2. Nature and/or Description of the Action Being Processed

This action is a new firm fixed order for Rohde & Schwarz Brand Integrated Signal Generator and supporting hardware in support of the superconducting quantum processing applications.

This requirement is for the purchase of one (1) Rohde and Schwarz brand analog signal generator (P/N:

SMA100B analog source); one (1) Rohde & Schwarz vector signal generator (P/N: SMW200A); and two

(2) Rohde & Schwarz RF sources (P/N: SGS100A). The selected options for each of the sources are listed below. The total estimated cost for this requirement is

4. Authority Permitting a Brand Name

10 USC 2304(c)(1) Only one responsible source and no other supplies or services will satisfy the agency requirement.

5. Applicability of Authority t AFRL/RITQ needs without the Government experiencing substantial duplication of cost and effort that could not be expected to be recovered through competition. The RF Signal generator SGS100A from R&S is the only brand able to meet the requirement without leading to a technical loss, as the form factor of SGS100A allows us to maintain a compact footprint and therefore scale up to more complex qubit architectures and experiments while minimizing error/other unwanted effects from the ancillary measurement electronics. The phase coherent input and output package allows the vector signal generator SMWA200A (digital signal generator that produces waveforms other than sinusoidal) and analog signal generator SMA100B to be synchronized in a manner that is more stable than comparable sources. Moreover, these systems can be synchronized with existing R&S RF signal generators in our laboratory, which also are equipped with the phase-coherent input/output option and which other brands would not have. Using alternate signal generators would require a contractor to write and debug new code (for example, Keysight uses 'Labber'), resulting in of labor at , or

Such a clock and its ancillary components would cost (e.g. from Stanford Research Systems) approximately . Finally, in regard to the SGS100A RF signal generators, we purchased four such generators last year and have found from this prior experience that they are dependable and meet the demanding specifications of the applications in which we utilize them.

6. Fair and Reasonable Cost Determination by the Contracting Officer

It is anticipated that the receipt of competitive quotations from a posting to BATA SAM will produce a fair and reasonable quotation less than or equal to the Government estimate.

7. Description of Market Research Conducted Among All Awardees

The Government estimate is based on an informational quote by Rohde & Schwarz USA, Inc. The informational quote was obtained by AFRL for budgetary purposes. AFRL Market research concluded that the requirement is available through several small businesses on BATA

SAM.
