1. Background:

1.1 Work Location:

DLA Distribution Richmond, VA (DDRV); 8000 Jefferson Davis Highway, Richmond, VA 22297-5900.

1.2 Project History:

DLA Distribution Richmond (DDRV) has identified an urgent requirement to procure PRR-24 Large Capacity Recovery Units to support its critical gas recovery and recycling operations. These units are designed to recover and transfer large quantities of refrigerant efficiently, ensuring compliance with environmental regulations and maintaining the operational readiness of DDRV’s Ozone Depleting Substances (ODS) Cylinder Maintenance Division.

The PRR-24 is a high-capacity refrigerant recovery system essential for minimizing downtime in large-scale industrial and marine applications. DDRV’s mission is to provide safe, efficient recovery of refrigerants used in military operations and defense applications, ensuring compliance with DoD, OSHA, and environmental safety standards.

2. Scope of Work:

2.1 Procurement Requirements:

The contractor shall supply PRR-24 Large Capacity Recovery Units listed in Table 1 that meet the following minimum specifications:

· Air Supply Capacity: 40 CFM air at 100 PSI

· Vapor Recovery Rate: 0.90 lbs./min.

· Liquid Recovery Rate: 44 lbs./min.

· Unit Weight: 117 lbs.

· Shipping Weight: 267 lbs.

· Dimensions: 28-1/4" L x 24-1/2" W x 42" H

· Connections: 1/2" MFL Inlet, 1/2" MFL Outlet

2.2 Application Suitability:

· Best suited for industrial applications where plant air is available.

· Ideal for marine applications requiring large-scale refrigerant recovery.

· Designed for rapid refrigerant recovery in supermarkets and food plant systems, where downtime must be minimized.

· Capable of handling high-pressure systems with refrigerant loads exceeding 200 lbs.

2.3 System Capabilities & Features:

· Mobile unit with a rugged aluminum frame for durability and easy handling.

· Air-driven, oil-less positive displacement pump prevents damage from slugging or running dry.

· Integrated condenser/subcooler coil enhances vapor condensation and improves refrigerant transfer efficiency.

· No electrical power required – operates solely on compressed air, making it ideal for environments where electricity is unavailable or restricted.

· Two-stage pumping system allows for refrigerant recovery down to a 25” vacuum if needed.

· Patented condenser pump-out system minimizes refrigerant venting, ensuring compliance with environmental safety standards.

2.4 Included Accessories:

Each PRR-24 Large Capacity Recovery Unit shall be supplied with:

· (2) Filter Driers 304 (1/2” Driers)

· (2) 1/2" x 10 ft. hoses with ball valves

· (1) 1/2" x 20 ft. hose with ball valve

2.5 Refrigerant Compatibility:

The PRR-24 is compatible with a wide range of refrigerants, including but not limited to:

· Group II: R114

· Group III: R12, R134a, R401C, R406A, R500

· Group IV: R401A, R409A, R401B, R412A, R411A, R407D, R22, R411B, R502, R407C, R402B

· Group V: R407A, R404A, R402A, R507, R407B, R410A

· A2L Refrigerants: R-32 & R-454B

2.6 Performance Specifications:

The PRR-24 is rated in accordance with ARI Standard 740-98 (not yet certified) and provides the following refrigerant recovery rates:

3. Delivery Requirements:

· The contractor shall deliver the PRR-24 Large Capacity Recovery Units to DLA Distribution Richmond, VA, within 90 days after contract award.

· All items shall be packaged to prevent damage during shipping and handling.

· Freight, packaging, and handling charges must be included in the contractor’s pricing.

4. Contractor Responsibilities:

The Contractor Shall:

· Provide all necessary materials, documentation, and accessories required for the supplied PRR-24 units.

· Ensure compliance with DoD, OSHA, and environmental safety standards.

· Deliver products as per the agreed timeline and specifications.

· Provide quality assurance and testing data verifying compliance with specifications.

5. Deliverables:

The contractor shall provide the following documentation no later than 30 days prior to project completion:

5.1 Product Documentation:

The contractor shall provide the following documentation for each unit:

· Manufacturer specifications and Safety Data Sheets (SDS)

· Maintenance guidelines and operational instructions

· List of spare/optional parts, including part numbers and suppliers

· Technical support contact information

· Certificate of compliance confirming adherence to required specifications

5.2 Compliance and Certification:

The contractor shall furnish documentation certifying compliance with all applicable DoD and industry standards. Certificates of authenticity and conformance shall be included with each shipment.

6. Certification and Acceptance:

The contractor must submit an invoice in Wide Area Workflow (WAWF) with sufficient detail to allow certification and acceptance by the Contracting Officer’s Representative (COR) upon delivery and inspection at DDRV.

7. Performance and Delivery Schedule:

The contractor shall complete delivery within 120 days after contract award. Any delays must be communicated in advance to the COR.

8. Security Requirements:

The contractor shall adhere to all DDRV security and safety protocols when delivering products to the facility. Compliance with DoD and OSHA regulations is mandatory. Contractor personnel must follow all site access and security requirements.

9. Billing:

Final payment shall be due and payable by the Government within 30 days after certification and acceptance by the COR of the invoice submitted in WAWF.

11. Warranty:

Notwithstanding inspection and acceptance by the Government, or any provision of this contract regarding the conclusiveness thereof, the Contractor shall warrant that all systems and services provided under this contract will be free from defects for a period of one year after final acceptance by the Government.

During the warranty period, if the Contractor is unable to perform the necessary remedial action, they shall make arrangements to have the work completed by a qualified party. The Contractor shall furnish the Contracting Officer with the name and address of the designated individual and/or firm that can arrive at DDRV within 24 hours of notification of a system breakdown to perform the required repairs.
