About this file
This Requirements / Specification Document details a procurement request for a QNet Vector Network Analyzer by the National Institute of Standards and Technology (NIST), specifically for the Communications Technology Laboratory's Radio Frequency Technology Division. The equipment is critical for measuring microwave-optical transducer devices being developed at NIST and in collaboration with the University of Colorado and Joint Institute for Laboratory Astrophysics (CU-JILA).
The network analyzer must have specific technical specifications, including an operating frequency range of 100 kHz to 10 GHz, a dynamic measurement range greater than 95 dB, a minimum sweep time of 1 millisecond at 500 kHz, at least 2 input/output ports, and a bench top or rack mount configuration with integral display and front panel controls. The procurement will be shipped to NIST-Boulder at 325 Broadway, Boulder, CO 80305, with an acceptance period of 15 business days to conduct performance tests. The document indicates that the base manufacturer warranty is acceptable, and no specific training, maintenance, or calibration requirements are specified.

Requirements / Specification Document
TITLE: QNet Vector Network Analyzer
Requesting Laboratory / Division / Group:
Communications Technology Laboratory Radio Frequency Technology Division Highspeed Measurements Group
General Statement of Need:
The product to be procured is a vector network analyzer with frequency coverage from 100 kHz up to at least 10 GHz. This equipment is essential for the operation and measurement of microwave-optical transducer devices being developed at NIST and by collaborators at the University of Colorado and Joint Institute for Laboratory Astrophysics (CU-JILA). As part of the quantum networking project within the Communications Technology Laboratory (CTL), these transducer devices will be installed at NIST, with the purchased network analyzer acting as the key piece of test and measurement equipment for determining the microwave capabilities of these devices. Transducer devices require resonant superconducting circuits to enhance the required non-linear interactions and due to fabrication constraints in making these circuits there is inherent uncertainty in the exact resonant frequency and quality factor of any individual resonator. The proposed vector network analyzer is the key experimental component needed to find each resonance in frequency space and evaluate the circuit performance to subsequently measure these transduction devices.
The critical technical requirements for this equipment are the operating frequency range and the dynamic measurement range. Given that circuit resonance frequencies occur across a broad range, the network analyzer must be able to make measurements between 100 kHz and 10 GHz. In addition, since measurements are often taken in a cryogenic environment requiring heavy attenuation, a dynamic range of greater than 95 dB in power is required to be able to detect very small signals among very large input spectra. Additional required features include quick sweep time and the ability to set the IF bandwidth for both high- and low-resolution measurements. Another requirement is the ability to control and program this equipment with common software languages so that it can be integrated into a broader experiment. A bench top or rack mount configuration with integral display and front panel control is required to make quick hands-on measurements.
