PURCHASE DESCRIPTION

For

ABRASIVE WATERJET CUTTING CENTER

1.0 SCOPE

1.1 Scope: The following establishes the minimum requirements for the purchase of a hydraulic shear machine with equipment and accessories specified herein.

2.0 APPLICABLE DOCUMENTS

ELECTRONIC INDUSTRIES ALLIANCE (EIA) STANDARD

EIA TIA/EIA-232-F – Interface between Data Terminal Equipment and Data Circuit-Terminating Equipment Employing Serial Binary Data Interchange, 1997 or most recent edition.

AMERICAN NATIONAL STANDARD INSTITUTE

ANSI/NEMA MG-1 - National Standards for Motors and Generators, 1998 or most recent edition

ANSI/NFPA/JIC T2.24.1 - Hydraulic Fluid Power-Systems Standard for Stationary Industrial Machinery, 1991 or most recent edition.

2.2 Order of Precedence: In the event of a conflict between the text of this specification and the reference cited herein, the text of this specification takes precedence. Nothing in this document, however, supersedes applicable laws and regulations unless a specific exception has been obtained.

3.0 REQUIREMENTS

3.1 General: The hydraulic shear shall be new (not a prototype) and one of the manufacturer’s standard current production models capable of operations in accordance with the requirements herein. The machine shall be complete, so that when connected to the utilities identified herein, it can be used for any function for which it is designed and constructed.

3.1.1 Measuring/Indicating Devices: All measuring and indicating devices such as dial indicators, pressure gages, temperature indicators, depth stops, and other similar devices used on the machine shall be graduated in dual, inch-pound units. Marking on all measuring and indicating devices shall be permanently and legibly engraved or etched on a non-glare background. All dials and other type indicating devices shall be securely mounted in place. Such devices shall be located so as to allow reading from the operator’s normal workstation.

3.1.2 Safety and Health: Covers, guards, and other safety devices shall be provided for all parts of the machine that present safety hazards. The safety devices shall not interfere with the operation of the machine. The safety devices shall prevent unintentional contact with the guarded part and shall be removable to facilitate inspection, maintenance, and repair of the parts. All machine parts, components, mechanisms, and assemblies furnished on the machine shall comply with all of the requirements of 29 CFR 1910.

3.1.3 Prohibited Materials: Asbestos, mercury, lithium or polychlorinated biphenyl (PCB) shall not be used in any part or component of the system.

3.1.4 Environmental Protection: The machine shall be so designed and constructed that under the operating, service, transportation and storage conditions described herein, the machine shall not emit materials hazardous to the ecological system as prescribed by federal, state, or local statutes in effect at location of installation.

3.1.5 Nameplate: A corrosion resistant metal nameplate identifying the machine shall be securely attached to the machine. The nameplate shall contain the following information:

3.2 Construction: The hydraulic shear machine shall be constructed of parts which are new, without defects, and free of repairs. The machine structure shall be capable of withstanding all forces encountered during operation of the machine at its maximum rating and capacity without distortion. Processes such as welding, plugging, or filling with solder or paste shall not be used for reclaiming any defective part(s). All screws, pins, bolts, and other fasteners shall be installed in a manner as to prevent change of tightness. The machine shall be manufactured, tested and shipped as a complete unit from the manufacturers’ location within the USA.

3.2.1 Castings/Forgings: All castings/forgings shall be free from defects, scale, or mismatching. Processes such as welding, peening, plugging, or filling with solders or paste shall not be used on casting or forgings for reclaiming any parts of the machine.

3.2.2 Surfaces: All surfaces of castings, forgings, molded parts, stampings and welded parts shall be clean and free from sand, dirt, fins, sprues, flux, and other harmful or extraneous materials. External surfaces shall be smooth, and all edges shall be either rounded or beveled unless sharpness is required to perform a function.

3.2.3 Interchangeability: All replaceable parts shall be manufactured to definite standards, tolerances and clearances in order that any such parts of a particular type or model can be replaced or adjusted without modification of the equipment.

3.2.4 Maintainability: The machine shall be designed and constructed to permit effective maintenance. The machine shall be equipped with access covers (if applicable) to facilitate inspection, cleaning, and repair of parts. There must be a repair service technician located within 20 miles of the shears location.

3.3 Components: The hydraulic shear machine shall consist of, but not limited to, the following described principle components, attachments, and accessories necessary to meet the operational and performance requirements specified herein.

3.3.1 Table: The machine table must be 10 foot long and have ball transfers to accommodate large material being moved on the table surface.

3.3.2 Rake Angle: The rake angle must be fixed and 5/16” per foot.

3.3.3 Blade: The blades must be made from high-carbon, high-chrome steel and is 4-sided.

3.3.4. Main Motor: The main motor must be 30 H.P.

3.3.5 Hold Downs: The hold down strength must be 16 Tons per hold down and there must be at least 16 hold downs in total.

3.3.6 Quick blade clearance adjustment: The shear must have a quick blade clearance adjustment to accommodate various thicknesses of metal up to 3/8” thick steel.

3.3.7 Automatic swing-up backstop: The shear must have an automatic swing-up backstop that activates at 36”.

3.3.8 Oil cooler: The shear must have an automatic oil cooler.

3.3.9 Tensile strength: The tensile strength of the shear must be 80,000 PSI

3.3.10 Squaring Arm: must have a 4 foot squaring arm with steel rule with 1/16” and 1mm increments

3.3.11 Thickness Capacity in Steel: 3/8”

3.3.12 Strokes Per Minute (Full Stroke)- Cycles per Minute: 21

3.3.13 Strokes per Minute (Short Stroke)- Cycles per Minute: 44

3.3.14 Strokes Per Minute (Full Stroke)- Optional High Speed: 29

3.3.15 Strokes per Minute (Short Stroke)- Optional High Speed: 50

3.3.16 Machine Width: 148”

3.3.17 Machine Depth: 87”

3.3.18 Machine Height: 88”

3.3.19 Color: Machine Gray

3.3.20 Electrical System: The machine shall be designed to operate on 440 volt , 3 phase, 60-hertz power source.

4.0 Training: On-site training must be provided during machine installation. .

4.1 Warranty: The machine shall have a minimum one year parts and one year labor warranty.

5.0 TECHNICAL DATA

5.1 Documentation: All documentation, i.e. operation manuals, maintenance manuals, programming manuals, student training materials, drawings, vendor literature, laminated note cards, metal name and service plates, service bulletins, upgrade bulletins, and all associated charts/graphs, shall be written in the English language and grammatically correct.

RESPONSIBILITIES

Contractor Responsibility

a. Disconnect power from existing shear (Wysong model 1238).

b. Remove existing shear (Wysong model 1238) from facility and dispose of shear (Wysong model 1238).

c. Provide estimated time of arrival of machine to the facility.

d. Provide rigging to remove new shear from the shipping trailer and rough level install new shear.

e. Connect power to new shear.

f. Perform a final level and calibrate machine.

g. Train personnel how to operate and maintain new shear.

Purchaser Responsibility

a. Provide between 1 and 3 personnel for training.
