This is a combined synopsis and solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 –Streamlined Procedures for Evaluation and Solicitation for Commercial Items, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation and quotes are being requested. In accordance with FAR 5.203(a) (2) this solicitation will be posted for less than fifteen (15) days.

Request for Quotation (RFQ) number is N66604-23-Q-0771. This requirement is being solicited as a 100% small business set aside as concurred with by the Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) Office of Small Business Programs (OSBP). The North American Industry Classification System (NAICS) Code for this acquisition is 541519. The Small Business Size Standard is 150 (hundred fifty) employees.

The Naval Undersea Warfare Center Division, Newport (NUWCDIVNPT) is seeking a firm fixed price quote for Qt Company Device Creation Professional software subscription and distribution licenses, no substitutions allowed.

This is a follow on to contract N6660420P8417 for Qt software services and distribution licenses.

NUWCDIVNPT has been developing tactical software and operating system (OS) using the Qt application for over 3 years. To qualify an alternative brand would require re-writing the tactical software developed over the previous three years, repeating extensive testing, researching and developing a new embedded OS or transitioning to a commercial OS. Switching to another brand would result in significant cost and schedule impact, including missed Fleet deliveries.

This requirement will be awarded to the offeror with the lowest price technically acceptable (LPTA) quote. In order to be determined technically acceptable, the offeror shall be a QT authorized VAR and quote the required brand name items in the required quantities, as listed in the table above.

Incorporated provisions and clauses are those in effect through the latest Federal Acquisition Circular (FAC).

This solicitation requires registration with the System for Award Management (SAM) prior to award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov.

Preferred payment method is via Wide Area Workflow (WAWF).

Offerors shall include price, delivery terms, and the following additional information with submissions: point of contact (including phone number and email address), and contractor CAGE Code. Offers received after the closing date and time specified will be ineligible for award.

Quotes shall be submitted electronically via email to Shirley Diaz at shirley.c.diaz2.civ@us.navy.mil and must be received on or before Thursday, September 7, 2023 at 2:00PM Eastern Standard Time (EST).
