STATEMENT OF WORK OF CONSTRUCTION SERVICES
For Paving of Visitor Center Parking Lot & Driveway
At Red River National Wildlife Refuge Bossier City, Louisiana
April 12, 2021 W.O. No. F2016277189 & F2020338699
A. DESCRIPTION OF THE WORK consists of construction of a project to include grading, stabilization and paving.
B. Contractor will be required to obtain all necessary federal, state or local permits for the construction activity.
1.2 PROJECT CONTACTS, LOCATIONS AND SITE ACCESS
A. The work site is located on Refuge lands as shown on attached Exhibit No.
1 and is accessible from the Arthur Ray Teague Parkway. The site can be reached via paved road.
1.3 QUALITY ASSURANCE
A. Construction activities shall be supervised at all times by a competent superintendent who is deemed acceptable to the Government; authorized to act on the contractor’s behalf; and be present on the job site at all times when contract work is being performed (FAR Clause 52.236-6).
B. Contractor shall be responsible for preparing and implementing Quality
Control and Safety Plans for the work activity.
C. CONSTRUCTION
A. Refer to Paragraphs 1.5 – 1.13 and APPENDIX 1, Supplemental General Technical Specifications Applicable to Construction Projects.
B. Refer to the Louisiana Department of Transportation and Development (LDOTD)
Standard Specifications for Roads and Bridges, 2016 Ed.
C. Refer to the Manual On Urban Traffic Control Devices for Streets and Highways, 2009 Edition with Revision Numbers 1 and 2 dated May, 2012 (MUTCD).
D. Refer to American Society of Testing and Materials (ASTM).
1.4 GOVERNMENT FURNISHED MATERIALS AND SERVICES
A. The Government will not provide labor, equipment, materials, utilities, or security.
B. The Government will make site visits for observation of construction progress.
C. The Government has the option of providing materials, supplies and other services to the contractor as may be identified in the task order.
1.6 MATERIAL AND PRODUCT SUBMITTALS
A. In accordance with APPENDIX 1, Supplemental General Technical
Specifications Applicable to Construction Projects, Section 013000, Submittals, transmit for review the following information for materials and products to be installed as called for in this Statement of Work for Construction Services:
(i) Tack coat
(ii) Coarse aggregate for asphaltic concrete
(iii) Fine aggregate for asphaltic concrete
(iv) Asphalt binder
(v) Asphaltic concrete mix design
1.7 LAYOUT WORK
A. The contractor is responsible for laying out the work as called for by this Statement of Work.
1.8 WORKING CONDITION
A. The Contractor, during the construction period may leave his rollers, paver, and other essential equipment on the driveway or parking lot. No equipment shall enter or be parked, or materials stored, on the paved trail. Do not park equipment or store materials on finished surfaces ready for application of asphaltic concrete paving materials.
B. The Contractor shall be responsible for damages to Refuge property including trees, pavement, vegetative groundcover, sidewalks, wheel stops or signs.
C. The Contractor shall not prime or resurface over any mud, dirt, paper, displaced rock, or debris. All accumulations shall be removed by the Contractor at his expense.
D. No asphalt shall be placed in the rain or when the temperature is below 60ºF.
E. Unmanned aerial systems, including drones and similar technology, are not permitted for use per
Department of the Interior Secretarial Order No. 3379.
1.9 PREPARATORY WORK FOR AREAS TO BE PAVED
A. The edge of the new pavement is shown by a solid line on the attached Exhibit No. 2.
B. Buried utilities have not been located by the Government. Contractor shall have buried utilities located prior to beginning grading and shall protect all buried utilities.
C. All surfaces to be paved shall be restored to a condition ready to receive asphaltic concrete paving materials.
D. Remove and stockpile for reuse all concrete wheel stops and metal pins. Examine each wheel stop for damage prior to moving and place damaged stops in a separate pile. Advise Contracting Officer of the condition of each stop identified as damaged. Contractor shall assume ownership of all undamaged stops.
