2022 FAIRCHILD AFB SKYFEST
NARRATOR SOW 1.0
1. SCOPE OF WORK:
Fairchild AFB has a requirement for a Professional Air Show Announcer during the Fairchild AFB (FAFB), WA Skyfest 2022. The Contractor will provide comprehensive air show announcer services. Announcer services will include narratives of those acts which do not have a dedicated announcer from 13 – 15 May.
The services required will provide for any and all relative accommodations necessary to deliver quality show announcing and narration via the provided public address system. The Announcer will work closely with the Air Show Director, Airboss, Ground Boss, Thunderbirds' liaisons, and/or Points of Contacts (POCs), chief of security, event managers, and lead planners from Fairchild AFB and the 2022 FAFB Skyfest. All assets provided by the contractor will be sited to conform to site plans and schedules.
2. CONTRACTOR RESPONSIBILITIES:
The Announcer will be required to include various public service announcements as provided by the air show, as well as recognition of show sponsors as applicable. Announcer will assist in the development and implementation of scripts for various acts as requested by air show performers or via the Open House Director. The Contractor shall provide all air show narration services designed to entertain, inform, and manage the crowd to include:
Provide the capability to produce a cohesive audio production product for the duration of the air show flying display, including voice, music, and ground-to-air and air-to-ground VHF air band retransmissions.
Provide all equipment necessary to enhance production value including music playback and provision for connection of other's performers music playback equipment, 2-way VHF air band communication for "live to the cockpit retransmissions", plus receive of UHF aircraft frequencies for re-transmissions if necessary.
Provide an extensive on-demand air show music library for the production of the flying display (no CD or cassette) as well as the capability to obtain music on demand from performers and show organizers via flash drive or internet delivery methods.
Provide appropriate microphones and related support for act-narrators, if required.
Review participating aircraft and performers focusing on narration requirements.
Review flight schedules with the airboss with a focus on entertainment presentation.
Pre-coordinate event introductions, e.g. Anthem singer, DVs/VIPs, etc.
Coordinate with individual act-provided narrators and their narration requirements, including providing both handheld and headset microphones.
Pre-coordinate with airfield management, open house officials, and emergency services regarding incident response.
Serve as a liaison with the FAA FSDO representative in conjunction with the airboss during the formal flying display.
Participate in the daily safety and flight sequence briefings.
Provide and record voiceovers of event PSAs and sponsor commercial spots as deemed necessary for show production by the Open House director.
Narrate and/or manage narration of all air show flying activates, including pre-show and post-show welcomes and announcements.
Available to attend pre-planning meetings via teleconference if necessary.
3. ANNOUNCER REQUIREMENTS:
The contractor shall meet or surpass all of the aforementioned and following requirements:
Shall have experience with large military and civilian air shows of 50,000+ spectators.
Shall have experience announcing air shows featuring military jet demonstration teams (i.e. U.S.
Navy Blue Angels, U.S. Air Force Thunderbirds, & Royal Canadian Air Force Snowbirds).
Shall be able to act as liaison with FAA representative and emergency personnel during the air show.
Shall have experience with at least three (3) Air Force sanctioned open house events over the past three (3) years.
Shall provide all equipment rental, labor, materials, operation, coordination, and transportation necessary to deliver quality professional announcing/narration.
The contractor shall work with the selected audio service contractor to ensure proper equipment integration.
4. MATERIALS: The following shall be provided by the Government:
a. Lodging. 1 on-base room beginning 11 May until 16 May 2022.
b. Access to the DV tent area for 2 people
c. Map. A map of the air show layout upon request.
d. Courtesy Vehicle. A provided rental car will be provided by the Government to be picked up
Spokane International Airport (GEG) on 11 May 2022 and returned 16 May 2022.
5. EMPLOYEES: The contractor shall ensure all employees working on Fairchild Air Force Base poses proper identification and/or citizenship documentation. Under the Immigration and Nationality Act (INA), employers may hire only persons who may legally work in the United States (i.e., citizens and nationals of the U.S.) and aliens authorized to work in the U.S. The employer must verify the identity and employment eligibility of anyone to be hired (Ref: U.S. Department of Labor:

6. CONFIDENTIALITY: All terms and conditions set forth in this contract shall remain confidential between the “Supplier” and the “Sponsor” and its agents.
