Performance Work Statement Locksmith Beale AFB
SERVICE NONPERSONAL: The contractor will provide Locksmith Repair Service in accordance with this statement of work for Beale AFB, California from 21 November 2010 through 20 November 2015 as called for by the Contracting Officer or his authorized representative unless sooner terminated by either party with a minimum of thirty days written notice.
1. The Government is obligated only to the extent of authorized calls actually placed against the Blanket Purchase Agreement.
2. The prices to the Government shall be as low, or lower than those charged by the contractors to its most favored customers, in addition to any discounts for prompt payment.
3. No individual purchase under this agreement shall exceed $25,000.00.
4. A list of people authorized to place calls under this agreement and the dollar limitation per call for each individual shall be furnished to the supplier by the contracting officer through a separate letter.
5. All services under this agreement shall be invoiced at least monthly or upon expiration of the Blanket Purchase Agreement, whichever occurs first, for all services made during a billing period, these invoices will contain the following information:

| e. itemized list of supplies or services furnished |
| f. quantity, unit price, and extension of each item less applicable discounts |
| g. date of delivery, shipment or service |
| h. signature of requestor/bldg. custodian with full name & phone number on the invoice |
7. Invoices will be input into Wide Area Work Flow
8. Price List:
a. The contractor shall submit a price list to the Contracting Officer for approval on a yearly basis or as needed. Subsequent changes in prices must be coordinated with the Contracting Officer at least 30 days prior to the effective date of the requested change. All price list must be approved by the Contracting Officer prior to incorporation into this agreement.
b. The contractor may offer voluntary price reductions for previously approved items without written approval. These deductions should be shown as ‘VPR’ (voluntary price reductions) on the invoice.
9. Personnel:
a. The contractor shall furnish the contracting officer a list of his employees who can act with full authority for the contractor in his absence.
b. The contractor shall not employ any person who is an employee of the United States Government if employment of that person would create a conflict of interest, nor shall the contractor employ any person who is an employee of the Department of the Air Force, either military or civilian, unless such person seeks and receives approval in accordance with Air Force Instructions (AFI).
c. The contractor shall ensure that he and all employees are bonded and have all the current and valid professional certifications/licenses before starting work.
d. The contractor must have at least three (3) personnel who have had a National Agency check done on them prior to working on this contract.
10. Physical Security:
a. The contractor shall be responsible for safeguarding all government property while in the process of doing his work; and upon completion of requested services, the contractor shall secure all job-related properties/areas.
b. The contractor shall establish and implement methods of ensuring that all keys issued to the contractor by the government are not lost or misplaced and not given to an unauthorized person. All persons assigned to this contract will legibly print their name and phone number and sign work orders or receipts.
c. The contractor shall be escorted at all times when in a secure area. If an escort for the contractor is required, it will be furnished by the facility custodian/manager or the security manager.
11. Hours of Operation:
a. The hours of operation shall be from 0730 - 1600 hours except on federal holidays. All other calls made outside of these hours shall be considered emergency calls.
b. The contractor shall respond within two hours on emergency calls.
12. Government Furnished Property and Services:
a. The government shall provide reasonable amounts of water and electricity, without charge, for the contractor to perform the services.
b. The contractor shall clean his work area and dispose of all debris properly (off base). The contractor shall return all government property to the Point of Contact /Requestor only.
c. When available, the contractor shall use Government Furnished Materials as determined by those authorized to place calls.
d. The Government will provide a Best Key Stamper to the contractor to use for the purpose of changing out all other locking system to the Best Key System as stated in the statement of work paragraph 13, statement number 22. The Best Key Stamper is to be returned in good condition.

a. The contractor shall furnish all tools, materials, personnel, equipment, and transportation to perform locksmith service on Best, Schlage, Corbin, Arrow, Weiser, Kwikset, Falcon, Master, & American type locks:
