SECTION 01100 – SUMMARY
PART 1 - GENERAL
1.1 GENERAL
A. Description of Work: Furnish all labor, equipment, and materials to perform the following work:
1. Install a new 4 inch asphalt overlay on top of an existing asphalt roadway near the
Holding House, including cleaning and repairing existing pavement and constructing adjacent drainage swales.
2. Construct a new 10 foot wide, 6 inch thick gravel access road including grading and installation of a separation fabric.
B. Location: Work under this Contract is located on the San Marcos Aquatic Resources Center which is approximately 32 miles southwest of Austin, Texas, in Hays County.
C. Period of Performance: 60 Days

SECTION 02230 - SITE CLEARING
PART 1 - GENERAL
1.1 SUMMARY
A. This Section includes the following:
1. Stripping soil materials from gravel road areas.
2. Final grading.
1.2 MATERIAL OWNERSHIP
A. Stripped topsoil encountered during construction operations, to remain Owner's property and shall be stockpiled within the boundaries as designated by the Facility Manager.
1.3 PROJECT CONDITIONS
A. Traffic: Minimize interference with adjoining roads and other adjacent occupied or used facilities during site-clearing operations.
1. Do not close or obstruct roads or other adjacent occupied or used facilities without permission from the Government and authorities having jurisdiction.
2. Provide alternate routes around closed or obstructed traffic ways.
PART 2 - PRODUCTS
2.1 SOIL MATERIALS (Not Used)
PART 3 - EXECUTION
3.1 PREPARATION
A. Protect and maintain benchmarks and survey control points from disturbance during construction.
B. Protect existing site improvements to remain from damage during construction.
1. Restore damaged improvements to their original condition, as acceptable to the Contracting Officer.

3.2 UTILITIES
A. Existing Utilities: Do not interrupt utilities serving facilities occupied by the Government or others unless permitted under the following conditions and then only after arranging to provide temporary utility services according to requirements indicated:
1. Notify Facility Manager not less than two days in advance of proposed utility interruptions.
2. Do not proceed with utility interruptions without Facility Manager’s written permission.
3.3 STRIPPING
A. Remove any sod and grass within the limits of construction.
B. Strip topsoil to a maximum of 3” to remove vegetation and its root system within the limits of construction. No additional stripping is anticipated in the area of construction except to provide adequate drainage away from constructed improvements.
C. Stockpile additional removed soils materials to locations within the boundaries of the facility as approved by the Facility Manager.
3.4 FINAL GRADING
A. Grade areas smooth after removal of the material in the proposed construction area to the lines and grades as shown on the plans.
B. Any areas disturbed outside of the limits of construction shall be finish graded and reseeded with native grasses as approved by the Facility Manager.
A. Units: The work described in this section will not be measured for payment. Measurement shall consist of the material quantity as shown on bid schedule.
A. Payment: Payment for work described in this section shall be included in the unit price bid there-fore in the schedule under “Site Clearing” and shall include full compensation for the work de-scribed herein.

SECTION 02300 – EARTHWORK
PART 1 - GENERAL
1.1 SUMMARY
A. Section includes:
1. Excavation, backfill, and compacting backfill within the limits of construction.
2. Gravel Road Surfacing.
3. Erosion Control Rock.
1.2 DEFINITIONS
A. Backfill: Soil materials used to fill an excavation.
B. Borrow: Satisfactory soil imported from on-site sources for use as fill or backfill under pavements.
C. Excavation: Removal of material encountered above sub-grade elevations.
1. Additional Excavation: Excavation below sub grade elevations as directed by Contracting
Officer. Additional excavation and replacement material will be paid for according to Contract provisions for changes in the Work.
2. Unauthorized Excavation: Excavation below sub grade elevations or beyond indicated/required for project construction without direction by Contracting Officer.
Unauthorized excavation, as well as remedial work directed by Contracting Officer, shall be without additional compensation.
D. Fill and Embankment Fill: Soil Material used to raise existing grades.
E. Sub-grade: Surface or elevation remaining after completing excavation, or top surface of a fill or backfill immediately below sub-base, drainage fill, or topsoil materials.
PART 2 - PRODUCTS
2.1 SOIL MATERIALS
A. General: The Contractor shall provide soil materials from off-site sources when sufficient satisfactory soil materials are not available from required excavations or on-site borrow areas.
B. Satisfactory Soils under pavements: ASTM D 2487 Soil Classification Groups GW, GP, GM, SW, SP, and SM, or a combination of these group symbols; free of rock or gravel larger than 3 inches in any dimension, debris, waste, frozen materials, vegetation, and other deleterious matter.
C. Unsatisfactory Soils under pavements: ASTM D 2487 Soil Classification Groups GC, SC, ML, MH, CL, CH, OL, OH, and PT, or a combination of these group symbols.

