STATEMENT OF WORK
FOR
CLEAN DUCTING BUILDING 562
W/ OPTIONAL TWO YEAR RE-CLEANING
AT
JOINT BASE MDL, LAKEHURST, NEW JERSEY
June 8, 2021
1.0 DESCRIPTION OF SERVICES. The contractor shall provide all personnel, equipment, tools, materials, supervision, and other items necessary to provide duct cleaning throughout building 562.
1.1 TECHNICAL REQUIREMENTS: The Contractor shall provide all the necessary labor, equipment, materials, transportation, supplies and supervision to meet all of the following requirements in accordance with DoD criteria and industry standards:
ENTIRE BUILDING
Existing Air Handlers: Trane MCCB012-21, M-series (8), Trane (1) each.
· Contractor shall clean existing air handlers, duct and vents on each floor section, or entire air conditioning duct system.
· Location of Air Handlers Quadrants are in secured area on floors levels, and access to operational controls for each unit.
· Metal ducting mains are rectangular internally insulated, main duct size various to 48” X 16” SUPPLY AIR (SA) and RETURN (RA), 24” X 14”, various linear feet per quadrant, approximately up to 3,000 linear feet total.
· Duct cleaning to include all fan units, inspection and cleaning of diffuser vents, return vents, and all connected insulated and flex type ducting.
· Ducting isometric overview available print document, a site visit recommended by the contractor to review work location.
· SCHEDULE COORDINATION. The Contractor shall be responsible for coordinating all phases of his/her operations with the appropriate base personnel through the COR. Work shall be accomplished on flex Friday’s, weekends or between the hours of 6pm to 6am as required.
· Contractor shall clean ducting according National Air Duct Cleaners Association guidelines as follows.
HVAC System Component Inspections and Site Preparations:
· HVAC System Component Inspections: Prior to the commencement of any cleaning work, the HVAC cleaning contractor shall perform a visual inspection of the HVAC system to determine appropriate methods, tools and equipment required to satisfactorily complete the project. The cleanliness inspection should include air handling units and representative areas of the HVAC system and components and duct work.
· The cleanliness inspection shall be conducted without negatively impacting the indoor environment through disruption of settled dust or other debris. In cases where contamination is suspected, environmental engineering measures should be implemented.
· Site Evaluation and Preparations: Contractor shall conduct a site evaluation, and establish a specific, coordinated plan which details how each area of the building will be protected during the various phases of the project.
General HVAC System Cleaning Requirements:
· Containment: Debris removed during cleaning shall be collected and precautions must be taken to ensure that debris is not otherwise dispersed outside the HVAC system during the cleaning process.
· Particulate Collection: Where the particulate collection equipment is exhausting inside the building, HEPA filtration with 99.97% collection efficiency for 0.3-micronsize (or greater) particles shall be used.
· Controlling Odors: Measures shall be employed to control odors and/or mist vapors during the cleaning process.
· Air-volume control devices: Dampers and any air-directional mechanical devices inside the HVAC system must have their position marked prior to cleaning and upon completion must be restored to their marked position.
· Service Openings: The contractor shall utilize service openings, as required for proper cleaning, at various points of the HVAC system for physical and mechanical entry, and inspection.
· Other openings shall be created where needed and they must be created so they can be sealed in accordance with industry codes and standards.
· Ceiling sections (tile): The contractor may remove and reinstall ceiling sections to gain access to HVAC systems during the cleaning process.
· Air distribution devices (registers, grilles & diffusers): The contractor shall clean all air distribution devices.
· Air handling units, blowers and exhaust fans: The contractor shall ensure insure that supply, return, and exhaust fans and blowers are thoroughly cleaned.
· Clean all air handling units (AHU) internal surfaces, components and condensate collectors and drains.
· Assure that a suitable operative drainage system is in place prior to beginning wash down procedures.
· Clean all coils and related components, including evaporator fins.
· Visual inspection: The HVAC system shall be inspected visually to ensure that no visible contaminants are present.
· The coil will be considered clean only if the coil is free of foreign matter and chemical residue, based on a thorough visual inspection.
Mechanical cleaning methodology:
· Source Removal Cleaning Methods: The HVAC system shall be cleaned using Source Removal mechanical cleaning methods designed to extract contaminants from with the HVAC system and safely remove contaminants from the facility.
· All methods used shall incorporate the use of vacuum collection devices that are operated continuously during cleaning.
