Kīlauea Point National Wildlife Refuge
Lighthouse Lantern Weatherproofing and Isolation Design
STATEMENT OF WORK
Kīlauea Point, HI
July 26, 2022
1. GENERAL
Kīlauea Point National Wildlife Refuge is located on the northern-most point of the main Hawaiian
Islands on a portion of the former Kīlauea volcanic vent and includes spectacular views from atop a 180-foot ocean bluff.
The Refuge is the best place in the state to view seabirds rarely seen from land, like the red-footed booby (ʻā in Hawaiian), great frigate bird ('iwa), and Laysan albatross (mōlī). The world's rarest goose and Hawai'i's state bird, the Hawaiian goose (nēnē) is a frequent sight as well. Visitors also have a chance to view spinner dolphins (nai‘a), Hawaiian monk seals (‘Ilio holo i ka uaua), green sea turtles
(honu), and humpback whales (koholā, October - April) in the water below. Native Hawaiian coastal plants are also abundant.
The Refuge is also home to the Daniel K. Inouye Kīlauea Point Lighthouse, whose 2nd order bivalve
Fresnel lens lit the way for seafarers. The lighthouse is part of the Kīlauea Point Light Station, listed on the National Register of Historic Places. The lighthouse played a key role in the first trans-Pacific flight from the West Coast to Hawai'i and has been part of Kaua'i's history since its completion in 1913.
The U.S. Fish & Wildlife Service is in need of design services to provide inspection services, and to prepare a treatment plan for leaks at the lantern. The scope of work includes the preparation of a design to isolate the lens from vibration as well as specifications to address rust and ventilation concerns.
2. BACKGROUND
The lighthouse lantern was last restored in 2009. It sustained storm damage in 2018 and repairs will be addressed through special emergency funding. Respect for the historic character of the structure is paramount to any work to be performed at the lighthouse.
3. SCOPE:
The goal of this project is to provide the necessary consulting services to complete a comprehensive scope of work for the repair and restoration of the lighthouse lantern. The AE shall inspect the lantern of the lighthouse, prepare a diagnosis, and propose a treatment plan to address moisture leakage. The scope of work includes a design to isolate the lens from vibration and a scope of work for a thorough cleaning of the classical Fresnel lens. Furthermore, the scope shall include proposed solutions for rust-jacking and rust-staining in and near the lantern as well as a strategy for lantern ventilation improvements. The AE contractor shall prepare the documentation of the proposed action for the State
Historic Preservation Office (SHPO). After FWS review and signature, the AE contractor shall submit to
SHPO via HICRIS and assist with any clarifications required during the review process.
Provide the following:
3.1 Prepare and submit within 15 business days of NTP:
3.1.1 Work Plan and Project Schedule.
3.1.2 Lighthouse Lantern Inspection Report.
3.2 Participate in weekly project meetings (virtual or on-site). AE to provide meeting notes in pdf format.
3.3 Prepare treatment plan including drawings, specifications, and proposed sequencing of tasks.
4. TASKS & DELIVERABLES
4.1. TASK 01 – Lighthouse Lantern Site Visit, Inspection and Diagnosis
4.1.1. Site visit and scope verification.
4.1.2. DELIVERABLES: Inspection report, include the following at minimum:
4.1.2.1. Diagnosis for the water intrusion.
4.1.2.2. Assessment of the ventilation available in the lantern space.
4.1.2.3. Review of the existing vibration isolation of the lantern glass.
4.1.2.4. Documentation of rust areas of concern.
4.2. TASK 02 – Lighthouse Lantern Repair / Weatherproofing Treatment Plan
4.2.1. Team meetings with FWS to discuss concerns and options for repair/treatment.
4.2.2. DELIVERABLES: Treatment Scope of Work, including:
4.2.2.1. Drawings and specifications to support the treatment plan.
4.2.2.2. Documentation for SHPO review and approval.
4.2.2.3. Opinion of Construction Cost.
4.3. TASK 03 – Lighthouse Lantern Vibration Isolation Design
4.3.1. Team meetings with FWS to discuss concerns and options for repair.
4.3.2. DELIVERABLES: Repair Scope of Work, including:
4.3.2.1. Drawings and specifications to support the treatment plan.
4.3.2.2. Documentation for SHPO review and approval.
4.3.2.3. Opinion of Construction Cost.
4.4. TASK 04 – Scope of Work for Lens Cleaning
4.4.1. Examine the lens for dirt, stains and deterioration.
4.4.2. Review artificial lighting in the lantern and investigate potential effects on the prisms of the lens.
4.4.3. Prepare a detailed scope of work for the cleaning of the classical Fresnel lens glass and brass. Include lighting replacement if necessary.
4.4.4. DELIVERABLES:
4.4.4.1. Cleaning and Treatment Plan
4.5. TASK 05 - Comprehensive Lighthouse Maintenance Plan
4.5.1. Create a regular maintenance plan for the entire Lighthouse. The plan shall detail the requirements for regular inspection, cleaning, painting, or other repair work to occur at specified intervals.
4.5.2. DELIVERABLES:
4.5.2.1. Scope of Work for regular lighthouse maintenance, pdf format, bookmarked.
4.6. OPTION A: TASK 06 – Construction Solicitation Assistance
4.6.1. The AE will assist the FWS with Contractor bid qualifications/best value criteria. The project architect and/or engineer will participate on the best value review committee to assist with the contract award recommendation based on the written best value criteria.
During the contract solicitation period the AE will attend an on-site pre-bid meeting, response to RFIs and prepare written clarifications and addendums to the solicitation.
4.7. OPTION B: TASK 07 – Construction Phase Support Services
4.7.1. This task includes construction support services to assist the FWS with the construction contract administration.
5. PLACE, DELIVERY, AND PERIOD OF PERFORMANCE
5.1. The lighthouse is located on the Kīlauea Point National Wildlife Refuge at Kīlauea Point, HI. The project is accessible via paved roads.
5.2. Period of Performance: the work is to be completed within 90 calendar days of Notice to
Proceed (NTP) being issued.
5.3. Deliverables shall be submitted in pdf format, with clearly identified bookmarks. File size shall not exceed 10 MB.
6. INSPECTION/ PERFORMANCE AND ACCEPTANCE
6.1. The work shall be prepared in accordance with all applicable federal, state and local codes including the requirements by the National Register of Historic Places.
6.2. The AE shall consider local U.S. Fish and Wildlife Service (USFWS) guidance pertaining to the migratory bird treaty act, and the endangered species act requirements while on refuge land.
Treatment plans shall address any special concerns and/or restrictions regarding the protection or disturbance of the surrounding infrastructures and/or wildlife habitat.
6.3. The work shall be accepted when all the work is completed as described here within and in accordance with any contract documents.
7. GOVERNMENT FURNISHED MATERIALS
7.1. USFWS will make available any historical related documents which may be in their possession including exterior finish specifications used in the previous renovation.
8. AVAILABILITY
8.1. Unless approved by the Facilities Manager and or on-site management team, work hours are
Monday thru Friday, from 7:30 am until 4:30 pm except for federal holidays. Work shall be performed during these hours unless alternate hours are prearranged with the Project Leader.
8.2. AE shall notify the COR a minimum of three (3) business days prior to arrival on-site and/or needing access to the building.
