Command & Control Room Consoles Upgrade
Replace Three Encompass Desks with Single Two Operator Console – Winsted Sightline Series

The Project Vandenberg Space Force Base 30th Operations Support Squadron has a requirement for a 24/7 operation console to match the existing consoles currently installed. It is critical that the design facilitate complex interaction between staff, operations, and control specific technology in a highly sensitive environment.
Console units shall be able to meet or exceed the functionality requirements for all operational requirements set forth in this specification. Consoles shall be reconfigurable in design to adapt to future operational changes and requirements. Necessity to maintain an operational control room requires that this upgrade represent the most current “future-forward sustainable” features and advanced ergonomic practices to ensure a system compatible with changing technological requirements for many years/decades to come.
Project Benefits Successful completion of the project will provide the control room with an additional two workstations on one console matching the current profile of the main console. The console will provide a properly designed ergonomic workstation for the users. All cable and hardware will be managed properly and enclosed within the console and provide accessibility. The properly designed console will provide a product that improves user efficiency and ergonomics reducing physical stress of repetitive motions, ergonomically designed, offering proper sight lines to display technologies, easily accessible interior storage, and observe proper reach distances in accordance with standards laid out by ISO 11064 standards in Control Room Design.
Objective - Replacement of existing three encompass desks with a single ergonomic, cohesive and sustainable configuration of a Winsted Sightline console designed for 24/7 mission critical operation, that will accommodate the requirements of the updated components and equipment, and provide a more efficient operator workstation configuration. Solution shall maximize operator ergonomics, be a cohesive configuration designed for 24/7 mission critical operation addressing existing needs and sustainable for future operator and equipment modifications. Reconfiguration requirement ensures a “return on investment” in a future forward solution for many years to come. All components shall be cohesive in materials to ensure maximum longevity.
1.0 Acceptance Criteria
The consoles shall be designed specifically for mission critical 24/7 operations. The design shall address a unique range of specific requirements and for cohesiveness and uniformity as well as future reconfigurability, only Winsted Sightline Series console shall be considered. The console system shall carefully consider the sightlines; reach distance, and equipment placement to improve operator comfort, ease of use, ensuring the integrity of the operator tasks and maximize access to components. Systems modules and design must be interchangeable and modular to allow for expansion, reconfiguration, and re-deployment without cutting nor the use of non standard tools for flexibility to meet certain changing mission requirements.
1.1 Manufacturer Requirements
Consoles & Technical Furniture – Winsted
Winsted Command & Control Consoles, based in Minneapolis, MN meets and or exceeds required specifications.
1.1 Consoles and Materials must be GreenGuard GOLD Certified, ensuring strictest standards for volatile organic compound emissions. Documentation Required.
1.2 Console Manufacturer must be headquartered in USA and be TAA Compliant.
1.3 Console Manufacturer shall have ISO 9001:2015 Certification.
1.4 Console Manufacturer shall have a minimum of 30 years specializing in console manufacture.
1.5 Console Manufacturer shall provide references for proposed console.
1.6 Console Manufacturer shall have history of designing functional, ergonomic consoles which comply with accepted Human Factor Design Standards. The furniture should feature appropriate walkways, viewing distances and angles, and knee well space per operator in addition to incorporating accessories with consideration to Human Factors.
1.7 Console Manufacturer to supply console capable of supporting all specified equipment.
1.8 Console Manufacturer shall provide a detailed design package prior to order highlighting the custom properties of the Console project including dimensioned layouts.
1.9 Console Manufacturer shall provide open means of communication throughout the fabrication process and a schedule will be available upon request.
1.10 Alternative Materials and alternative colors will not be acceptable.
1.10.1 Suitable for the most demanding 24-7 control room operations. Worksurface must be free of any additional materials, i.e. padding, glued or screwed extrusion.
1.10.2 Comfort Edge Laminate worksurface shall provide a permanently bonded urethane edge that shall be molded to 1-1/8” laminated medium density fiberboard and be available in a wide variety of colors. Permanently bonded urethane creates a long-lasting, water-tight seam with a smooth finish and is self-healing. Ergonomic profile shall provide comfort and reduce the risk of injury due to sharp edges • Antibacterial and antifungal properties. UV resistant urethane will not change color or deteriorate overtime. Suitable for the most demanding 24-7 control room operations.
1.10.3 Base materials detailed in Components & Materials.
1.11 Vendor shall ship furniture in the most efficient way possible to reduce customer costs.
Vendor shall fulfill any customer’s specific shipping requirements and will confirm all details before product leaves warehouse.
1.12 Vendor to provide skilled and experienced on-site assembly team.
1.13 No welding, carpentry, cutting or specialized tools will be required for the on-site final assembly of furniture.
1.14 Vendor will not be required to install cables, push buttons, or any other equipment or run cabling to equipment.
1.15 Vendor shall offer Warranty with the following conditions:
1.15.1 Lifetime warranty on all fixed steel structure frame components.
1.15.2 10-year warranty on all adjustable, sliding or hinged components and laminated surfaces.