E. Excavate 4” of existing aggregate surface course materials from the surface of the areas to be paved. Load, transport, unload and shape materials in the designated Refuge stockpile area.
Dispose of any unwanted debris off Refuge property in a legal manner.
1. On the driveway from the end of the existing paved apron to the edge of the paved trail. Then provide a 15’ long transition section to the following driveway new pavement.
2. On the driveway bounded by the beam curb and concrete paved handicap parking spaces.
Provide 15’ long transition sections on each end of the driveway to the adjacent new pavement
F. Fill over-excavated aggregate with material conforming to the attached Exhibit No. 3.
G. Remove asphaltic concrete pavement from the portion of the paved trail crossing the driveway. Sawcut the trail’s pavement and dispose of materials off Refuge in a legal manner.
The USFWSencourages paving materials to be recycled to the extent possible.
F. Excavate aggregate materials located next to curbing and the edge of the existing paved apron by hand to avoid damaging facilities to remain.
G. Furnish, transport and install aggregate surface course with material conforming to the attached Exhibit No. 2 to the elevations and grades as shown on Exhibit No. 4. For the driveway, furnish, transport and install aggregate surface course with material conforming to the attached Exhibit No.
3. Shape and smooth the driveway aggregate to present a finished condition commensurate with the driveway prior to disturbance.
H. Compact any areas requiring placement of new aggregate with appropriate compaction equipment.
The surface shall be wetted as necessary. Compact until a tight, uniform surface is attained.
1.10 PRIME COAT
A. Prime coat is not required.
1.11 ASPHALT TACK COAT
A. All surfaces requiring a tack coat shall be treated with a tack coat of SS-1 in accordance with LDOTD Specification Section 504. Approximate rate of application shall be 0.1 gallon per square yard. After placing tack coat, wait at least 15 minutes prior to the placing of new asphaltic concrete paving. This includes placing tack coat on one layer of asphaltic concrete prior to placing a subsequent layer. The tack coat shall cover all surfaces.
B. Do not spray tack coat during windy conditions that may cause drops of liquid to enter adjacent watercourses or lakes.
C. Do not install tack coat on any surface that will not be overlaid by the end of the current day’s work.
D. Protect existing facilities such as curbs, sidewalks, signs, etc. from tack coat spray. If tack coat does attach to such facilities, remove tack coat and clean facility.
1.11 ASPHALTIC CONCRETE COURSES
A. Binder Course:
1. Furnish, transport, and install asphaltic concrete binder course in accordance with LDOTD Specification Section 502. Binder course shall be in accordance with Table 505-2, Level 1. The mix shall be laid with a self-propelled spreader. Rollers shall be equipped with sprinkling systems in good operating condition.
B. Wearing Course:
1. Furnish, transport, and install asphaltic concrete wearing course in accordance with LDOTD Specification Section 502. Wearing course shall be in accordance with Table 505-2, Level 1. The mix shall be laid with a self-propelled spreader. Rollers shall be equipped with sprinkling systems in good operating condition.
C. Prepare and submit a mix design for all hot-mix asphaltic concrete courses to the Contracting
Officer for review.
D. Engage a qualified testing agency licensed in the State of Alabama to acquire samples, perform tests and make measurements. All cores shall be at least four inches (4”) in diameter and the core holes will be patched by the Contractor within seventy-two (72) hours.
E. In-place compacted thickness of hot-mix asphaltic concrete courses shall be verified to be within tolerances herein specified.
1. Binder Course: Plus or minus 3/8 inch.
2. Wearing Course: Plus 1/4 inch, no minus.
F. In-place density of hot-mix asphalt courses:
1. Testing agency shall take samples of uncompacted asphalt mixtures and compacted pavement according to ASTM D979.
2. Reference maximum theoretical density will be determined by averaging results from four samples of paving mixture delivered to the site, prepared according to ASTM D 2041, and compacted according to job mix specifications.
