Trijicon is a well establish and combat proven brand with the ACOG being a combat proven rifle optic. This type of equipment is utilized in life or death situations as required for Indian Affairs Officers. Trijicon ACOG is a rifle optic that has been utilized by the US Military and law enforcement for several decades and is compatible with the rifles that the Officers are currently using.

In accordance with the FAR, efforts are made to ensure that offers are solicited from as many potential sources as is practicable for this procurement. To maximize competition and reach qualified vendors, this purchase will be solicited directly to Indian Small Business Economic Enterprises (ISBEEs) via SAM.gov. This will fulfill the synopsis requirement by issuing both the synopsis and solicitation as a single document, in accordance with FAR 12.603.

7. A determination by the contracting officer that the anticipated cost to the Government will be fair and reasonable.

I hereby determine that the anticipated cost to the Government for this contract action will be fair and reasonable. This determination is based on the following:

The contracting officer determines that the anticipated price(s) will be fair and reasonable based on competitive quotes, commercial price lists, and a comparison with the IGE, which is based on a quotes from a qualifying ISBEE vendor.

Using the Indian Affairs Native American Businesses in SAM.gov we identified 118 possible ISBEE sources under NAICS 332994. It has been determined there is adequate competition available for this effort.

Trijicon ACOG scopes are renowned for their durability and reliability, making them ideal for both military and civilian use in challenging environments, including those faced by users from Indian Affairs. Their advanced reticle systems, often featuring illuminated options, provide quick target acquisition and enhanced accuracy in various lighting conditions. Additionally, the ACOG's compact design and rugged construction ensure that it can withstand the rigors of field use while maintaining consistent performance.

We will work closely with the customer to explore whether alternative models from other manufacturers could be considered, especially if replacing the entire stock of equipment can be accomplished through a single procurement.
