2. Brief Description of Supplies/ Services required and the intended use/Estimated Amount:

The VA Northern California Health Care System (VA NCHCS) requires six (6) ASCO 7000 Series Bypass Transfer Switches (ATS) for the Mather VA Campus in Sacramento, CA. These ASCO ATS are essential for emergency power supply and are critical to ensuring continuity of patient care services during power outages.

3. Unique characteristics that limit availability to only one source, with the reason no other supplies or services can be used:

The Automatic Transfer Switches (ATS) required for this procurement are proprietary and highly spcialized. The branded equipment, ASCO 7000 Series Bypass Transfer Switches and pull box are the only compatible equipment with existing systems at VA Mather. The unique configuration and integration requirements of these switches make them non-interchangeable with alternatives, thereby limiting availability to a single source.

4. Description of market research conducted and results or statement why it was not conducted: Market research included a Federal Procurement Data System (FPDS), GSA Advantage, and a sources sought and yielded one response from a Service Disabled Veteran Owned Small business. Further market research found other than small business competition could supply the required automatic transfer switch.

5. Contracting Officer's Certification: Purchase is approved in accordance with

FAR13.106-1(b). I certify that the foregoing justification is accurate and complete to the best of my knowledge and belief.
