1. INTRODUCTION
The US Air Force, National Radar Cross-Section Test Facility (NRTF) is pursuing a multi-phase development of an S-Ku band Tier IV Dynamic RCS Measurement System (DRMS) at White
Sands, NM to augment the current Tier III RAMS facility. The DRMS will use dedicated High
Power (HP) RF Circulators per radar band and per polarization. The Contractor’s shall meet the minimum requirements stated in the Requirements Document and appendices 1-4.
S-Ku Band DRMS Circulator Specifications TR#01-09
The Requirements Document and the associated technical appendices is to provide the requirements to define the HP RF Circulators necessary to meet DRMS requirements. The DRMS system will initially procure a total of 12 circulators, three per band with the option to purchase two additional spare Circulators (two per band) and replacement Circulators, as needed, up to a maximum of 20 total HP Circulators on this acquisition.
2. DELIVERY
Delivery requirements for the HP Circulators are as follows:
1. 12 HP Circulators: No later than Mar 31, 2022.
2. Option 1 (Date of award to 24 months), Eight (8) spare HP Circulators: Due no later than 12 months after exercise of the option.
3. PROJECT SCHEDULE
The Contractor shall provide a complete milestone schedule that denotes major activities, demonstrations and acceptance testing.
4. TECHNCAL INTERCHANGE AND ACCEPTANCE
The contractor shall conduct the following reviews:
Kick-off/ Technical Interchange Meeting (TIM)
Mid-Term Program Management and Progress Meeting
Acceptance Test (performed at Factory)
Assembly Drawings
Technical Theory, Operation and Maintenance Training and Manuals
These meeting shall be conducted in a format of the Contractor’s choosing and shall cover the overall technical approach, constraints, methods and techniques being examined, performance metrics and results.
5. REQUIRED DOCUMENTS
The Contractor shall provide performance to plan status reports and schedule updates to the AF
Project Manager per the frequency in Table 5-1. All documents are subject to Government acceptance and approval.
Acceptance testing will be performed at the vendor’s facility or factory. The Offeror shall notify the government representative 30 days prior to AT event to allow for government personnel or a government representative to be present.

6. CONTRACTOR CONTACT INFORMATION
Upon notice of award, the Contractor shall provide the Contracting Officer and the Government
Project Manager the names and contact information (address, phone number, and email) of a minimum of two (2) Contractor representatives, preferably the contracting agent and project leader.
Any changes in the contact information will immediately be updated by the Contractor as they occur during the duration of this contract and be provided to the Contracting Officer and the
Government Project Manager.
