PERFORMANCE WORK STATEMENT
FOR
FACILITY MANAGEMENT ESCORT SUPPORT
HQ UNITED STATES SPECIAL OPERATIONS COMMAND
MACDILL AFB, FL
24 July 2020
THIS IS A NONPERSONAL SERVICE.
SECTION 1.0 DESCRIPTION OF SERVICES. The Contractor shall provide contractor manpower augmentation to the staff of the Headquarters United States Special Operations Command (HQ USSOCOM) Engineer (EN) Office. At a minimum, the requirement is for five (5) contractor personnel. This is the minimum manning requirement for the work required under this Performance Work Statement (PWS). The Contractor is responsible for providing all manning above and beyond this minimum required to perform the tasks described in this PWS.
Primary hours of work will include a standard eight hour work day with one half hour for lunch in conjunction with the construction or maintenance contractors’ schedules.
Normal work day hours will be scheduled any time between 0600 and 1800. Up to four man weeks a year may be scheduled incrementally by man-days as second shift hours with one weeks’ advanced notice. Second shift standard work days may start at any time after 1000 and work as late as 2300. Requested work schedules will be published at least one week in advance by the government. There will be instances where contractors are requested by the government to stay past a normal eight hours due to unforeseen circumstances or in support of emergent construction or emergency maintenance requirements; these circumstances can be expected to happen once a month; for up to 16 hours per occurrence/month. An option shall exist to surge a second shift of three to five escorts for a period of an additional one to eleven months each contract year with two months advanced notice.
1.1 Escort Support. The contractor shall:
1.1.1 Provide personnel qualified and with appropriate security clearances to escort uncleared construction contractors, maintenance or cleaning personnel and others as required (collectively called visitors) throughout the collateral secret and SCIF’d spaces within the USSOCOM Headquarters’ compound and ancillary outbuildings located on MacDill AFB. Contractor personnel shall maintain line of sight visibility on visitors at all times. Specifically, the contractor shall:
- Meet visitors at designated building entrances at times as directed by the government’s engineering facilities branch personnel.
- Call in to the alarm room to de-alarm spaces where necessary for access.
- Escort visitors to work spaces, rest rooms, and in transit while obtaining tools and materials.
- Observe visitors outside in the vicinity of entrances to restricted spaces.
- Communicate with visitors and government personnel as required to facilitate the accomplishment of work.
- Call in to the alarm room to re-alarm spaces when required.
- Meet contractors at base perimeter gates or compound perimeter gates utilizing government provided vehicle.
- Assist with or complete IMT Form-15’s, which allows electronic devices into
USSOCOM’s facility for visiting contractors.
- Report trespass, sabotage, espionage, theft of property, accidental or willful damage or destruction of property to USSOCOM Security Management Office (SMO), USSOCOM Engineering and USSOCOM Special Security Office (SSO) as required.
1.1.2 The contractor shall also provide customer support or assist government personnel with the following when escort support is not required or as other conditions dictate:
- Answering phones and taking reports of facility issues such as electrical, heating, ventilation and air conditioning, or plumbing failures
• Reports information to 6CES in order to generate a Direct Schedule Work
Order (DSW).
• Submits all information collected into the engineer’s data base, “IssueTrak” through the creation of a new Engineering Change Order (ECO).
- Delivering and/or installing fluorescent light bulbs throughout the command, returning used bulbs to the designated engineering collection point.
- Coordinating visitors’ work with individual J-code facility managers
- Minor clerical duties associated with escort and facilities management such as:
- Purging or updating entry access lists (EAL’s)
- Inspecting fire extinguishers and updating maintenance records
- Providing updates to the command’s Engineering Change Order (ECO) system on the NIPR network
- Assisting with placement of hurricane shutters under the direction of government facility managers
- Assisting with cleaning up routine landscape debris; event set up and tear down, and DV visit preparations
- Assisting the government escort coordinator in coordinating the efforts of contracted and command escort pool escorts.
- Escorting command personnel conducting shredding duties.
- Conducting shredding duties for the SOCS-EN division.
- Driving government vehicles as directed on official government business.
- Delivery of supply items delivered to the Command as instructed by an engineering facilities representative.
1.1.3 Use of Government Vehicles
Per 41 CFR § 102-34.215, Government contractors may use Government motor vehicles when authorized in accordance with the Federal Acquisition Regulation (FAR), GSA Fleet procedures, and the following conditions:
- Motor vehicles are used for official purposes only, solely in the performance of the contract.
- Motor vehicles cannot be used for transportation between residence and place of employment
- Contractor must establish and enforce suitable penalties against employees who use, or authorize the use of, such motor vehicles for unofficial purposes or for purposes other than in the performance of the contract; and pay any expenses or cost, without Government reimbursement, for using such motor vehicles other than in the performance of the contract.
1.2 Working Conditions
Normal office working conditions will be the standard work environment. However, at any time contractors:

- May be required to work in unconditioned construction zones inside or outside (safety gear will be provided by the government)
- May be required to work in loud generator or mechanical rooms (safety gear will be provided by the government)
1.3 Contractor Qualifications
The Contractor shall provide personnel that must possess:
- Top Secret-SCI clearance and base access (or clearance indicated for surge requirements)
- Knowledge of DoD security processes, procedures and requirements
• Must also complete USSOCOM security training requirements.
- Ability to clearly communicate in written and spoken English
- Interpersonal communication skills and temperament to deal with non-compliant visiting personnel.
- Microsoft Office literate (Outlook, Word, Excel).
- Physically capability of frequent climbing of multiple flights of stairs, lifting objects up to 25 pounds, climbing 8-12' ladders, crouching or crawling in restrictive areas or standing for periods of four hours at a time or walking a mile at a normal pace.
- Demonstrated knowledge of regulations governing access to Federal buildings; rules covering restricted items (cameras, weapons, etc.) and conduct of visitors and employees; commonly used laws, rules, regulations, procedures, and operating methods to independently perform routine security escort duties. (Note: must also complete USSOCOM security Computer Based Training requirements)
1.4 Deliverables. Deliverables associated with this task are listed in the Monthly Report.
SECTION 2.0 SERVICES SUMMARY: The Services Summary identifies the performance objectives and performance thresholds for all critical tasks associated with providing the services outlined in this PWS. This section contains only those items considered most important for mission accomplishment. The performance objectives are those services/tasks required in the PWS. The performance threshold briefly describes the minimum acceptable levels of service required for each requirement. The thresholds are critical to mission success. The Government expects the Contractor to perform at the acceptable levels throughout the life of the contract.

SECTION 3.0 GOVERNMENT FURNISHED EQUIPMENT
The Government anticipates on-site support for this requirement. Therefore, the Government will provide all equipment, materials, access to all necessary networks and systems, furnished office space (1 kiosk with, office automation equipment, and telephone), and supplies at MacDill AFB for contractors working in support of this effort. Contractor personnel will have access to secure telephone, a photocopier, data, fax (secure and unclassified), and shredder on a non-interference basis when needed to perform the work requirements. Support will generally occur at Government office spaces located at USSOCOM, MacDill AFB, FL.
SECTION 4.0 GENERAL INFORMATION
4.1 Quality Control. The contractor shall develop, submit for contracting officer review/acceptance, and maintain a quality control program to ensure accounting support services are performed in accordance with established commercial standards.
4.2 Quality Assurance. The government will periodically evaluate the contractor’s performance in accordance with the Performance Plan.
4.3 Organizational Information. The contractor shall supply an organizational chart that indicates management and supervisory personnel and the point of contact to allow ease of contact for all concerned. The contractor shall provide copies of personnel’s information who require onsite visits for the execution and management of this contract to the Contracting Officer Representative (COR) prior to commencement of work under the contract so that personnel may receive badges/access to the worksite. The contractor shall maintain copies of training and certification files for inspection and review at the contractor’s site.
4.4 Staffing Plan The contractor’s staffing plan as proposed and accepted shall be incorporated into this contract. The plan is necessary to ensure the individuals assigned to this contract are qualified escort personnel. As changes occur and additional information becomes available, the contractor is responsible for correcting and changing the information contained in the previous staffing plan, and the rosters of personnel serving on the contract and for submitting the current information to the COR not later than the 5th of each month.
4.5 Transition/Phase-In. Upon award of the contract, the contractor shall have 30 days to fill the positions. The contractor shall, in advance of employees reporting to the work site, furnish to the COR, a summary resume for each position to be filled or replaced on the PWS – providing the proposed employees’ security clearance, education/training, experience, skill levels, and other characteristics that relate to requirements/qualifications of the work to be done. Although, the Government does not select the employees, any qualification information questioned or requiring verification will be identified to the contractor.
4.6 Security Requirements.
4.6.1 The contractor shall insure requirements for safeguarding classified information and classified materials, for obtaining and verifying personnel security clearances, for verifying security clearances and indoctrination of visitors, for controlling access to restricted areas, for protecting government property, and for the security of automated and non-automated management information systems and data are fulfilled. The contractor's management system shall prevent unauthorized disclosure of classified and sensitive unclassified information. The government shall be immediately notified if any security incident or any indication of a potential unauthorized disclosure or compromise of classified or sensitive unclassified information.
4.6.2 The contractor shall provide security management support. Typical efforts include, but are not limited to, performing classified document control functions, classified materials inventories, program access requests, preparing and monitoring personnel indoctrination and debriefing agreements, and maintaining and using security-related databases.
4.6.3 When no government employee or military member is available the contractor will be required to conduct security related functions (traditionally considered inherently governmental functions) such as opening/closing of security containers, end-of-day checks for processing and safeguarding classified information/material, and arming/de-arming USSOCOM Buildings, Secure Rooms, or SCIFs. In the event that the contractor fails to properly conduct these responsibilities and a security violation or incident occurs, the government will have the option to take action against the company IAW U.S. law. In addition, the company will be responsible for reviewing preliminary inquiry reports for any security violation/incident for which an employee is found culpable and provide a written response to the GCA and Organizational Security Manager for actions taken against the employee.
4.6.4 Security will be in accordance with the attached DD254. Contractor team individual(s) supporting this task will be cleared at the TOP SECRET level at the start of the task. Contractors will require access to SCI, NATO, and Alternative Compensatory Control Measures (ACCM) material in performance of this effort.
Contractor will require access to NIPRNET/SIPRNET computer systems only at government facilities. Contractor will be authorized to courier classified information up to SECRET in performance of official duties upon approval of and designation by the
COR.
4.7 Performance of Services during Crisis declared by the National Command Authority. Services of the contractor may be delayed and/or cancelled at the convenience of the Government during periods of National emergency and/or crisis.
Such instances shall be on a case-by-case basis and not in the normal performance of the duties of the Contractor.
4.8 Federal Holidays: The Contractor shall observe the same holidays observed by the Government, as follows:

4.9 Travel. Travel is not required in this contract.
4.10 Coronavirus Disease. Until otherwise notified, personnel must adhere to the Centers for Disease Control protocols regarding health protection while performing services. Measures include minimizing crew size to enable social distancing, wearing face covers, routine cleansing of frequently touched surfaces and practicing good hand hygiene. Report health issues for necessary contact tracing to Public Health and inform the Contracting Officer of potential COVID-19 contamination.
