About this file
This document provides specifications for a federal contract to replace the Burnt Cabin Trail Bridge on the Umatilla National Forest. The contractor shall furnish all labor, materials, equipment, transportation and supervision necessary to procure and install a new, untreated bridge at the designated site on Trail Number 3226. Work includes minor site preparation and reshaping the approaches to blend with the finished bridge elevation. The old bridge decking remains onsite and must be removed before or after installation of the new bridge. The specifications incorporate Forest Service standard trail specifications and supplements for prefabricated steel trail bridges and engineering requirements. The contract will be awarded by the Department of Agriculture Forest Service Pacific Northwest Region to replace the bridge in accordance with the specifications.

Bid Schedule — The Schedule of Items.
Bridge — A structure, including supports, erected over a depression or an obstruction such as water along a road, a trail, or a railway and having a deck for carrying traffic or other loads.
Contractor — The individual or legal entity contracting with the Government for performance of prescribed work. In a timber sale contract, the contractor is the “Purchaser”.
Culvert — Any structure with a bottom, regardless of fill depth, depth of invert burial, or presence of horizontal driving surface, or any bottomless (natural channel) structure with footings that will not have wheel loads in direct contact with the top of the structure.
Drawings — (Public Works Contracts) Design sheets or fabrication, erection, or construction details submitted to the CO by the Contractor according to FAR Clause 52.236‐21 Specifications and Drawings for Construction. Also refers to submissions and submittals.
Notice to Proceed — (Public Works Contracts) Written notice to the Contractor to begin the contract work.
Right‐of‐Way — A general term denoting (1) the privilege to pass over land in some particular line
(including easement, lease, permit, or license to occupy, use, or traverse public or private lands), or (2)
Real property necessary for the project, including roadway, buffer areas, access, and drainage areas.
Solicitation—(Public Works Contracts) The complete assembly of documents (whether attached or incorporated by reference) furnished to prospective bidders.
Add the following definitions:
Adjustment in Contract Price — “Equitable adjustment,” as used in the Federal Acquisition Regulations, or “construction cost adjustment,” as used in the Timber Sale Contract, as applicable.
Change — “Change” means “change order” as used in the Federal Acquisition Regulations, or “design change” as used in the Timber Sale Contract.
Forest Service — The United States of America, acting through the Forest Service, U.S. Department of
Agriculture.
Neat Line — A line defining the proposed or specified limits of an excavation or structure.
Pioneer Road — Temporary construction access built along the route of the project.
Purchaser — The individual, partnership, joint venture, or corporation contracting with the Government under the terms of a Timber Sale Contract and acting independently or through agents, employees, or subcontractors.
Protected Streamcourse — A drainage shown on the plans or timber sale area map that requires designated mitigation measures.
Road Order — An order affecting and controlling traffic on roads under Forest Service jurisdiction. Road
Orders are issued by a designated Forest Officer under the authorities of 36 CFR, part 260.
Shop Drawings — (Timber and Stewardship Contracts) Referred to as “Drawings” in FP‐14, include drawings, diagrams, layouts, schematics, descriptive literature, illustrations, lists or tables, performance and test data, and similar materials furnished by Purchaser to explain in detail specific portions of the work required by the contract.
Utilization Standards —
The minimum size and percent soundness of trees described in Public Works contract specifications or
Timber Sale and IRTC contract provisions to determine merchantable timber.

107.02 Protection and Restoration of Property and Landscape.
Stream temperature
There is no planned disturbance of riparian areas during the bridge replacements, thus increase in stream temperature due to riparian shade removal is not anticipated in streams and unlikely to be measurable within the area of replacements.
Streamflow
Equipment should be restricted from using the trails in the area during any storm or runoff event to prevent soil compaction in which can route overland resulting in increased runoff. Equipment should be restricted from entering all streams, wetlands, and springs. There is no anticipated equipment usage and disturbance of riparian areas so an increase in water yield or peak flow is not anticipated and unlikely to be measurable from the proposed replacement if motorized equipment is not used during storm and runoff events.
Sediment
Increase in sediment delivery would be minimized by not allowing motorized equipment use on trails during runoff and storm events. There may be an increase in sediment delivery due to the replacement of the bridges, but it would be short‐term and with the use of project design criteria and BMPs would return to previous levels after replacements are completed. With project design criteria and BMPS, sediment transport from trails and stream crossing during the bridge replacement activities would be mitigated from being carried downstream.
Hydrology PDCs:
Any motorized equipment should be restricted from entering any streams, wetlands, or springs.
Stage equipment and materials away from streams, wetlands, and springs.
Refueling of OHVs and other motorized equipment should be done outside of RHCAs.
Any operation of motorized equipment should be minimized during runoff and storm events to minimize the amount of sediment flowing into streams.
Trails and surrounding areas will need to be examined and maintained throughout repair to eliminate holes, water, and sediment accumulation that could be redirected into streams.
The discharge or release of oil or petroleum hydrocarbons into or on the surface of waters of the state is prohibited. If visible oil sheen is observed beyond the limits of the construction activity then all appropriate actions to stop, contain, and cleanup the oil shall be taken.
Contractor shall service all equipment only in the areas approved by the Forest Service.
No equipment fueling shall take place over or within 150 feet of any stream channel, or in designated areas approved by the Forest Service.
All equipment fueling shall be conducted using secondary containment to capture potential fuel spills.
Fuel hoses, oil drums, oil or fuel transfer valves and fittings, and all other equipment, etc., shall be checked daily for drips or leaks, and shall be maintained and stored properly to prevent spills into state waters.
All pumps and generators used in or near streams must have appropriate spill containment structures and/or absorbent pads in place at all times during use.
Public Use
Forest Order 06‐14‐06‐21‐04 closed the lower portion of South Fork Walla Walla Trail #3225 and Burnt
Cabin Trail #3226 to all public entry. This order expires April 1, 2022. Prior to the expiration date this
Forest Order will be reauthorized by Walla Walla Ranger District staff for a period to encompass the
2022 recreation season.
Prior to Burnt Cabin Bridge implementation, an additional Forest Order will be created by Walla Walla
Ranger District staff to close South Fork Walla Walla Trail #3225 between Bear Creek Trail #3223 and
Rough Fork Trail #3227. This section will be closed weekdays for approximately two months or a period of time to encompass all work activities, whichever is longer. In order to accommodate recreational use, the trail closure will not be in effect on weekends or holidays.
Delete Subsection 107.08 and replace with the following:
107.08 Sanitation, Health, and Safety.
Refer to specific provisions under B(T) 6.0 in the 2400‐6(T) or the 2400‐13(T) contracts for requirements under this subsection.
157 - Soil Erosion and Sediment Control 157.04_National_11_1_2016
Delete Subsection 157.04 and replace with the following:
157.04 General.
Prior to the placement, a written plan with product specification sheets must be submitted and approved with all necessary permits that provides permanent and temporary erosion control measures to minimize erosion and sedimentation during and after construction. Do not begin work or placement until the necessary controls for that particular phase of work have been implemented. Do not modify the type, size, or location of any control without approval.
When erosion control measures are not functioning as intended, take corrective action to eliminate or minimize pollutants in storm water discharges from the project.