D. Backfill and Fill: Satisfactory soil materials.
E. Erosion Control Rock: Rock for riprap shall be hard, dense, and durable, and reasonably well-graded 3 inch rock.
2.2 GRAVEL SURFACING
A. Provide hard, durable particles or fragments of crushed stone, crushed slag, or crushed gravel conforming to the following:
1. Los Angeles abrasion, AASHTO T 96: 50% max.
2. Sodium sulfate soundness loss (5 cycles), AASHTO T 104: 12% max.
3. Durability index (coarse), AASHTO T 210: 35 min.
4. Durability index (fine), AASHTO T 210: 35 min.
5. Fractured faces (coarse): 50% min. with 2 or more fracture faces.
6. Free from organic matter and lumps or balls of clay.
7. Liquid limit, AASHTO T 89: 35 max.
8. Plasticity index, AASHTO T 90: 10 is desired; acceptable range is 8 to 12.
9. Gradation: see table below:

B. Obtain the gravel surfacing gradation by crushing, screening, and blending processes as necessary. Fine aggregate, material passing the No. 8 sieve, shall consist of natural or crushed sand and fine mineral particles.
C. Submit material test results for approval prior to delivery. Tests shall be done by certified independent testing laboratory at Contractor’s expense.
D. Provide weight tickets to the on-site Government representative with each load of gravel surfacing delivered for the work. Weight tickets shall include, as a minimum, the date, truck number, gross weight, tare weight, net weight, time of weighing, and signature of certified weighmaster.

PART 3 – EXECUTION
3.1 PREPARATION
A. Protect structures and other facilities from damage caused by settlement, lateral movement, undermining, washout, freezing temperatures or frost, and other hazards created by earthwork operations. Provide protective insulating materials as necessary.
B. Provide erosion-control measures to prevent erosion or displacement of soils and discharge of soil-bearing water runoff or airborne dust to adjacent areas.
C. Prevent surface water and ground water from entering excavations, from ponding on prepared sub-grades, and from flooding project site and surrounding area.
D. Protect sub-grades from softening, undermining, washout, and damage by rain or water accumulation.
E. Before placing road fill, clear vegetation and scarify subgrade to a depth of 3 inches.
F. Before placing gravel surfacing, smooth and correct irregularities in subgrade by grading, reshaping, and compacting.
G. Do not place gravel surfacing on soft, muddy, or frozen surfaces.
3.2 GRAVEL PLACEMENT
A. Spread gravel surfacing over prepared subgrade to an adequate thickness so as to provide a finished minimum compacted thickness over large areas and the required cross-section as shown on the drawings.
B. Compact gravel surfacing with suitable compaction equipment to achieve at least 98 percent of the maximum density determined in accordance with the requirements of Tex 113-E.
C. Level and contour surfaces to provide desired cross-section as described above.
D. Add small quantities of fine aggregate to coarse aggregate as appropriate to assist compaction.
E. Add water to assist compaction. If excess water is apparent, remove aggregate and aerate to reduce moisture content.
F. Use mechanical tamping equipment in areas inaccessible to compaction equipment.
3.3 EXCAVATION
A. Perform excavation to the lines and grades shown on the drawings or as directed. Excavate to sub-grade sufficient to remove vegetation and roots to allow placement of aggregate courses.

1. If excavated materials intended for fill and backfill include unsatisfactory soil materials and rock, replace with satisfactory soil materials.
B. Proof roll sub grades, before filling or placing aggregate courses, with equipment to identify soft pockets and areas of excess yielding. Do not proof roll wet or saturated sub-grades.
C. Reconstruct sub grades damaged by freezing temperatures, frost, rain, accumulated water, or construction activities. Do not place material in areas where new structures are to be constructed when either the material or the surfaces on which the material is to be placed are frozen.
D. Stockpile borrow materials and satisfactory soil materials, without intermixing, in shaped, graded, drained, and covered stockpiles. Stockpile soil materials away from edge of excavations and outside drip line of remaining trees.
E. Excavate unsuitable material from surfaces to receive backfill. Dispose of excavated unsuitable material within the boundaries of the hatchery as approved by the Hatchery Manager.
3.4 BACKFILLS, FILLS AND COMPACTION
A. Fill: Place and compact fill material in layers to required elevations.
B. Uniformly moisten or aerate sub-grade and each subsequent fill or backfill layer before compaction to within 2 percent of optimum moisture content.
1. Remove and replace, or scarify and air dry, otherwise satisfactory soil material that exceeds optimum moisture content by 2 percent and is too wet to compact to specified dry unit weight.
C. Compaction: Place backfill and fill materials in layers not more than 12 inches in loose depth for material compacted by heavy compaction equipment, and not more than 4 inches in loose depth for material compacted by hand-operated tampers.
D. Compact soil to not less than the following percentages of maximum dry unit weight according to
ASTM D 698:
1. On subgrade under pavements and aggregate surfaces, compact each layer of backfill or fill material at 90 percent.
E. Grading: Uniformly grade areas to a smooth surface, free from irregular surface changes.
Comply with compaction requirements and grade to cross sections, lines, and elevations indicated. Grade unpaved sub-grades to tolerances of plus or minus 1 inch.
3.5 FIELD QUALITY CONTROL
A. Testing Agency: Contractor will engage, at its expense, a qualified independent testing and inspecting agency to perform field tests and inspections and to prepare test reports. All testing results shall be submitted to the Contracting Officer, for review and acceptance, a minimum of 48 hours after completion of test.

