device used as audio and video transmitter in near real time to approved cover team members

21) Save audio, video, and GPS location data to an evidence management function accessible from a website that is FedRAM and FIPS compliant for later retrieval

22) Ability to download all phone calls, text messages, and transmissions related to an case as a group or individual data files

23) Capability of turning phones into a multi-capable surveillance device
