The contractor will be responsible for safety, permitting, temporary facilities, waste removal and keeping the site clean during construction.

STATEMENT OF WORK

for

REPLACMENT OF FISHING PIERS

At The

Bogue Chitto National Wildlife Refuge South Atlantic-Gulf & Mississippi Basin Region

May 21, 2021

1. BACKGROUND

a. The U.S. Fish & Wildlife Service would like to request a proposal for the work described below to replace two wooden fishing piers and repair one located at the Jim Schmidt Boardwalk Trail on the Bogue Chitto National Wildlife Refuge.

2. GENERAL INFORMATION

a. The contractor shall supply all materials, labor, supplies, equipment, supervision, and any other incidentals to perform all operations required to complete the work in Mathews Brake National Wildlife Refuge.

b. The Project is located at Bogue Chitto Wilderness Trail , 70103 Interstate 59 Service Rd, Pearl River, LA 704526.

c. A site visit will be held at project location.

d. The site visit is not mandatory, but encouraged to verify all quantities and distances.

3. Work Description

a. Replace Two(2) Fishing Piers

i. Remove and dispose of two (2) 10’ x 21’ fishing piers.

ii. Drive timber piles.

iii. Place headers, stringers, decking like kind in same footprint using the provided information.

iv. Place railing with wire mesh hand railing, in lieu of existing railing.

v. Piles shall be 8” dia and embedded a minimum of 10’ below ground.

vi. Pressure treat all timber and lumber in accordance with the latest AWPA standard U1. Use category UC4C for timber piles and use category UC4A for all others. Use waterborne copper based solution or suspensions that do not contain arsenic and/or chromium compounds.

vii. Provide Southern Pine No. 1 or better.

viii. Furnish ADA compliant railing.

ix. Provide Type 304 or 316 stainless steel fasteners for all angles, nails, bolts, nuts and washers.

x. Provide square drive stainless steel deck screws.

xi. Provide stainless steel hangers and hurricane ties.

xii. Provide black vinyl-coated steel welded wire fabric.

b. Repair on Fishing Pier

i. Remove existing railing. Replace with wire mesh design.

Install required additional 2x12 joist.

ii. Pressure wash existing pier

iii. Treat pier with water sealant

Iv. Attachment-2 contains the drawings for the applicable work.

4. Period of Performance.

The period of performance is estimated at 180 calendar days from issuance of award.

5. Other Conditions.

c. The surrounding area will be used and maintained by refuge personnel and volunteers. Care should be taken to coordinate all construction activities with the Refuge personnel.

d. The contractor shall have the ultimate responsibility for safety on the project site at all times.

e. Ensure that all onsite activates, equipment, and facilities constructed by the contractor, subcontractor, or supplier conform fully to the standards of the Department of Labor, Occupational Safety and Health Administration (OSHA) 29 CFR 1926 and 1910; and DOI and FWS polices.

f. Before work begins, the contractor shall coordinate with local utility companies to locate and protect all utilities traversing the Project.

g. Maintain in operating condition all active utilities service other facilities. Repair any damage to active utilities servicing remaining facilities. All work will be in accordance with local, state and national building codes and local regulations governing the utility concerned.

h.Furnish all temporary facilities and utilities as needed including heat, light, power, telephone, sanitary facilities, job offices, material handling equipment, temporary construction aides, and storage enclosures; except if suitable water is present at the site, it may be used for construction purposed at no cost if it does not adversely impact the operations of the station. The contractor is responsible for all temporary connections and disconnections.

i. The contractor shall install and maintain barricades and warning devices as necessary to safeguard the public, workers, and government personnel.

j. All construction debris and/or demolished materials will become the contractor’s property and shall be removed from the site and disposed of in a legal manner.

l. Construction grounds shall be kept clean and organized throughout duration of construction. Daily trash pickup will be required, as adjacent sites will be continually in service.

m. Government buildings and other facilities are not available for storage of contractor’s materials, equipment, and tools except for designated staging areas. Government owned equipment is not available for contractor’s use to accomplish any Work.
