Statement of Work (SOW) for Building 1, Room 102

Eglin AFB, FL

1.0 Purpose: The purpose of this purchase is to replace the outdated access control system at the entrance of the AFLCMC/EB2 office area, Room 102, located on the 1st floor of Building 1 and add access controls to 3 internal offices.

2.0 Scope or Mission: The vendor will update the current access control system to an APL-approved system. The vendor will install a system controller and computer software as well as install three additional HID PIV class card readers and all associated cabling to provide the additional level of security required to support future planned activities in this respective space.

Any needed power supplies and/or batteries will be provided by the vendor. Vendor will test all installed components for functionality and government acceptance. Vendor will provide training on use of the system.

3.0 Period of Performance: The work will be performed in an office environment located in Building 1, Room 102 on the 1st floor. The work is to begin within 14 days of contract award and should be completed within 30 days of start date. Upon completion of work, readers should be fully functional.

4.0 Background: AFLCMC/EB2 requires additional security enhancement of this space to support expanded operational capabilities including ability to support the use of CAC cards as the primary credential. The expedited installation of the card readers will enable this mission requirement to be met.

5.0 Description of Requirement: The vendor will install a stand-alone APL-approved Access Control System (ACS), test the complete system to ensure all door strikes, and card readers are functional. Card readers should respond when input with the authorized credential. The door should remain secured if incorrect/erroneous credentials are input into the reader. System should provide history reporting.

Specific tasks:

1. Install (1) Lenel access control enclosure including (1) LNL- 2220 intelligent controller, (2) LNL-1320 dual reader controllers, (1) controller power supply, (1) lock power supply, and (4) 12VDC 7AH back up batteries within room 102B.

2. Replace the existing Indala keypad reader on the exterior mantrap entry door with a HID PIV Class, CAC-capable, keypad reader.

3. Replace the existing Indala proximity only reader on the interior mantrap entry door with a HID PIV Class, CAC-capable, proximity reader.

4. Install (1) HID PIV Class card reader on the unsecured side of each of the following doors including (1) L65U electrified cylindrical strike and all required cabling back to the controller within room 102B:

5. Reroute the existing mantrap reader and strike cabling to the new Lenel enclosure in room 102B.

6. Install the Lenel software onto the provided Government workstation including all required 32ES licensing.

7. Program the Lenel software to accept the new controllers, door configurations, and both 26 bit as well as CAC format.

8. Test full system function.

9. Provide up to two (2) hours of system administration training for the resident staff.

10. Provide system configuration and testing documentation.

5.1 Execution & Delivery for Project Tasks:

Vendor will work with the AFLCMC/EB2 team to finalize the project time line once the project is awarded. Involvement of the customer Security and Facility Manager personnel is required.

All work performed will be done during normal business hours Monday through Friday, 0800 to 1700 local time and excludes holidays and weekends. Customer acceptance will be outlined during project kick-off meeting.

5.2 Closeout:

Closeout procedures include testing of the completed work and the delivery of system documentation (if any) to the designated customer representative.

5.3 Testing:

Each door that has been worked must be tested and approved by the designated Government representative. Functions to be tested and desired results:

1. Door unlocks and allows access when an authorized credential (card, PIN, or combination of the two) is presented to the card reader.

2. Events screen reports access granted with user name.

3. Reader beeps but remains locked when unauthorized credentials are presented.

4. Events screen reports information read from unauthorized credential.

5. System history reporting.

FIPS 140-2 Encryption Mandate The contractor shall ensure that all cryptographic products have FIPS 140-1 or 140-2 security certification through the FIPS 140-1 and 140-2 approved products list.

5.4 Documentation. Documentation for this proposal will include the following:

1. A test result document for each location and system that clearly shows the customer has witnessed the above noted test procedures and signed off as working.

2. Any copies of hardware manuals delivered with the new installed equipment.

3. A Letter of Warranty indicating the selected period of warranty and the items covered by the warranty.

5.5 Customer/Third Party Furnished Property and Services.

1. 120VAC power including outlets or hard wired circuits. For all access control system power supplies.

2. Electrical conduit, boxes, fittings or supports not specifically identified in this SOW.

3. Mechanical door hardware.

4. The existing electrified door hardware ofr the exterior and interior mantrap entry door will be reused as part of this proposal. These devices are assumed to be function and in good working order. No new hardware has been provided for these doors within this proposal.

5. Windows 10 workstation that meets the minimum system requirements for the provided Lenel OnGuard version application.

OnGuard Lenel Access Control System software must be maintained, updated and supported on an annual basis for continued support from the manufacturer. Software will be purchased separately and is not included within this agreement.

6.0 Protection of Property: The contractor shall perform all work in strict accordance with applicable safety standards and codes in order to eliminate the possibility of any installed government machinery, equipment, building structures, or personal property. The contractor shall make every effort to protect the government property as well as personal property located in the vicinity of the work area. Property, government or personal, which may be in the proximity of the contractor’s work area, shall be identified by the contractor prior to work.

Notes:

Any system components installed in the past year are currently covered under the 1-year warranty and are not included as part of the maintenance package. Those components will become part of the maintenance package after the 1-year warranty expires.

7.0 Project Performance Requirements:

1. The Security Manager of each location must provide access to the Base and their facilities for our Technicians.

All required personel documentation will be provided for security vetting upon request by an authorized Government representative.

2. If escorts are required in these facilities, they must be provided by the local Security Manager.

8.0 Operating Constraints: The card readers must fully function while connected to existing power supplies and generators where appropriate.
