Statement of Work

Location of Work:

a) USS Sam Rayburn (MTS 635), Joint Base Charleston, Goose Creek, South Carolina.

References:

a) NAVSEA S9310-AL-MMA-010 – OPERATION, INSTALLATION AND MAINTENANCE INSTRUCTIONS FOR 300KW SSMG SET

b) TM S9310-AC-HBK-010 – Rev 6 – COMMUTATOR/SLIP RING MAINTENANCE HANDBOOK

c) NAVSEA S9086-KC-STM-010/CH300, CHAPTER 300 ELECTRIC PLANT GENERAL

General Requirements:

Contractor Responsibilities:

1 Contractor will provide all Technical Work Documents to NPTU and NNSY Code 246 for review and approval prior to start of work. Contractor will provide Work Authorization Forms to Code 246 prior to start of work. Accomplish the requirements of 009-09 of reference D.

2 All work will be conducted in accordance with references listed above.

3 Contractor personnel shall have the required security clearances to work in CIA area of NPTU and onboard the USS Sam Rayburn (MTS 635). All contracted personnel and truck drivers must be United States Citizens. Foreign Nationals will not be allowed on job site.

4 Contractor to provide all tools and materials necessary to support component repairs and contractor assigned work.

5 All trade litter will be removed when contractor breaks for lunch and at the end of each shift. The contractor’s assigned work areas will remain in a clean and orderly condition. Contractor will remove all industrial material at completion of work operation. Industrial material and other contractor equipment will remain in designated shipboard and pier side areas.

6 Contractor shall attend a project orientation brief that will discuss expected actions of all contractors working onboard in the event of a casualty. Additionally, the Contractor will follow direction of NPTU in the event of drills or actual emergencies. The orientation is required for each awarded Task Order. Submit a report to NPTU listing all personnel who have attended the orientation. The report shall be submitted prior to personnel coming to the work site.

Contractor shall accomplish the following tasks in order to replace rotor the # 2 SSMG:

1 Initial testing, insulation resistance values.

2 Commutator & slip ring polishing.

3 Complete disassembly of machine.

4 Perform localize cleaning of stationary fields.

5 Removal of rotor from the MG Set; once clear of the MG set, turn over rigging the rotor off the ship to NNSY riggers.

6 Replacement of AC/DC/overspeed brushes from Government Furnished Material (GFM) supplied by Ship’s Force.

7 Replacement of air filters from GFM supplied by Ship’s Force.

8 Repair or replacement of stripped fasteners or repairs to threaded bolt holes.

9 Torque checks of bolted electrical connections.

10 Replacement of Belleville washers.

11 Replacement of AC and DC bearings from GFM supplied by Ship’s Force.

12 Bearing seat dimensional measurements, repairs to bearing seats, if required, are listed as a separate cost item.

13 Replacement of access covers identified in the statement of work.

14 Repairs of defective insulation.

15 Installation of replacement rotor; take possession of the replacement rotor at the MG set.

16 Assembly, installation of new brushes, bearings fit-up, setting neutral plane, close-out inspection and operational testing.

17 Final report following completion.

18 Submit final report upon completion including all recorded data to NNSY Code 275 via Code 400.

NNSY Responsibilities:

1. Co-ordinate work controls required to allow Contractor to replace rotor from #2 SSMG.

2. Remove and reinstall interferences IWO SSMG work.

3. Provide Engineering Services as required in support of SSMG work.

4. Maintain Environmental Controls for SSMG work in accordance with NPTU requirements.

5. Coordinate testing of SSMG as required.

NPTU Responsibilities:

1 NPTU ORIENTATION AND AWARENESS TRAINING:

1.1 NPTU ESH Department personnel will brief all contractor personnel on NPTU safety and environmental requirements.

1.2 Security clearances and access for all contractor personnel will be managed by NPTU.

Ship’s Force Responsibilities:

1 Maintain Environmental Controls for SSMG work in accordance with NPTU requirements

2 Perform a walk through inspection of contract areas with the contractor prior to executing work.

3 Provide work controls required to allow Contractor to repair #2 SSMG.

4 Provide all temporary services to support shipboard work. This includes 120 Volt single phase power and low pressure air, at the work site.

5 Operate SSMG as required to support contractor operational testing.

6 Provide new sets of brushes, filters, bearings, rotor and Belleville washers and any contingent repair parts identified by contractor during repairs to contractor to be installed in SSMG. Parts required:
