NORTH VALLEY RESTORATION SEEDING, 2024

VALLEY COUNTY, MONTANA

PERFORMANCE WORK STATEMENT

I. Introduction and Background

The BLM-Glasgow Field Office is implementing habitat restoration projects to benefit Greater sage-grouse by utilizing a multi-phased approach. Various management strategies have been used to date across the four (4) proposed units, including prescribed fire, herbicide treatments and initial native seed mixes. The native seed mixes have not grown to date. The BLM is implementing cover cropping to improve soil health before a second native plant seeding.

In the spring of 2024, the BLM plans to seed project areas, pending adequate funding, with a cover crop, via a no till drill, similar to a John Deere no till drill model 1560.

The seed will be provided by BLM.

II. Project Locations

The Lower Tomato Can habitat restoration project is approximately 350 acres and is in T37N R37E S 25, approximately 18 miles west of Opheim, MT along Fossum Road (see attached maps).

North Tomato Can is approximately 100 acres and is in T37N, R38E Sections 7 & 18 approximately 2 miles north of Lower Tomato Can.

North Mooney Coulee is approximately 500 acres and is in T30N, R39E Section 18, 19 and 20 approximately 2 ¼ miles west of Jensen Trail.

Hawk Coulee is approximately 500 acres and is in T30N, R40E Section 10, 15 &22 approximately 2 miles east of Hwy 24 along Rosehill Road.

III. Objectives

The object of this contract is to no-till drill seed no more than approximately 1,450 acres of BLM managed public land. The BLM will work with the awardee to determine the appropriate time to seed the project area. The BLM will provide the seed mixture.

There are various schedules of work available through this contract. The contractor shall supply a Schedule of Values upon submittal of the quote for this contract. Only one schedule will be awarded.

Schedules of Work:

Schedule I: Cover crop seeding of the Hawk Coulee unit (~500 acres).

Schedule II: Cover crop seeding of the Hawk Coulee unit and the North Mooney Coulee unit (~1,000 acres).

Schedule III: Cover crop seeding of all 4 units: Hawk Coulee, Lower Tomato Can, North Tomato Can and North Mooney Coulee (~1450 acres).

IV. Performance Work Statement

The BLM-Glasgow Field Office contracting officer will work with the awardee to determine the appropriate time to seed the project area. The estimated timeframe to implement the seeding would occur between May 15 and June 30, 2024. The BLM will provide the contractor with seed.

A. Basic field supplies provided by BLM

i. Field map of project area

ii. Seed mixture in approximately 2,000 lb totes

B. The Contractor shall furnish all personnel, equipment, supervision, transportation, supplies, and incidentals, except those indicated as government-furnished, to perform the tasks to complete all objectives detailed in the Performance Work Statement section.

V. Acceptance

Payment will be paid upon completion of project.

VI. Deliverables

A. The deliverable for this project is the complete seeding of the project area.

VII. Period of Performance

A. Implementation of the seeding shall be between May 15 and June 30, 2024. The

COR will contact the awardee and advise when to implement the seeding.
