Renovate Three Buildings St. Catherine Creek National Wildlife Refuge

STATEMENT OF WORK

6/7/2022

Project Description: Perform work described in this statement of work at two buildings at St. Catherine Creek National Wildlife Refuge (NWR), approximately 16.7 miles south of Natchez, Mississippi.

Locations (see map): Work will be at the following sites:

Refuge Headquarters / Office located at 21 Pintail Ln, Natchez (Sibley), Mississippi 39120 (31.361397 N, -91.417642 W) approximately 35 ft (10.6 m) from the north side of the office building; an external switch/wiring panel is on the north exterior of the building. Access to Pintail Ln on St. Catherine Creek NWR will be by way of York Rd, heading westbound from Highway 61.

Sibley Shop / Office building located at 132 Pintail Ln Natchez (Sibley), Mississippi 39120 (31.3483027 N, -91.4240585 W) approximately 1 mile south of the Main Office building. Access to Pintail Ln on St. Catherine Creek NWR will be by way of York Rd, heading westbound from Highway 61.

Quarters #1 located at 151 Pintail Ln Natchez (Sibley), Mississippi 39120 (31.3459304 N, -

91.4239630 W) approximately 1.1 mile south of the Main Office building

Period of Performance.

The period of performance 1s estimated to be 120 calendar days from issuance of award.

Work Requirements and Special Instructions

Refuge Headquarters / Main Office WO No. 2017292993 Asset No. 10065407

1. Removal and disposal off-site of the existing generator (Generac 45kW) including disconnection of that generator’s power from the building and removal of wiring from the generator. (WO No.

2. Demolition of the existing concrete pad. (WO No. 2017292993 Asset No. 10065407)

3. Installation / pouring of a new concrete pad / platform to sufficient height-width-depth and load-bearing capacity to support the new generator, inclusive of allowing sufficient drying/curing time.

4. Placement and installation of a new, larger generator – attachment 001 (Generac GR048 – 48kW, 240 v, single-phase, 1,800 rpm) atop the new concrete pad, including additional or new transfer switch(es) and wiring as needed. Renovate Three Buildings Page 2 of 4 delivered to the refuge maintenance area for storage until installation. Estimated to be delivered on 7/11/2022. The contractor will collect the generator and transport it to the installation

Special Instructions: For this project, vehicles transporting equipment to this building may access the installation site from the east side of the headquarters / office building only, and/or as directed by on-site refuge staff. Overhanging power lines occur within 50 ft (15.2 m) of the installation site. A propane tank is within 10 ft (3 m) of the installation platform. Exposed septic vents and thin concrete walkways occur. Work vehicles and equipment not being used for the active task may park in the main parking lot located on the south side of the building. On-site hazards may include overhanging trees, overhanging power lines, high voltage, wet grass/vegetation, venomous snakes, and other unknowns. No restrooms are available at this location.

Work date(s) and times will be coordinated between refuge site representative (SR), contractor, and Contracting Officer (CO).

Sibley Shop Office WO No. F2020334883 Asset No. 10017042

5. The existing power pole is too close to the shop office. The contractor shall coordinate with the local power authority (Southwest Mississippi Power Authority) and effect corrective action. This may include removal of existing pole and installation of new pole by the power authority or by the contractor as directed by the power authority. Complete action will support work item 2 to change electrical service at the shop office from overhead service to underground service. (WO No. F2020334883 Asset No. 10017042)

6. Contractor shall provide all materials and labor to remove the existing overhead power service entrance to the shop office. Install a new underground service to the shop office. Include trenching, locater tape, backfill and seeding of disturbed yard. This action may also require the removal of a section of concrete sidewalk. If existing sidewalk is disturbed, replace sidewalk in kind. The data (fiberoptic) and telephone services enter the building adjacent to the existing power service. The contractor shall exercise caution not to damage adjacent services and shall coordinate with the service providers to redirect service underground. (WO No. F2020334883 Asset No. 10017042)

7. Install hard-wired smoke detectors – 6 total. (WO No. F2020334883 Asset No. 10017042)

8. Remove existing wood siding and install new prefinished metal siding to match adjacent shop building. Remove electrical meter base, lights, data / phone panel and reinstall after siding installation is complete. Remove existing gable end vents and reinstall after siding installation.

Include pressure treated wood framing / blocking, prefinished metal trim / flashing required to reinstall all existing items. (WO No. F2020334883 Asset No. 10017042)

9. Remove existing windows and install new prefinished metal insulated, low-E, single hung windows. Provide new prefinished metal trim at the exterior opens. Trim shall match the new siding or existing adjacent stone veneer. Include pressure treated wood framing / blocking, prefinished metal trim / flashing required for installation. Include window screens provided by the window manufacturer with prefinished metal frames to match the window finish and with black fiberglass mesh screen material. Special Instructions: For work at this building, vehicles may park in gravel lot or as directed by on-site refuge staff and must not obstruct Pintail Lane or Wildlife Drive except as required to complete the work. No restrooms are available at this location. Contractor must provide portable chemical toilets for workers. Work date(s) and times will be coordinated between refuge site representative (SR), contractor, and Contracting Officer (CO).

10. Previous tenants removed 3 hard-wired smoke detectors and capped associated wiring at the original installation location. The contractor shall install 3 new hard-wired smoke detectors at the

Renovate Three Buildings Page 4 of 4 existing location. The contractor shall take actions necessary to assure proper operation of the hard-wired smoke detectors. (WO No. F2017292988 Asset No. 10053239)

11. The kitchen does not have a smoke detector. Install a new hard-wired smoke detector in the kitchen. (WO No. F2017292988 Asset No. 10053239)

12. The refuge reports that the eastern most garage door does not function. Repair eastern garage door. This may include service, repair or replacement of tracks, motorized opener, or other mechanisms. (WO No. F2017292988 Asset No. 10053239)

13. The exterior building is stucco over cmu. Clean the building exterior with mildew detergent and power washer. There are micro cracks on the southeastern side wall and the front wall. Install stucco finish coat to southeastern side wall and front wall to cover cracks. Prime and paint the exterior of the entire building including doors, garage doors, porch enclosures. Prime one coat and paint 2 coats. Paint and primer shall be selected for application to associated surfaces. Colors shall be selected by the SR from manufacturer’s standard color palette. 14. Paint all interior walls and ceilings with 2 coats of interior latex. Colors shall be selected by the SR from manufacturer’s standard color palette. (WO No. F2017292988 Asset No. 10053239)

Special Instructions: For work at this building, vehicles may park in driveway and/or as directed by on-site refuge staff. No restrooms are available at this location. Contractor must provide portable chemical toilets for workers. Work date(s) and times will be coordinated between refuge site representative (SR), contractor, and Contracting Officer (CO).
