SPECIFICATIONS

MANUFACTURE NEW GENERATOR SURFACE AIR COOLERS

The contractor must fabricate eight (20) vertical surface air coolers with four (4) pass design counterflow Air Housing Surface Air Coolers per the following specifications.

1. Cooling Tubes

a) 164 straight tubes, six-foot eight-inches (6'-8"), (203.2 cm) in length with an outside diameter of 0.75 inches (1.9 cm) and a nominal wall thickness of 0.049 inches (0.124 cm). The cooling fins are 0.012-inch (0.03 cm) thick and have an installed outside diameter of 1.5 inches (3.81 cm), with eight (8) fins per inch of tube length.

b) Cooling tubes must be Cupro-nickel 90/10 (90% Cu, 10% Ni), ASTM B359, C70600.

The tube thickness must be equal to or greater than the equivalent nominal size type K copper tube. The contractor must attach the tubes to the tube sheets in a manner as to be free from any leakage. The contractor must provide tubes with copper fins,

0.015 inch thick. The copper fins must be tension-wound and fastened securely to the tube by solder dipping. The molten solder must be a lead-free material.

c) Prior to ordering the tubing, it is the contractor’s responsibility to verify the exact length necessary, the portion of tube to be finned, and the location of the tube support collars.

d) Prior to placing the fins on the tubes, each tube must be hydrostatically pressure-tested to a pressure of 250 PSIG for a minimum of five (5) minutes. The contractor must reject tubes that leak or cannot maintain the pressure.

2. Headers and Water Boxes

a) Fabricated from carbon steel and same configuration as currently installed coolers.

b) Constructed with removable cover plates to permit access to all tubes for cleaning and inspection purposes without disturbing the water pipe connections.

c) An air-release valve must be provided at the top of each cooler.

d) Lifting eyes to facilitate handling.

e) Bottom water box must be provided with flanges suitable for connecting to the cooling-water piping either in a left- or right-hand position.

f) If a heat exchanger is changed, the contractor must submit marked copies of drawings indicating the changes.

3. The exterior metal surfaces, support frame, and water boxes must be primed, and finish coated.

a) Protection of adjacent surfaces and equipment - Items or surfaces not required to be painted or coated, but which are adjacent to surfaces to be cleaned and coated, must be protected against contamination and damage during the cleaning and coating operations. The contractor must install removable bolts in threaded holes before priming to ensure the internal threads remain clean. Newly coated items shall not be moved until the coating is dry through.

b) Damage caused by the Contractor. Any items or surfaces which are damaged or contaminated by the Contractor, shall be returned to their original condition by and at the expense of the Contractor.

c) Temporary or permanent welding for the convenience of the Contractor must not be done on areas where the welding will damage paint or other protective coatings, unless the areas of coatings which would be damaged thereby are accessible for repairing and inspection.

d) Primer Coat

i. The coating must be Sherwin-Williams brand, DTM Waterborne

Acrylic Primer/Finish Coating, Series B66W1 or equal;

ii. The surface preparation and coating application must be as described in the product’s information sheets;

iii. Use of a different coating system must be approved by the

Government prior to use;

iv. The primer must be gray in color, and;

v. The contractor must apply one or more coats with a minimum 3-mil dry film thickness.

e) Finish Coat

i. The coating shall be Sherwin-Williams brand, DTM Waterborne

Gloss Acrylic Coating, B66-100 Series or approved equal;

ii. The surface preparation and coating application shall be as described in the product’s information sheets;

iii. Use of a different coating system shall be approved by the

Contracting Officer’s Representative (COR) prior to use;

iv. The finish will be white in color, and;

v. The contractor will apply two or more coats with a minimum 3-mil dry film thickness per coat.

f) The Contractor must send to the COR, the following information for approval before any coating work is commenced:

i. Coating systems identification;

ii. Product information sheets;

iii. Planned surface preparation;

iv. The contractor must supply Safety Data Sheets for all paints and chemicals applied to the heat exchangers;

4. Furnish and Install New Gaskets and Hardware

a. All hardware (washers, nuts, bolts, and studs) must be replaced with new per

ASTM specifications.

b. Neoprene gaskets. 60 durometer neoprene gaskets from one continuous piece of gasket material. The contractor must apply the gaskets to ensure the gaskets will seal with no seeping. The contractor must not splice or overlap gaskets.

c. The contractor must stamp each heat exchanger with individual identification including date/month/year manufactured with permanent stamps.

5. Final Pressure Tests

a. Pressure test must be done at the Davis Dam facility prior to final acceptance.

b. Each heat exchanger will be hydrostatically tested to 60 PSI for a minimum of 30 minutes or until inspection for a potential leak has been completed by Government personnel.

c. Two heat exchangers must be tested simultaneously.

d. The contractor will provide all regulating valves, pressure gauges, and necessary connection pieces to complete the testing.

e. The contractor shall submit test sheets for each test performed. Sheets must include cooler ID, time, date, water pressure that test was performed at and length of time the cooler held pressure.
