This document is a Special Notice from the Advanced Research Projects Agency for Health (ARPA-H) inviting interested parties to submit solution summaries for the ARPA-H Performance and Reliability Evaluation for Continuous modIfications and uSEability of AI (PRECISE-AI) program. Submission of a solution summary is required to submit a proposal for the finalized ARPA-H PRECISE-AI Innovative Solutions Opening (ISO). The solution summary should be no more than 3 pages if submitted for one Technical Area (TA), or 6 pages if submitted for multiple TAs. It should cover the proposed concept, innovation and impact, proposed work, team organization and capabilities, and a basis of estimate. ARPA-H will provide feedback on the solution summaries and encourage or discourage full proposal submissions. A draft ARPA-H PRECISE-AI ISO has been posted to SAM.gov. No awards will be made or funding provided as a result of the solution summary submissions.

OBJECTIVE

ARPA-H is inviting all parties interested in the ARPA-H Performance and Reliability Evaluation for Continuous modIfications and uSEability of AI (PRECISE-AI) program to submit a solution summary for review.

Parties interested in submitting a proposal in response to the ARPA-H PRECISE-AI Program Innovative Solutions Opening (ISO) are required to submit a solution summary in accordance with this special notice (SN). No awards will be made, or funding provided as a result of solution summary submissions. A draft ARPA-H PRECISE-AI ISO has been posted to SAM.gov and should be leveraged in the development of all solution summary submissions.

SOLUTION SUMMARY FORMAT AND CONTENT

The solution summary cover sheet should be clearly marked “SOLUTION

SUMMARY”.

The total length of the Solution Summary should not exceed 3 pages, if submitting to one TA. If submitting to multiple TAs, the page count should not exceed 6 pages.

Submissions should be uploaded to https://solutions.arpa-h.gov/. Each submission should contain only one document.

Interested parties are required to use Attachment 1 to this SN to draft and submit solution summaries. In addition to formatting guidelines, Attachment 1 provides context to the content anticipated within a solution summary submission.

Proposers are required to submit a solution summary in advance of a full proposal.

If a Proposer chooses to submit to multiple TAs, the proposer should submit a combined solution summary.

SOLUTION SUMMARY FEEDBACK

ARPA-H will provide written feedback on all solution summary submissions. Based on the review of the solution summary, ARPA-H will either encourage or discourage a proposer from submitting a proposal. If a proposer receives a discouragement response from ARPA-H, the proposer is entitled to submit a proposal. Feedback will be sent to the administrative and technical points of contact noted on the solution summary cover page.

SOLUTION SUMMARY SUBMISSIONS

Solution summaries in response to this notice are due no later than 5:00 PM ET November 7, 2024. Solution summaries received after this date and time may not be reviewed.

COMMUNICATION

Communication beyond the written solution summary feedback or other interested parties will be limited to the ARPA-H PRECISE-AI ISO Frequently Asked Questions (FAQs) process. NOTE: ARPA-H cannot dictate solutions or transfer technology.

The Solution Summary should be prepared according to the following outline:

Section 1: Summary of Concept

[Describe the concept with minimal jargon and explain how it addresses the technical area(s) of the ARPA-H PRECISE-AI Draft ISO].

Section 2: Innovation and Impact* [For the overall program clearly identify the outcome(s) sought and/or the problem(s) to be solved with the proposed integrated approach. Describe how the proposed effort represents an innovative and potentially revolutionary solution to the technical challenges posed under the ARPA-H PRECISE-AI Draft ISO. Explain the concept’s potential to be disruptive compared to existing or emerging technologies and how the proposed approach will go far beyond current commercial capabilities. To the extent possible, provide quantitative metrics in a table that compares the proposed technology concept to current and emerging technologies and includes:

State of the art / emerging technology “baseline.”

Key technical challenges in the approach and the plan to overcome these issues.

How long will it take and how much will it cost?

Who will care and what will be the impact if the proposed technology concept is successful?

Summary of specific outcomes from the proposed research.]

*Note for TA5 Proposers: Technical innovation for TA5 is welcomed but may not be needed.

Rather, statistical soundness and clinical relevance are of key importance, with the ultimate goal of improving final outcomes for the program at large. TA5 proposers should write Section 2 accordingly.

Section 3: Proposed Work [Describe the final deliverable(s) for the project, one or two key interim milestones, and the overall technical approach used to achieve project objectives. Discuss alternative approaches considered, if any, and why the proposed approach is most appropriate for the project objectives. Describe the background, theory, simulation, modeling, experimental data, or other sound engineering and scientific practices or principles that support the proposed approach. Provide specific examples of supporting data and/or appropriate citations to the scientific and technical literature. Identify adoption challenges to be overcome for the proposed technology to be successful. Describe why the proposed effort is a significant technical challenge and the key technical risks to the ARPA-H PRECISE-AI program. At a minimum, the solution summary should address:

Does the approach require one or more entirely new technical developments to succeed?

How will technical risk be mitigated?]

Section 4: Team Organization and Capabilities

[Provide a summary of the team’s expertise, resources, and organization:

Describe roles and responsibilities within the team (prime and subcontractors) and identify the organization leading each TA (if/as applicable).

Identify key personnel, and provide no more than 5 single-page, key personnel resumes (as a separate attachment) for the identified individuals (resumes will not count against the page limit).

Describe the organizational experience in each technical area (if/as applicable) and existing IP required to complete the project.

List government-furnished equipment, property, facilities, and/or data assumed to be available.

List any specialized facilities to be used as part of the program.

If desired, 1 page bibliography (as a separate attachment) with links to relevant papers, reports or articles may be provided (bibliography will not count against the page limit).]

Section 5: Basis of Estimate (BOE) (not included in the page limit)

[Please include a BOE pertaining to the federal funds requested, as well as the total project cost including resource sharing, if applicable. The BOE should also include a breakdown of the work by direct labor (fully burdened1), labor hours, subawards, materials, equipment, other direct costs (e.g., travel), profit (as applicable), resource sharing, and any other relevant costs. The below table may be used for this breakdown.
