REQUEST FOR PROPOSALS

ONLINE ASSESSMENT WEBSITE and RELATED PROFESSIONAL SERVICES

The County of Saratoga (“County”), through its Department of Central Services, Purchasing Division, is requesting proposals from qualified firms to provide an Online Assessment Website and Related Professional Services. The website will provide for 24/7 sharing of parcel centric information as provided by the County. The website shall be completed and ready for implementation no later than August 1, 2025.

Proposals, one (1) clearly marked original, one (1) copy, and one (1) electronic copy on USB drive will be accepted until 5:00 PM, Friday, May 16, 2025 at the Saratoga County Department of Central Services, 50 West High Street, Ballston Spa, New York 12020.

SPECIFICATIONS / SCOPE OF SERVICES:

Saratoga County Real Property Tax Service Agency currently maintains an online Assessment database that is hosted by a vendor. Assessment data that is extracted from the NYSDTF RPS V4 application is supplied to the vendor multiple times a year and displayed on the website accordingly. The chosen vendor will, at a minimum, be able to provide the following:

• The contractor shall have project experience working with the NYSDTF RPS V4 system currently in use by the County and municipalities AND demonstrate an ability to perform any and all conversion applicable to the NYSDTF RPS Online process, when applicable

• The system will extract data from the County RPS V4 database and display this data online in an easily readable, understandable and searchable format to allow the public to search for assessment and sale information in the County

• The system shall include an RPS V4 data import utility. As Saratoga County municipalities run RPS V4 in independent installations, the import utility should allow for the import and merge of multiple RPS V4 datasets in both the current RPS system and any future RPS applications

• The system will provide an option for the county to update individual property records as required by the Judicial Security Act Section 859. Updates must be displayed on the website within 24 hours

• The import utility or the system provider must also provide the merge and management of RPS V4 compliant image datasets. Image datasets include photos, documents and tax map images. The industry standard PDF, JPEG and TIFF image file formats should be supported as a minimum

• The system shall include comparable search capabilities

• The system will provide searching capabilities (name, address etc) both county wide and by individual municipalities

• The system shall include an extended notes feature and will allow for various file formats (i.e. csv) to be imported to update the notes feature

• The system shall have the ability to import .txt files (or any future file types as created by NYSDTF) from

Salesweb extracts

• The system will provide a link to connect to existing Saratoga County GIS web services (Saratoga County

Parcel Viewer)

• The system will interface with Google Maps, Bing Maps and Eagleview CONNECTExplorer

• The system shall have the ability to link to NYSDTF sites

• The system shall have the ability to link to town/city/village websites

• The system shall have the ability to link to tax bills

• The system will have the ability to create reports

• The system will support the user-friendly display and printing of parcel information for residential, commercial and vacant land parcels

• The vendor to provide all required web hosting services

• If the vendor is using a cloud-based hosting service, the vendor will ensure said hosting service stores data within the boundaries of the USA

• The system shall have the ability to provide a comprehensive disaster recovery plan that ensures business continuity in the event of a critical system failure. The disaster recovery process shall be fully documented, including procedures for system restoration, data recovery, and fail over mechanisms, ensuring minimal downtime, and must adhere to industry – standards best practices for disaster recovery

• The system will operate on a 24x7 basis

• The system provider will trouble shoot all problems as they arise

• The vendor will provide a minimum of three (3) compliant New York State municipality website references that have been in continual operation for a minimum of three (3) years

TRAINING

The vendor will provide live training to the County staff in learning all required and optional administrative duties that will or may be performed by designated County system administrators.

SUPPORT AND MAINTENANCE

The Vendor will be responsible for providing ongoing user and technical support in a variety of areas including, but not necessarily limited to, training users on the initial implementation. Any upgrades or enhancements must include user training on any new feature(s), documentation updates, and listings of all enhancements. Vendor availability shall be during the normal business hours of 9am-5pm EST M-F.

TERM

The contract resulting from this RFP will be for a three (3) year period, with the option of extending the contract for two (2) additional one (1) year periods upon written approval of both parties.

BACKGROUND/EXPERIENCE

Provide a brief history of your business and experience with similar projects. Identify proposed project staffing, including copies of resumes for all personnel as well as applicable certifications, licenses etc. Include specific information on staff experience with the requested services.

TECHNICAL NARRATIVE:

Provide an overview describing the scope of work as you understand it, and how you propose the work will be completed. Please respond directly to each bullet point as listed in the Scope of services and provide a detailed timeline indicating tasks required and the start and completion date for each.

Work should commence directly after the contract is signed.

COST PROPOSAL/PRICING:

The proposal should state the cost of the initial set-up of the system, as well as provide a three (3) year hosting fee schedule and any potential increases should the contract be extended.

