Statement of Work Zeiss Axio MicroScope Service Contract

Background:

The National Institutes of Health (NIH) is the nation’s leading medical research agency and the primary Federal agency conducting and supporting medical discoveries that improve people’s health and save lives. The National Human Genome Research Institute (NHGRI), The Cytogenetics and Microscopy Core’s mission is to provide NHGRI investigators access to imaging and cytogenetics resources that support and extend their abilities to discover the causes of disease and the mechanisms of normal development and physiology. The Core performs fluorescence in situ hybridization (FISH) mapping of DNA clones, facilitating the visualization of defined nucleic acid sequences at the cellular and subcellular levels. Services include standard FISH mapping on high-resolution banded metaphase chromosomes (using G-banding or DAPI-banding);

analyses of clones containing human, mouse, and other species’ DNA; and high-resolution mapping of clones on extended chromatin structures.

NHGRI uses all three Microscopes throughout the institute and there is an important need to ensure this equipment is operational at all times. The Service Agreements allows for quick repair if needed and regular maintenance work to ensure continued use of the equipment. A Service Contract is required to reduce downtime and allow users access to new software upgrades. Carl Zeiss Microscopy is the manufacturer of the Microscope and only a licensed Carl Zeiss Engineer or Technician can service the instruments. No other source or service is acceptable.

Purpose:

The purpose of this procurement is to procure a service contract for microscope systems in the Core are very sophisticated pieces of equipment that enables investigators to make observations that cannot be made by conventional fluorescence microscopy (i.e.

transfection efficiencies; IHC & IF; SKY; FISH). It is very important to maximize the use of these expensive piece of equipment as the number of investigators who use them have increased steadily. In addition to the increase in users, the microscopes are being used for more sophisticated types of experiments. SKY experiments use a Spectra-cube camera unmixing 5 different fluorochromes to produce 23 unique color combinations used in SKY experiments. Transfections using 6, 12, 24 or 96 well plates can now be viewed using the Zeiss Observer scope. Color and B&W cameras are included in the service contract and greatly help users imaging IHC samples.

Contractor Requirements:

Coverage: On-site preventative maintenance will be provided once per year as per the contractor’s service contract. The contractor will arrange the preventative maintenance visit giving at least one month’s notice. The service contract covers labor, travel expenses, and parts.

Exclusions: Service does not include replacement of equipment from normal wear and tear or consumable items.

Software Support: Software upgrades will be provided for purchased applications covered in the service contract at no additional charge. Technical Support: Unlimited telephone support will be provided M-F between 8am – 5pm.

Replacement Parts: All parts will be provided by contractor the manufacturer of equipment.

Period of Performance:

Base Year: September 11, 2022 to September 10, 2023 Option Year 1: September 11, 2023 to September 10, 2024 Option Year 2: September 11, 2024 to September 10, 2025 Option Year 3: September 11, 2025 to September 10, 2026 Option Year 4: September 11, 2026 to September 10, 2027

Government Responsibilities:

• The Government shall keep at all times the microscope system in the environmental conditions recommended by the contractor, which is the manufacturer. Also, protect the Instrument and associated Hardware from all adverse elements, such as dirt, dust and liquids of any kind.

• The Government shall use the microscope system only in accordance with such instructions and recommendations relating to the care and operation of the microscope as may be issued by the contractor.

• The Government shall not allow any person other than the contractor’s representatives to maintain, repair or replace any parts of the microscope system.

Program Management and Control Requirements: Not Applicable

Reporting Requirements and Deliverables:

• The Contractor will provide a summary report of their action after a repair and/or preventive maintenance inspection.

Inspection and Acceptance Requirements:

• The Government accepts the job performed by the contractor. If it is a repair, equipment needs to demonstrate continuous performance.

See Facility Access Table Below:

Appendix A: Facility Access Procedures Table

Contractor Facility Access Procedures Onsite contractor personnel The Contractor shall handle all logistics of complying with NIH facility access requirements.

Responsibility remains with the Contractor for compliance of their personnel and appropriately ties that compliance to contract performance (typically these contractor personnel will have PIV cards). See NIH Facility Access Plan for Contractors.

Transient Visitors (delivery drivers, couriers, U.S. Postal Service personnel, Federal Express personnel, United Parcel Service personnel, and other visitors accessing a federal facility for less than approximately 15 minutes and who interact with very few people.

Not required to follow visitor procedures or provide certification of their compliance to the CO/COR/Purchase Agent as a condition of entry, even when the local COVID-19 Community Level in the county where the Federal facility is located is MEDIUM or HIGH. They should be required to follow required safety protocols consistent with their vaccination status while accessing the facility.

Short Duration contractor personnel accessing Federal owned buildings and NIH leased facilities with visitor access control (services that are longer than transient as defined above.

These are generally services that do not require issuance of an NIH badge or PIV card)

Short duration contractor personnel (non-transient services) will be treated as visitors for Federal Owned buildings and some NIH leased facilities.

Visitors will attest to vaccination or show proof of negative testing within the previous 72 hours when they are processed through NIH campus visitor entrances and should follow required workplace safety protocols consistent with their vaccination status while accessing a federal facility.

Short Duration contractor personnel accessing Federal leased buildings without facility access control (services that are longer than transient as defined above. These are generally services that do not require issuance of an NIH badge or PIV card)

Short duration contractor personnel (non-transient services) for Federal leased buildings without visitor access control shall certify the compliance of their contractor personnel to their COR and CO, Buyer, or Purchase Card Holder. Unlike at NIH owned facilities, security guards in NIH leased facilities will not be processing NIH visitors at the building entrances.