1.15.3 5-year warranty on all electrical components and chairs.
2.0 REQUIREMENTS
2.1 Furnish and Assemble Command & Control Consoles with enclosed storage/rack space, and accessories to accommodate components and displays as shown on supplied drawings.
2.2 Provide written instructions and schedule, with all the manufacturer’s specific assembly and instructions manuals for each piece of equipment installed.
3.0 SYSTEM 1, 2 & 3 – Command & Control Consoles
3.1 The consoles shall have the following features and capabilities:
3.1.1 The consoles must be designed in accordance with the supplied drawings. No differences nor deviations in footprint, design nor measurements are acceptable as these requirements address specific dimensions/features of the control room. As designed, NO DEVIATION is acceptable, as the required hardware equipment within the console must be accommodated while maintaining cable access to/from floor cores or data/power wall plates.
3.1.2 The contractor shall supply a system capable of supporting specified electronics.
3.1.3 The system shall be comprised of end frames and/or intermediate frames with horizontal stringers and decorative end panels. The system will also feature ^RU rack turrets for operator accessible equipment and Versatrak mounted monitor posts with articulating monitor arms.
3.1.4 Work Surfaces shall be Comfort Edge Laminate – minimum 1 1/8” (29mm) thick MDF core. The work surface shall be not less than 30" (762mm) deep overall and may include a 1-3/4" (44mm) deep beveled edge covering the work surface’s entire front width. The bullnose comfort edge shall incorporate an injected urethane molded edge detail permanently and mechanically molded/bonded to 1-1/8” laminated medium density fiberboard and be available in a wide variety of colors. Permanently bonded urethane creates a long-lasting, water-tight seam with a smooth finish. Ergonomically sloped profile shall provide comfort and reduce the risk of injury due to sharp edges • Antibacterial and antifungal properties. UV resistant urethane will not change color or deteriorate overtime. Suitable for the most demanding 24-7 control room operations. Work surface must be free of any additional materials, i.e.
padding, glued or screwed extrusion.
3.1.4.1 Alternate materials are NOT acceptable.
3.1.5 Additional support for doors, i.e. casters, is not acceptable.
3.1.6 Worksurface top shall be no less than 28 9/16” H.
3.1.7 DynaLinq Plug and Play Modular Electrical System shall provide power distribution without the need for hardwiring by an electrician.
3.1.7.1 Redundant Power
3.1.8 Optional turrets including Custom, 7” (4U) rack mount turrets, 10-1/2” (6U) rack mount turrets, 19-1/4” (11U) rack mount turrets and tapped rack rails for lower storage compartment shall comply with Electronic Industry Association (EIA) specifications for rack mounting ANSI/EIA standard RS-310.
3.2 System 1 - Qty (1) Console of two integrated 72” one operator workstations each – Main

3.2.1 Accessories per one-operator work station
3.2.1.1 Qty (1) 6RU Rack Turret
3.2.1.2 Optional - Lower cabinets are capable of supporting rack rails for 11RU of rack space per 24” section. Not all sections require rack rails.
3.2.1.3 Each section shall have (3) 24” removable bottom shelves
3.2.1.4 Versatrak Mounted Accessories –
3.2.1.4.1 Qty (2) 28” posts with (2) articulating monitor mounts each

5.0 COMPONENTS & MATERIALS – MODULAR PRE-ENGINEERED
CONSTRUCTION
5.1 Slat-Wall Consoles - All components within the system shall be:
5.1.1 Of a pre-engineered modular construction, i.e.: constructed from a series of independent sectional compartments.
5.1.2 Available from a pre-defined set of manufacturers model numbers.
5.1.3 Free from alterations to the design either prior to or following installation. The assembly of the console shall be accomplished without the need for either welding or carpentry work.
5.1.4 Constructed of a steel superstructure framework consisting of intermediate and end frames connected by horizontal stringers. External decorative side panels are available in Truform or laminated MDF core.
5.2 SELF-SUPPORTING SKELETON FRAMEWORK
5.2.1 Slat-Wall Consoles - The self-supporting skeleton framework shall:
5.2.1.1 Be installed at the site in advance of any external finishing panels. The framework shall be fully capable of supporting all specified electronics without the need for attachment of any external panels.
5.2.1.2 Be capable of being supplied to site in knockdown (flat packed) form and be capable of assembly using 10-32 bolts and Insta-Lock fastening system without welding or carpentry work.
5.2.1.3 Include front and rear horizontal stringers constructed of 12 gauge (.104”) formed sheet metal. Stringers will connect, and span, 14-gauge (.074”) end frames and/or intermediate frames to form a complete structure.
5.2.1.4 External decorative side panels are available in Truform or laminated MDF core.
5.2.1.5 All racks within the system shall comply with the Electronic Industry Association's (EIA) specifications for rack mounting ANSI/EIA standard RS- 310.