3. In-place density of compacted pavement will be determined by testing core samples according to ASTM D 1188 or ASTM D 2726.
a. One core sample shall be taken from the driveway, one from the visitor parking area and one from the building side parking area.
b. Field density of in-place compacted pavement may also be determined by the nuclear method according to ASTM D 2950 and correlated to ASTM D 1188 or
ASTM D 2726.
c. Do not mix test methods. Test all cores according to the same method.
4. The pavement courses shall have a density equal to or greater than ninety-six (96) percent of Maximum Density.
1.12 PAVEMENT MARKINGS AND WHEEL STOPS
A. Pavement Markings:
1. Contractor shall prepare a pavement marking plan for the driveway and parking lot and submit it to the Contracting Officer in sufficient time for review and comment. The plan shall meet requirements of the MUTCD.
2. Paint for pavement markings shall conform to LDOTD Specification Section 1015.12.1, Water Borne Traffic Paint.
3. Installation of traffic markings shall conform to LDOTD Specification Section 737, Painted Traffic Striping.
4There shall be a solid centerline along the entry driveway to separate opposing lanes of traffic at a minimum.
B. Wheel Stops:
1. Contractor shall place wheel stops stockpiled for reuse in the parking stalls on the pavement.
Anchor stops using the metal pins stockpiled with the stops.
SECTION 02546 - AGGREGATE SURFACE COURSE
PART 1 - GENERAL
1.1 DESCRIPTION.
1. This work consists of constructing an aggregate surface course for roadway, shoulders, parking areas, walkways or driveway entrances in accordance with these specifications, and in reasonably close conformity with the lines, grades, thicknesses and typical sections shown on the plans or established by the engineer.
PART 2 - PRODUCTS
2.1 MATERIALS.
1. Aggregate surface course shall be crushed stone or crusher fines as designated on drawings.
2. Materials shall conform to the following:
1. Crushed Stone. Crushed stone shall consist of fragments of hard, durable particles of stone showing an abrasion loss of not more than 40 percent, containing not more than 5 percent soft, friable material, and shall be free from an excess of flat or elongated pieces. When tested by DOTD Designation: TR 113 the material shall meet the following gradation requirements:

2. Crusher Fines. Crusher fines shall consist of fines from granite or other suitable hardstone according to the following gradation requirements.

2.2 EQUIPMENT.
1. Equipment necessary to produce a finished product which meets specification requirements shall be furnished and maintained by the contractor.
APPENDIX 1
SUPPLEMENTAL GENERAL TECHNICAL SPECIFICATIONS
APPLICABLE TO CONSTRUCTION PROJECTS
SECTION 011000 - SUMMARY OF WORK
1.1 LOCATION AND INSPECTION OF WORK SITE
A. Site of Work will be described in each Task Order.
1.2 APPLICABLE CODES, STANDARDS AND SPECIFICATIONS
A. All work shall comply with codes and standards applicable to each task order, type of work, and as listed in individual Sections. Unless otherwise specified, work will be in accordance with International Building, Plumbing, Mechanical and Gas Codes, National Electric Code, National Fire Code, American with Disability Act and Architectural Barriers Act accessibility guidelines.
1. Where a conflict occurs between reference documents and the project specifications, the project specifications govern.
2. Where a conflict occurs between reference documents, the document containing the most stringent requirements governs.
3. Where reference documents are not specified by the date, the current document published as of the date set for receipt of proposals applies.
4. Materials, applications and tests specified by reference to published standards of a society, association, code or other published standard are included in the Specifications as if written in their entirety.
B. Federal Specifications
1. Except as provided otherwise by these Specifications or their accompanying Drawings, the Standard Federal Specifications given in the Technical Specifications shall govern in all cases where reference to Standard Federal Specifications is made.
2. The Contractor shall take special care to refer to the Standard Federal specifications and to all modifications thereof in requests for quotations, in orders, and in subcontracts.
3. Refer to Section L.3 for information on how to obtain copies of the
Federal Specifications.
