In an effort to remove or overcome such a barrier to competition in the future, should the ASM equipment need to be fully replaced before MMIII end of life, the market will be scanned for new companies and products that could satisfy the government's requirements. Where possible, the government will make future requirement descriptions suitable for full and open competition.
Engineering subject matter experts at the SMIC researched alternate sources of equipment and software and were unable to find any other source with the same form, fit, and function that could provide compatibility and the functionality needed to meet the requirements of the current ASM.
The NI equipment and LabVIEW software combination is the only solution that will allow us to maintain the functionality of the current ASM system. Upgrading the NI hardware will allow us to continue using our current sensors. We have sufficient spares for most of the sensors we are currently using. Switching to hardware other than NI's components may require that we also purchase all new sensors, spares, connectors, and other additional related components required to maintain. The LabVIEW software is already used with other SMIC systems, is common software, and SMIC engineers already have experience with it.
Using any other software than NI's LabVIEW would introduce unnecessary learning curve, may not allow for in house customization to meet current and future needs, and create unknowns that increase the risk to both the ASM and the critical equipment the ASM monitors. Anything other than NI hardware and software would increase the man hours required to learn, program, update, and maintain the system and would result in a full system replacement.
The Automatic Site Monitor (ASM) uses sensors dispersed at various locations throughout the SMIC to measure critical operating parameters such as: airflow, temperature, and voltage levels. The sensor’s output is conditioned by an National Instruments (NI) Field Point (FP) or Compact Field Point (cFP) module, then connected to the ASM by an Ethernet network. The ASM not only provides a data-logging function (for trending and investigative purposes) and real-time monitoring (displayed on various monitors throughout the SMIC), it also provides a control feature. LabVIEW enables the operator to set operational thresholds for specified equipment within the SMIC. Once ASM determines that these thresholds have been breached, ASM will initiate phone notification to the on-call technician or turn off the system via command issuance to a relay, or both. The NI FP and cFP are no longer supported by NI and are no longer available. The version of LabVIEW we are using is from 2010 and would not be compatible with the new hardware. This purchase will replace the NI equipment and LabVIEW with upgraded versions that are compatible with the rest of the ASM and SMIC systems.