PROPOSAL EVALUATION:

Any contract resulting from this solicitation will be awarded, utilizing Best Value Methodology, to the responsive and responsible Offeror whose proposal, in the sole discretion of the County, best conforms to the solicitation and will most effectively meet the needs of the County.

The County will take into consideration the level of effort, technical quality, and responsiveness to the required specifications. Other factors which the County will take into account in recommending a Vendor shall include:

• Proposal - Completeness of the submitted proposal including the company overview (10 pts)

• Technical Approach - specific knowledge and expertise in working with NYSDTF RPS software (50 pts)

• Price proposal – based on best value, which is not necessarily the lowest cost (20 pts)

• Project Planning - Responsiveness of the Vendor in identifying and addressing the needs of the County relating to the services and products to be provided. (20 pts)

INDEMNITY AND INSURANCE AGREEMENT

IT IS HEREBY AGREED by , the PROFESSIONAL, as follows:

INSURANCE

PROFESSIONAL’S LIABILITY INSURANCE

The Professional shall purchase and maintain such insurance as will protect him from claims as set forth below, which may arise out of or result from the Professional’s operations under the Contract, whether such operations be by himself or any subcontractor or by anyone employed by any of them or anyone for whose acts the Professional may be liable:

1. claims under workmen’s compensation, disability benefit and other similar employee benefit acts;

2. claims for damages because of bodily injury, occupational sickness or disease, or death of his employees;

3. claims for damages because of bodily injury, sickness or disease, or death of any person other than his employees;

4. claims for damages insured by usual personal injury liability coverage which are sustained (1) by any person as a result of an offense directly or indirectly related to the employment of such person by the Professional, or (2) by any other person; and

5. claims for damages because of injury to or destruction of tangible property, including loss of use resulting therefrom.

Certificates of Insurance acceptable to the County shall be filed with the County prior to commencement of the work. The County must be named and included as an additional insured under the Professional’s general liability insurance. Proof that the County has been named as an additional insured on the Contractor’s general liability insurance must be provided in the form of an additional insured rider to said policy, or by other proof acceptable to the Saratoga County Attorney

The Professional’s Comprehensive General Liability Insurance and Automobile Insurance shall be in an amount not less than One Million Dollars ($1,000,000) for injuries, including accidental death, to any one person and subject to the same limit for each person, and in an amount not less than One Million Dollars ($1,000,000) on account of one occurrence. The Professional’s Property Damage Liability Insurance shall be in an amount not less than One Million Dollars ($1,000,000). The Professional shall require his subcontractor’s to procure and to maintain during the life of his subcontract Comprehensive General Liability, Automobile Liability, and Property Damage Liability Insurance of the type and in the same amounts as specified hereinabove. The Professional’s and his subcontractors’ Liability Insurance shall include adequate protection against the following special hazards:

Bodily Injury and Property Damage – completed job operation and/or products liability at before mentioned limits with $1,000,000 for bodily injury and $1,000,000 aggregate for operations, protection, contractual and products and/or completed job operations. Property Damage shall be on the broad form and shall include coverage for explosion, collapse and underground damages.

The above insurance is not, and shall not be construed as, a limitation upon Professional’s obligation to indemnify the COUNTY.

Attorney’s Approval

All documents submitted shall be subject to the approval of the Saratoga County Attorney as to form and content.

HOLD HARMLESS

The Professional shall, to the fullest extent permitted by law, at all times indemnify and save harmless the COUNTY from and against any and all claims and demands whatsoever, including costs, litigation expenses, counsel fees and liabilities in connection therewith arising out of injury to or death of any person whomsoever or damage to any property of any kind by whomsoever, to the extent caused in whole or in part, directly or indirectly, by the negligent acts or omissions of the Professional, any person employed by the Professional, or anyone for whom the Professional is liable, while engaged in the work hereunder. This clause shall not be construed to limit, or otherwise impair, other rights or obligations of indemnity which exist in law, or in equity, for the benefit of the COUNTY.

1. Background:

1. Saratoga County will review all requests for confidentiality and determine whether the information will be withheld in compliance with FOIL.

Section G. Non-Binding Notice This Request for Proposal (RFP) is issued solely for the purpose of obtaining information and proposals for evaluation by Saratoga County. The issuance of this RFP does not obligate Saratoga County to award a contract, nor does it constitute a commitment by Saratoga County to enter into a contract with any bidder.

Any costs incurred by bidders in the preparation and submission of proposals are the sole responsibility of the bidder. Saratoga County reserves the right, at its sole discretion, to accept or reject any or all proposals, to negotiate with any or all bidders, and to cancel this RFP at any time without liability.

Nothing in this RFP, or in any subsequent communications, shall be construed as creating any binding obligation or contract of any kind between Saratoga County and any bidder, unless a definitive agreement is executed and delivered by both parties.