B. Allow testing agency to test and inspect sub grades and each fill or backfill layer. Proceed with subsequent earthwork only after test results for previously completed work comply with requirements.
C. A minimum of 2 soil density tests shall be made for each 500 linear feet at aggregate roadway.
D. Testing agency shall test soil materials to be used in construction to determine if they are
Satisfactory Soils or Unsatisfactory Soils as described above. All testing results shall be submitted to the Contracting Officer, for review and acceptance, a minimum of 48 hours after completion of test. Only soils determined to be Satisfactory shall be used in construction.
E. When testing agency reports that sub grades, fills, or backfills have not achieved degree of compaction specified, scarify and moisten or aerate, or remove and replace backfill to depth required; re-compact and retest until specified compaction is obtained.
3.6 TOLERANCES
A. The finished surface of gravel surfacing shall not vary from the required grade and/or minimum thickness by more than 0.04 foot.
3.7 PROTECTION AND DISPOSAL
A. Protect newly graded areas from traffic, freezing, and erosion. Keep free of trash and debris.
B. Repair and reestablish grades to tolerances where completed or partially completed surfaces become eroded, rutted, settled, or where they lose compaction.
C. Disposal: Dispose of surplus satisfactory soil and unsatisfactory soil, within the boundaries of the hatchery as approved by the Hatchery Manager. Waste material such as broken asphalt and concrete shall be disposed of off-site.
Part 4 - MEASUREMENT AND PAYMENT
A. Units: The work described in this section will not be measured for payment. Measurement shall consist of the material quantity as shown on bid schedule.
B. All other items associated with complying with this section will not be measured for payment.
A. Payment: Payment for work described in this section shall be included in the unit price bid therefore in the schedule for “Furnish and Install Aggregate Surfacing” as applicable and shall include full compensation for the work associated therewith.

B. All other costs of complying with this section shall be included in the prices bid in the schedule for other items of work. No separate payment will be made to the Contractor for work other than that described above.

SECTION 02741 - HOT-MIX ASPHALT PAVING
PART 1 - GENERAL
1.1 SUMMARY
A. Description of Work
1. Hot-mix asphalt paving.
2. Surface preparation of existing asphalt to accept new asphalt overlay.
1.2 SUBMITTALS
A. Product Data: For each type of product indicated. Include technical data and tested physical and performance properties.
B. Job-Mix Designs: Certification, by authorities having jurisdiction, of approval of each job mix proposed for the Work.
C. Material certificates.
1.3 QUALITY ASSURANCE
A. Regulatory Requirements: Comply with Texas Department of Transportation Standard
Specifications for Construction and Maintenance of Highways, Streets and Bridges, 2004 edition, for asphalt paving work.
1.4 PROJECT CONDITIONS
A. Environmental Limitations: Do not apply asphalt materials if subgrade is wet or excessively damp or if the following conditions are not met:
1. Asphalt Surface Course: Minimum surface temperature of 60 deg F at time of placement.

PART 2 - PRODUCTS
2.1 AGGREGATES
A. Coarse Aggregate: ASTM D 692, sound; angular crushed stone, crushed gravel, or properly cured, crushed blast-furnace slag.
B. Fine Aggregate: AASHTO M 29, sharp-edged natural sand or sand prepared from stone, gravel, properly cured blast-furnace slag, or combinations thereof.
2.2 ASPHALT MATERIALS
A. Asphalt Binder: viscosity grade AC-10.
2.3 AUXILIARY MATERIALS – NOT USED
2.4 MIXES
A. Hot-Mix Asphalt: Dense, hot-laid, hot-mix asphalt plant mixes approved by authorities having jurisdiction and complying with the following requirements:
1. Surface Course: TexDOT Type D (1/2-inch fine surface).
PART 3 - EXECUTION
3.1 SURFACE PREPARATION
A. Clean cracks and joints in existing hot-mix asphalt pavement. Dislodge and remove loose gravel, soil, and vegetation from longitudinal and transverse cracks using a putty knife and compressed air while protecting adjacent structures and objects. Cracks shall be cleaned down to a stable subgrade.
B. Remove all vegetation within 24” of pavement edge. Create a swale on either side of the pavement edge to facilitate drainage of water off and away of pavement. See plans for detail.
C. Immediately before placing asphalt materials, remove loose and deleterious material from substrate surfaces. Ensure that prepared subgrade/asphalt is ready to receive paving.