5.3 COMPONENTS
5.3.1 Sightline Consoles
5.3.1.1 Intermediate and End Frames shall be 14-gauge (.074”) steel, be at least 1-5/8” (41mm) in width, and be capable of supporting the fully loaded console. Intermediate and End Frame shall incorporate 3/8" (10mm) diameter threaded adjustable glides and 2" (51mm) vertical slots for mounting two and four gang electrical boxes. End Frame shall feature an anti-tip extension. Intermediate Frame shall feature four grommet holes.
5.3.1.2 Horizontal Stringers shall be 12-gauge (.104”) formed sheet metal with an Insta-Lock fastening system, be 2” (51mm) high, and be available in 24” (609mm), 48” (1218mm), and 72” (1827mm) widths.
5.3.1.3 Slide Out Bottom Shelf shall be 16-gauge (.060”) steel, and extend 17- 5/8” (447mm) from the front of console to the rear of the console. Shelf features four grommet holes, and has a load capacity of 200 pounds.
5.3.1.4 Lower Doors shall be vented double-panel offset face design with spring hinges for easy removal without the use of tools, be supplied with a locking keyed-alike lever latch, feature integrated cable management, and be able to accept an optional CPU shelf or file/storage bin for convenient swing-out access.
5.3.1.5 Corners shall be 12-gauge (.104”) steel fillers available in 15, 45, and 90-degree versions, and feature an Insta-Lock fastening system for ease of installation. Corners shall be available in concave configurations.
5.3.1.6 Data/Power Rail shall be 14-gauge (.074”) steel, and include cable grommets and openings for a universal data mounting plate and/or duplex power box. Data/Power Rail shall incorporate the Insta-Lock fastening system, and when combined with 14-gauge (.074") shelf brackets, will support the work surface.
5.3.1.7 Versatrak Mounting System
5.3.1.8 Cable Management shall be covered by a hinged two-panel 18-gauge
(.047”) steel cover that, when closed, leaves a 1" opening the length of the console for cable entry. Opening is unseen from the front of the console. The cable management system shall run the entire length of the console and contains a dual-raceway consisting of a 4" channel and a 2" channel which separate signal and power cables.
5.3.1.9 Work Surface shall be constructed of Comfort Edge Laminate and have a minimum 1-1/8” (29mm) thick MDF core. Work surface shall be not less than 27” (508mm) deep overall, and may include a 1-3/4” (44mm) deep beveled edge covering the entire front width of the work surface. Work surface supports shall mount to the front of the base cabinet via a keyhole locking system spread evenly along the entire length of the console.
5.3.1.10 Optional Lift-Off Back Panel A 16 gauge (0.60") vented lift-off back panel with integrated latch shall be available as an alternative to the lower doors.
5.3.1.11 OPTIONAL ACCESSORIES – all optional accessories must be interchangeable solutions that will work in any section of the console.
5.3.1.12 A full range of optional console accessories shall be available, such as exhaust fans, personal environmental controls, height adjustable work surfaces, CPU shelves, file storage bins, rolling file cabinets, rack mount turrets, monitor mounts, telephone trays, shelves, seating, custom work surfaces and end panels with optional customer logos, variety of data/power connectivity grommets, and LED task lighting with a VESA mount or magnetic base.
5.4 Finish & Color
5.4.1 All exterior and frame steel components including doors, rack turrets, duct covers, and shelving shall be zinc oxide wash primer with a black powder coat textured finish.
5.4.2 Laminate Comfort Edge – Wilsonart POLAR HEX Y0629-38
5.4.3 Side Panels - TBD
5.5 Mounting Hardware
5.5.1 Mounting hardware for the specified electronics shall be available upon request. All hardware needed for assembly will be provided.
5.6 Drawings
5.6.1 The contractor shall supply five sets of scaled drawings for each console assembly showing the location of all the specified electronics in isometric view in addition to a plan (top) and front views for approval.
5.6.2 The specification of sizes and dimensions shown in the drawings shall have a tolerance of not more than +/- 0.062” (1.6mm).
6.0 Instructions
6.1 Fully detailed assembly instructions in the English language shall be supplied with both written and pictorial descriptions for each item/model numbered component.
7.0 Packaging
7.1 Each component part number shall be independently marked and packed into double or triple ply corrugated outer cartons and shall be suitable for storage and shipping to site without damage.
8.0 Warranty
8.1 A LIFETIME WARRANTY on all fixed steel structure frame components.
8.2 A 10-year warranty on adjustable, sliding or hinged components.
8.3 A 10-year warranty on Comfort Edge Laminated surfaces
8.4 A 5-year warranty on Endurance Plus and TruForm surfaces.
8.5 A 5-year warranty on all electrical components and chairs.
9.0 Onsite Assembly
9.1 Shall include the disassembly, removal and disposal of three existing Encompass desks
9.2 Assembly of console including accessories