1.3 ENGINEERING SERVICES
All lines and grade work not presently established at the site shall be laid out by the contractor in accordance with the drawings and specifications.
The contractor shall maintain all established lines, boundaries and benchmarks and replace as directed which are destroyed or disturbed.
1.4 MEANS AND METHODS
A. Means and methods of construction are solely the responsibility of the Contractor and shall be such as the Contractor or his subcontractors may choose; subject, however, to the Contracting Officer's right to reject means and methods proposed which, in his opinion:
1. Constitute a hazard to the work, persons or property.
2. Will not produce finished work in accordance with terms of the Contract.
3. Are contrary to specified means or methods included in the Contract.
B. The right to reject means and methods of Contractor or subcontractor shall not be construed or interpreted as acceptance of control of means and methods by the Contracting Officer.
C. The Contracting Officer's approval or failure to exercise right to reject means and methods will not relieve the Contractor of his obligation to complete the work required by the Contract.
SECTION 013000 - SUBMITTALS
1.1 SUBMITTALS
A. Submittals as required in individual task orders shall be submitted tothe Contracting Officer by the contractor.
B. No item requiring approval shall be installed without prior approval by the
Contracting Officer Technical Representative (COTR).
C. Use of unspecified or unapproved materials or equipment will notbe permitted.
D. When submitting substitute materials or equipment, the contractor shall clearly define any deviations from the specified item. It is the responsibility of the Contractor to prove that the submitted item meets all requirements of the contract.
E. All shop drawings shall indicate how the submitted item builds into or is attached to the adjacent construction. All modifications to details shown on the contract drawings shall be approved prior to installation of the submitted item.
1.2 RECORD DRAWINGS
A. Refer to Section 01700, Project Closeout.

SECTION 014000 - QUALITY CONTROL AND SAFETY
1.1 QUALITY CONTROL
A. Contractor is responsible for coordination, quality control and inspection of its own work, work performed by its subcontractors and their sub-subcontractors. Provide the services of an independent, accredited, construction materials testing laboratory for all tests required by the specifications.
B. Implement an appropriate Quality Control Plan to ensure the overall quality and accuracy of the construction, finish and performance. The contractor shall report problems or deficiencies to the Contracting Officer.
C. Perform all construction activities efficiently with the requisite expertise, skill, competence and good workmanship to satisfy the requirements of the specifications.
Exercise complete and exclusive control over the means, methods, sequences, and techniques of construction.
D Utilize subcontractors who are duly licensed and qualified to perform the work consistent with the Contract Documents. Government may reasonably object to any subcontractor.
E. Provide supervision, labor, materials, equipment, utilities, inspection, testing, start-up, other facilities and services necessary for proper execution and completion of the Work.
F. Maintain at least one competent supervisor capable of reading, writing, and conversing fluently in the English language on the project site during working hours.
1.2 TESTS BY INDEPENDENT TESTING LABORATORY
A. If required, an independent testing laboratory shall be selected by the Contractor.
All costs and fees associated with the independent laboratory and testing services are the responsibility of the contractor.
B. Contractor shall:
1. Make available to testing laboratory, at no cost, all materials to betested.
2. Provide labor necessary to supply samples and assist in making tests.
3. Advise laboratory of the identity of material sources and instruct suppliers to allow inspection by the laboratory.
C. Submit five copies of each written report promptly, covering each inspectionand test.
D. Tests shall be conducted in accordance with the requirements of the specifications designated or, where not specified, the latest standards of American Society for Testing and Materials. Laboratory shall be certified to perform work in the state where project is located.
E. Refer to individual Task Orders and Sections for the independenttesting laboratory services and tests that are required.
F. After the initial tests have been performed, if either materials or workmanship, or both, do not comply with the applicable specifications, the Contractor shall pay for all additional testing that may be required as necessary to insure compliance.
1.3 PROJECT SAFETY
A. The contractor has complete responsibility for safety on the project site, throughout all times to final acceptance, to include contractor’s own workers, subcontractors and their sub-subcontractors.