1. Sweep loose granular particles from surface of unbound-aggregate base course.
Do not dislodge or disturb aggregate embedded in compacted surface of base
2. Use emulsified-asphalt slurry to seal cracks and joints less than 1/4 inch wide. Fill flush with surface of existing pavement and remove excess.
3. Use hot-applied joint sealant to seal cracks and joints more than 1/4 inch wide.
Fill flush with surface of existing pavement and remove excess.
3.2 HOT-MIX ASPHALT PLACING
A. Machine place hot-mix asphalt on prepared surface, spread uniformly, and strike off.
Place asphalt mix by hand to areas inaccessible to equipment in a manner that prevents segregation of mix. Place each course to required grade, cross section, and thickness when compacted.
1. Spread mix at minimum temperature of 250 deg F.
2. Regulate paver machine speed to obtain smooth, continuous surface free of pulls and tears in asphalt-paving mat.
B. Place paving in consecutive strips not less than 10 feet wide unless infill edge strips of a lesser width are required.
C. Promptly correct surface irregularities in paving course behind paver. Use suitable hand tools to remove excess material forming high spots. Fill depressions with hot-mix asphalt to prevent segregation of mix; use suitable hand tools to smooth surface.
3.3 COMPACTION
A. General: Begin compaction as soon as placed hot-mix paving will bear roller weight without excessive displacement. Compact hot-mix paving with hot, hand tampers or vibratory-plate compactors in areas inaccessible to rollers.
1. Complete compaction before mix temperature cools to 185 deg F.
B. Breakdown Rolling: Complete breakdown or initial rolling immediately after rolling joints and outside edge. Examine surface immediately after breakdown rolling for indicated crown, grade, and smoothness. Correct laydown and rolling operations to comply with requirements.
C. Intermediate Rolling: Begin intermediate rolling immediately after breakdown rolling while hot-mix asphalt is still hot enough to achieve specified density. Continue rolling until hot-mix asphalt course has been uniformly compacted to the following density:

1. Average Density: 92 percent of reference maximum theoretical density according to ASTM D 2041, but not less than 90 percent nor greater than 96 percent.
D. Finish Rolling: Finish roll paved surfaces to remove roller marks while hot-mix asphalt is still warm.
E. Protection: After final rolling, do not permit vehicular traffic on pavement until it has cooled and hardened.
F. Erect barricades to protect paving from traffic until mixture has cooled enough not to become marked.
3.4 INSTALLATION TOLERANCES
A. Thickness: Compact each course to produce the thickness indicated within the following tolerances:
1. Surface Course: Plus 1/4 inch, no minus.
B. Surface Smoothness: Compact each course to produce a surface smoothness within the following tolerances as determined by using a 10-foot straightedge applied transversely or longitudinally to paved areas:
1. Surface Course: 1/8 inch.
3.5 PAVEMENT MARKING – NOT USED
3.6 WHEEL STOPS. NOT USED
3.7 FIELD QUALITY CONTROL
A. Testing Agency: Contractor will engage a qualified independent testing and inspecting agency to perform field tests and inspections and to prepare test reports. Take compaction tests at least daily correlated with physical specimens in accordance with TexDOT asphalt compaction testing requirements. Provide copies of all test results to the on site Government Inspector and Contracting Officers Representative within 24 hours of receipt of test results by Contractor.
B. Remove and replace or install additional hot-mix asphalt where test results or measurements indicate that it does not comply with specified requirements.

3.8 DISPOSAL
A. Except for material indicated to be recycled, remove excavated materials from Project site and legally dispose of them in an EPA-approved landfill.
A. Measurement for repair of existing pavement cracks will not be measured for payment.
Measurement shall consist of the material quantity as shown on bid schedule.
B. Measurement for new asphalt work will not be measured for payment. Measurement shall consist of the material quantity as shown on bid schedule.
C. All other items associated with complying with this sections will not be measeured for payment.
A. Payment for repair of the existing asphalt surface described in this section shall be included in the unit price bid therefore in the schedule for “Repair Existing Pavement Cracks’ and shall include full compensation for the work described associated therewith.
B. Payment for new asphalt work described in this section shall be included in the unit price bid therefore in the schedule for “Repave Existing Asphalt” and shall include full compensation for the work associated therewith.
C. All other costs of complying with this section shall be included in the prices bid in the schedule for other items of work. No separate payment will be made to the Contractor for work other than that described above.
