About this file
This is the Buy American-Balance of Payments Program Certificate (252.225-7000), dated November 2014, which is a required certification form for federal contractors to complete regarding the country of origin for products being offered to the Department of Defense.
The certificate requires offerors to certify that each end product is a domestic end product (except those specifically listed as exceptions), and that components of unknown origin in non-COTS items are considered to be from outside the U.S. or qualifying countries. Offerors must identify any qualifying country end products by listing the line item number and country of origin, as well as any other foreign end products, including those manufactured in the U.S. that don't qualify as domestic end products. This certification is being used as part of solicitation FA700025Q0036 for bathrobes for the U.S. Air Force Academy.
