SUBJECT: Notice of Intent to Sole Source Blanket Purchase Agreement (BPA) for Fine China
1. The purpose of this memorandum is to make public Joint Base Andrews’ intention to sole source a proposed Blanket Purchase Agreement for various Fine China Items
2. The 316th Contracting Squadron at Joint Base Andrews, Maryland intends to establish a BPA with
Pickard China as the sole source under the authority of FAR 6.302-1(a)(2) Only one responsible source and no other supplies or services will satisfy agency requirements. Market research has determined that Pickard China is the only small-business, American manufacturer of Fine China. Due to the high-visibility mission of the PAG and in order to comply with the Buy-American Act, it is critical that the Fine China is of the highest quality and made in the USA. Additionally, Pickard
China has historically provided Fine China for the PAG and all new items procured must perfectly match current inventory due to the high standards of VIP missions and the high potential for scrutiny.
A determination by the Government to establish BPAs with other vendors based upon responses to this notice is solely within the discretion of the Government. The North American Industry
Classification System (NAICS) Code for this acquisition is 327110 (Pottery, Ceramics, and
Plumbing Fixture Manufacturing) with a size standard of 1000 Employees. Information received will normally be considered solely for the purpose of determining whether or not to consider establishing multiple BPAs. The government will not be responsible for any costs incurred in preparation of any capabilities statements or documents prepared for this notice.
