About this file
This single source justification document outlines the requirement for two Blue Sky Antenna Mast systems for use by the 31st Contracting Squadron at Aviano Air Base in Italy. The masts are needed for a tactical operations center to maintain line-of-sight and beyond line-of-sight communications with combat search and rescue forces. The 15-meter Blue Sky masts provide additional height required to elevate antennas above local obstructions and allow a clear view for satellite-based systems. As the Blue Sky masts are the standard within the theater, they are required to ensure compatibility with other U.S. Air Forces in Europe units. Market research found the masts commercially available from multiple vendors, and adequate price competition is expected in response to a request for quotes issued under solicitation number FA568223Q0025.

Single Source Justification (Simplified Acquisition)
CONTROLLED UNCLASSIFIED INFORMATION
April 2021 CONTROLLED UNCLASSIFIED INFORMATION Page 1 of 2
Section A: General Contract Information
Is this a Bridge Action as defined in the AF Bridge Action Reduction Plan? Yes No
Contracting Activity: 31st Contracting Squadron
Project/Program Name: Blue Sky Antenna Mast
Purchase Request / Local ID Number: FA568223Q0025
Estimated Contract Cost (including Options):
Section B: Description of the Supplies/Services Required
The proposed contract action is for the purchase of two Blue Sky Antenna Mast systems for use in Aviano AB missions. These are rugged, wind resistant, adjustable height, high payload antenna masts that would be used to set up a tactical operations center for command and control of Combat Search and Rescue (CSAR) forces.
Section C: Justification for Soliciting from a Single Source or Brand Name
The acquisition of the Blue Sky 15m Antenna Mast is required primarily for line of sight communication with airborne combat rescue aircraft. The tactical operations center may be set up an an airfield (surrounded by tall hangars/bldgs) or in another austere location with vertical obstructions and requires the antennas for radios to be elevated above the obstructions in order to maintain line of sight (LOS) and beyond LOS communications with rescue forces and coordinating agencies. This antenna mast provides 15m of additional height to current antenna systems which is crucial in maintaining LOS communication range over obstructions as well as providing a clear view to the sky for satellite based internet or a SATCOM radio antenna. A mast with a tri-base support system for erecting the mast in austere field conditions is also required as having the capability to be erected for a prolonged period of time and one that can withstand potentially heavier weather conditions. Other proposed antennae systems do not meet this need. Blue Sky antenna mast is the standard for units within theater and are required to facilitate the use of parts currently available to maintain/fix on Aviano AB.
Consideration of an "or equal" product would essentially isolate 31/FW from systems compatibility with units within USAFE.
Section D: Efforts to Obtain Competition
Market research conducted by 31 CONS revealed these items are available in the commercial marketplace as more than three vendors provided capability of providing these items. There is full expectation that adequate price competition will be received in response to a request for quotes.
Section E: Steps to Preclude Future Single Source or Brand Name Awards
Mission partners at Aviano AB will continue to conduct market research on compatible radio equipment for their mission needs. Aircraft needs and capabilities may drive an update to the type of antenna mast we are mandated to have. However, to remain in compliance with our standard, Blue Sky antenna masts are required.