· All methods require mechanical agitation devices to dislodge debris adhered to interior HVAC system surfaces, and safety conveyed to vacuum collection devices
· Acceptable methods shall not potentially damage the integrity of the duct work, liners or system components.
· Cleaning coils will render the coil visibly clean. The condensate drain pan shall be operational.
· Cleanliness Verification
· Visual inspection: The HVAC system shall be inspected visually to ensure that no visible contaminants are present.
· At the conclusion of the project, the Contractor shall provide a report of the success of the cleaning project.
Option 2 year Cleaning:
The Government would like to include an Option CLIN as part of this contract to perform qty. one (1) Air Duct Cleaning Service cleaning with the ability to exercise the option for a second re-cleaning in 2 years as needed with the same parameters above. The period of performance for the option would be 90 days after the date of modification to invoke the option.
2.0 SCHEDULE:
· Contractor shall accomplish work during non-working duty hours, including nights, weekend and alternate duty (flex) Friday. Work shall be accomplished on flex Friday’s, weekends or between the hours of 6pm to 6am as required
· The contractor shall schedule the work prior to operating and by approval of the facility staff as needed.
· The contractor will schedule the work by contacting engineering technician, coordinating a date and time with a minimum week prior notification.
3.0 PROJECT LOCATION: The work is located throughout the building on all floors of building 562. Building 562 is situated off Hancock road on JB MDL, Lakehurst portion. Use Lakehurst main gate entrance (Lansdowne Road & Route 547). Proceed to second left (Hancock Road). Building 562 is ~ ½ mile on the left side, building number sign will be on building.
4.0 SUBMITTALS: N/A
5.0 SITE VISIT: A site visit of the facility will be scheduled by the contracting specialist and Contractor attendance is highly recommended.
6.0 SPECIAL REQUIREMENTS:
6.1 The work site shall remain clean and clutter free since this area is an active employment site. All dumpsters or other containers for trash and debris shall be located in areas designated by the building manager and shall be subject to removal and / or relocation at the building manager’s request. These requirements shall not impact the performance period.
6.2 All work shall be accomplished in accordance with all Federal, state, and local laws and regulations, applicable building codes and standards including but not limited to the following:
· National Electrical Code (NCE)
· National Fire Protection Assoc.(NFPA)
· Occupational, Safety and Health Admin. (OSHA)
· Under Writers Lab. (UL)
· American Society of Heating, Refrigerating and Air Conditioning Engineers (ASHRAE)
· National Air Duct Cleaners Association (NADCA)
Contractor will comply with all the requirements of the National Fire Code Standard 241 Safeguarding Construction, Alteration, and Demolition Operations 2002 edition.
The contractor shall comply with Joint Base MDL Safety, AFOSH (Air Force Occupational Safety and Health) Guidelines and OSHA. Contact the Joint Base Safety Office for further information. 732- 323-7182.
6.3 Any adjacent areas dissembled, damaged, or removed by the contractor during installation shall be properly repaired by the contractor at no expense to the Government. Any and all debris / trash generated by this project shall be removed and properly disposed of off base by the contractor. The contractor or his representative (QAP) shall be on site during duty hours or the hours of work being accomplished. The contractor shall coordinate the time that work will be accomplished with the points of contact listed below. The contractor shall be responsible for daily clean up at the work site and complete restoration of the area after completion of the work. All work shall be accomplished in accordance with all Federal, state, and local laws and regulations, applicable building codes and standards, NEC, NFPA, BOCA, & CABO, and OCCUPATIONAL SAFETY AND HEALTH ADMINISTRATION (OSHA) codes.

The Contractor Manager or an alternate shall be available within sixty (60) minutes notice during normal duty hours, 7:00am to 3:30pm, to meet with Government personnel to discuss any problems encountered at the work site. Contractor will supply Government Quality Assurance Personnel (QAP) with phone number for contacting purposes.
8.0 SELECTION REQUIREMENTS:
8.1 The contractor shall fully read and meet all conditions and submit all required documentation as set forth in the buy package/ bid documents requirements and complete those requirements in full.
8.2 In addition, as a minimum, simultaneously with their bid the contractor shall also submit the following but not limited to separate detailed technical documents addressing the following items:
8.2.1 List of relevant and recent completed project references, showing that the contractor and any sub companies have mechanics with experience and are technically proficient in this specific type of required work. Said list shall provide as a minimum a point of contact person (POC) with POC’s full name, email, title, company & department name, phone number, address, email and a detail description on the work performed.
