STATEMENT OF WORK

Bureau of Economic Analysis Air Passenger Transport Data

I. INTRODUCTION

BEA produces the International Transactions Accounts (ITAs) of the United States. These accounts provide a comprehensive and detailed view of economic transactions between the United States and other countries. Trade in international services is a key part of the ITAs. One of the larger sub-categories of trade in international services is trade in air passenger transport (APT) services.

II. OBJECTIVE

BEA collects data from a variety of sources, including other government agencies, Bureau-sponsored surveys, and private sources. BEA’s own surveys form the basis for most of the services statistics that BEA produces. However, BEA uses commercial databases of company information and market transactions to verify and supplement data obtained from other sources. BEA requires outside sources of data to calculate the statistics on air passenger transport. Accurately measuring air passenger transport imports (which occur whenever a U.S. resident is transported by a foreign carrier) requires detailed information on the operations of foreign carriers.

The objective of this procurement is to obtain detailed ticket-level data of air passenger transport, on both a historical and ongoing basis. These data will allow BEA to measure both how frequently U.S. residents travel on foreign carriers and the country of residency of those carriers, increasing the accuracy of BEA’s air passenger transport imports on both an aggregate and country basis.

III. SCOPE OF WORK

BEA requires information on air passenger transport that qualifies as a U.S. cross-border transaction. This includes passengers transported between at least one U.S. airport and at least one foreign airport. This represents roughly 40% of the air travel market.

For each passenger, the data must contain the following information:

• fare the passenger paid

• departure date

• each airport in the itinerary

• the air carriers that operated each leg of that itinerary

• the distance traveled in each leg

Information on passengers’ travel paths is important for matching these data with data obtained from U.S. Customs and Border Protection that provide residency information.

Data on the operating carrier and the distance traveled in each leg are vital for determining if a flight contains air passenger transport imports and, if so, with which countries.

BEA is seeking historical data back to 2017, as well as ongoing quarterly data for the next five years.

IV. PERIOD OF PERFORMANCE

The initial period of performance will be one year from the date of the agreement.

In addition to this base year, there will be 4 option years that, if exercised, would take the total period of performance through 2025.

V. PRICING

The award will be defined as a fixed price purchase order.

The government will choose the offer that meets the requirements outlined above and presents the best value within this budget.