B. Contractor shall ensure that all onsite activities, equipment, and facilities constructed or used by the contractor, subcontractor, or supplier conform fully to the standards of the Department of Labor, Occupational Safety and Health Administration (OSHA). In addition, the contractor shall adhere to all current state and local safety requirements. In the event where any safety standard referenced conflicts with another, the more stringent requirement shall govern.
C. The contractor shall implement an appropriate Safety and Health Plan that provides adequate policies, procedures and practices to protect employees from health- work hazards and the general public from injury or harm.
SECTION 015000 - CONSTRUCTION FACILITIES, TEMPORARY CONTROLS
1.1 WEATHER PROTECTION AND FACILITIES
A. Provide necessary protection against weather to maintain all materials, apparatus, fixtures, and work free from damage whether in shipment, in storage, or in place.
B. Station buildings and other facilities are not available for storage of contractor’s materials, equipment, and tools unless pre-approved by the station manager and Contracting Officer. Campsites and housing for workers are not available on site.
1.2 UTILITIES
A. Active and Inactive Utilities: Before work begins, the contractor shall coordinate with local utility companies to locate and protect all utilities traversing the project site.
B. The contractor shall provide all temporary utilities required for the work during the entire construction period. He shall make all arrangements, and pay all fees required by the Utility Companies. Temporary utilities shall include, but not necessarily be limited to:
1. Water Service: Install water service and distribution piping of sizes and pressures adequate for construction until permanent water service is constructed.
2. Electrical power service: Provide weatherproof, grounded electrical power service and distribution system of sufficient size, capacity, and power characteristics installed in accordance with the National Electrical Code and the requirements of the local power company. Temporary service shall be of sufficient capacity to run all electrical systems and equipment required by the project until permanent service is installed.
3. Telephones: Provide temporary telephone or other effective communication service for personnel engaged in construction.
1.3 SANITARY FACILITIES AND DRINKING WATER
A. Toilets: If required, install self contained single-occupant toilet units of the chemical, aerated recirculation, or combustion type, properly vented and fully enclosed with a glass fiber reinforced polyester shell or similar nonabsorbent material. Maintain toilet units on a regular basis to provide sanitary conditions.
B. Provide potable drinking water in tap dispenser type containers with paper cup supply or bottle water for workers.
1.4 CONSTRUCTION SITE ACCESS
A. Contractor shall sign and control access to construction area with appropriate barriers, fences, warning devices or other acceptable means to protect refuge personnel, visitors and the public from harm. Where project work affects public roads, provide signage and or flagmen in accordance with the current edition of the Manual on Uniform Traffic Control Devices (MUTCD) as published by the U.S. Department of Transportation, Federal Highway Administration.
SECTION 016000 - MATERIALS AND EQUIPMENT
1.1 MATERIALS
A. Unless indicated otherwise, all materials, equipment and other items incorporated into the work of this project must be new and unused. Materials and workmanship shall meet the requirements stated under each Section.
B To assure ready availability, all materials, equipment and related components must be obtained from sources which maintain a regular, domestic stock.
C. All materials unless otherwise specified or approved shall be asbestos-free. The contractor shall provide documentation certifying that all materials used in the construction or replacement are asbestos-free.
1.2 INSTALLATION OF MANUFACTURED PRODUCTS AND EQUIPMENT
A. The installation of manufactured products and equipment together with all associated parts, in design, materials, and workmanship shall be in strict conformance with the manufacturer's recommendations, if sospecified.
B. All installations shall be completed and ready for use.
C. Similar items shall be of the same design and manufacture.
1.1 "AS BUILT" RECORD DRAWINGS
A. Maintain one print set of working drawings and specifications on the project site while work is in progress. Accurately record the final as- constructed work and utilities in red and submit one copy each to the Contracting Officer and station manager at the end of construction. Record any changes to the construction documents and include locations, descriptions and sizes of all underground items and utilities.