Compliance with this scope of work by all sub-contractors shall be the sole responsibility of the contractor.
8.2.2 A detailed capability statement must be provided showing that the contractor and any sub-contractors are competent to perform this required work. The following information as a minimum shall be provided in the company’s Capability Statement: Name and company branding, slogan (if any) summary description of the company; Core Capabilities; Description of major services offered; Federal Small Business Certifications; Contract Vehicles in which you participate (Federal and State); State Certifications document that records the individual and organizational achievements, competencies, and the business accreditations, letters of recommendations.
8.2.3 Provide a detailed side by side comparison listing any products to the stated product (where applicable), if they are submitted in lieu of the stated product. Said list shall clearly show that this “or equal” products meets all parameters, requirements and conditions of the work as listed in the statement of work in order to be accepted.
8.2.3.1 Contractor shall provide the following if they propose product different than the suggested source:
8.2.3.2 Manufacturers cut sheets, American made certification for all items for approval.
8.2.4 Provide detailed manufacturer’s cut sheets, shop submittal of the product(s), specifications and manufacturers information ensuring full compliance with the statement of work and bid documents requirements.
9.0 BASE ENTRY: The contractor shall obtain the necessary passes and /or identification for entry into Joint Base McGuire-Dix-Lakehurst for all employees prior to commencement of work. The Government reserves the right to refuse to issue an entrance pass to any employee for any reason deemed valid by the Government. The contractor shall be required to provide the Security Forces with vehicle registration(s), proof(s) of insurance, driver license(s), and a picture ID(s) to obtain a pass for entry onto the base. The Pass and Registration building is located on Rt. 547, Lakehurst, NJ.
10.0 SECURITY FORCE AND FIRE PROTECTION:

11.0 PERFORMANCE PERIOD:
All work shall be completed within a ninety (90) calendar day period.
12.0 INSPECTION / ACCEPTANCE OF PROJECT COMPLETION: A final inspection will be scheduled upon completion of all work. Contact the Quality Assurance Evaluator two (2) days prior to completion for a site visit.
13.0 HEALTH:
The contractor shall meet all JBMDL, Navy, DOD and NAWCAD operating policies including “COVID-19 and Beyond” or later requirements. Any changes by the contractor required to meet any of these or any other health requirements shall not be used to adjust or renegotiate the overall contract amount.
14.0 SAFETY COMPLIANCE: The contractor shall comply with Installation safety regulations, Occupational Safety and Health Act (OSHA) (Public Law 91-596) and the portions of OSHA Standards 29 CFR 1910, 1926, OPNAVINST 5100.23G CH-1, and AFMAN 91-203 applicable to your operations.
15.0 ENVIRONMENTAL COMPLIANCE:
15.1 The contractor is required to comply with all applicable State and Federal laws, State and Federal regulations, and Air Force instructions in effect at the time of performance of this contract. The laws and regulations include, but are not limited to: environmental and occupational safety and health.
15.2 Hazardous waste manifests must be signed by the Environmental Flight Hazardous Waste Coordinator, (732) 323-5319 Building 5 at Lakehurst.
15.3 Contractor is responsible for the handling and the associated costs of disposal for all solid wastes generated. Cardboard and all types of metal shall be source separated and recycled.
16.0 FIRE PREVENTION REQUIREMENTS:
16.1 The contractor shall be advised that all fire alarm and suppression system components, including all smoke detectors, heat detectors, horns, strobes, pull stations, control panels, sprinklers, fusible links, valves, gauges, etc. shall be protected from dirt, dust, paint, and damage. The contractor shall comply with the most current editions of the NFPA Codes and Installation Fire Prevention Standard JBMDL I 32-2001. All open flame/hot work or disconnection of fire protection alarms or suppression systems requires prior approval of the Joint Base Fire Prevention Office: McGuire: (609) 754-2451; Dix: (609) 562-5484/6430; Lakehurst: (732) 323-7580/7878. Any disconnection, connection or installation of fire protection alarms or suppression systems shall require an acceptance test performed by the contractor and witnessed by the Fire Prevention Office.
16.2 If applicable, all hot work requires a hot work permit issued by the Joint Base Fire Prevention Office. The contractor shall contact the Joint Base Fire Prevention Office, to acquire a copy.
