Personal Property Appraisal Support Services Facilities Services Directorate/Integrated Services Division

Washington Headquarters Services (WHS) Acquisition Directorate (AD) on behalf of Facilities Services Directorate/Integrated Services Division (FSD/ISD) is conducting market research to locate qualified, experienced and interested businesses from “all” sources including Other than Small Businesses, Small Business, 8(a) Certified Small Businesses, HUBZone Small Businesses, Service-Disabled Veteran-Owned Small Businesses, Women-Owned Small Businesses and Economically Disadvantaged Women-owned Small Businesses to provide Personal Property Appraisal Support Services.

Background

ISD provides guidance to DoD executive level employees regarding the acceptance and retention of gifts and decorations offered by foreign governments and act as liaison between the DoD and General Services Administrations (GSA) for this program. ISD conforms to Federal requirements regarding the receipt and disposition of gifts or decorations by foreign governments to federal employees, their spouses, or dependents and to report documentation of all gifts received from foreign governments.

Sources Sought Notice

This Sources Sought Notice is for informational purposes only. It is not to be construed as an obligation on the part of Washington Headquarters Services /Acquisition Directorate (WHS/AD). In order to proactively plan for future requirements, WHS/AD is conducting market research to locate qualified, experienced, and interested parties who have the capability to provide Personal Property Appraisal Support Services.

This Sources Sought Notice is not a request for proposal (RFP) nor does it restrict the Government as to the final acquisition strategy. No contract will be awarded from this announcement. No reimbursement will be made for any cost associated with providing information in response to this announcement. At this time no solicitation exists. Therefore, please do not request a copy of the solicitation. Responses in any form are not offers.

The Government will not reimburse respondents for any costs incurred in preparation of a response to this notice.

The acquisition has an estimated dollar value range of $300,000 – 320,000.

The applicable North American Industrial Classification System (NAICS) code assigned to this procurement is NAICS: 541990, All Other Professional, Scientific, and Technical Services Small Business size standard of $16.5 million.

Service Requirement Critical Tasks/Elements

Interested parties submitting a response to this Notice should address performance of the following Service Requirement Critical Tasks/Elements in their capabilities statement.

Interested parties are requested NOT to submit marketing materials; but rather, speak directly and specifically to the required capabilities and service requirement critical tasks/elements outlined below:

Service Requirement Critical Tasks/Elements:

• Conduct on-site inspection of all gifts, including taking detailed notes, photographs and provide a value to each item relative to the current Retail Value United States (RVUS) market. Upon initial review, all gifts are assigned a pending value.

• Conduct research as necessary to authenticate and validate the item to ensure a fair

RVUS market value. Supplementary written documentation based on newly discovered facts of appraised gifts will be submitted to complete the appraisal process.

• Prepare and submit an annual “Year-End” report of all gifts appraised the previous calendar year, to include all pertinent information in appraisals with detailed gift descriptions, origin of gift, market value determination, barcode number, presenter title and country, recipient title and country.

• Provide expert testimony in any legal or quasi-legal proceeding pertaining to any gift received by the Department of Defense, if required.

• Ability to work “on-call”. “On-call” refers to the possibility of being asked to perform an appraisal with only 48 hours of notification for special circumstances.

Interested parties having the capability to support a requirement for Personal Property Appraisal Support Services, please submit capability statements to the following email address:

Responses must be submitted no later than, March 19, 2020 at 10:00 AM (Eastern). Capability statements will not be returned. No telephone requests will be honored.

Please provide the following information:

1. A brief three to five page synopsis of similar work performed.

2. DUNS and CAGE Code Number.

3. Company name and address.

4. Company Point of Contact, phone number and email.

5. NAICS codes associated with the company.

6. Socio-economic categories associated with the company (e.g., 8(a), SDB, VOSB, WOSB, etc.).

7. Identify contracts your company has been awarded under NAICS: 541990, “All Other Professional, Scientific and Technical Services”. Additional information on NAICS codes can be found at www.sba.gov.

8. Recommended/suggested NAICS codes for this effort.

9. Identify if your company has any pre-existing contract vehicles and the contract number for similar services.

10. Point of Contact name, phone number, and emails of individuals who can verify the demonstrated capabilities identified in the responses.

Proprietary information and trade secrets shall NOT be submitted as part of a response.

Please be advised that all submissions become Government property and will not be returned.

All Government and contractor personal reviewing Sources Sought responses will have signed non-disclosure agreements and understand their responsibility for proper use and protection from unauthorized disclosure of proprietary information as described in 41 USC 423. The Government shall not be held liable for any damages incurred if proprietary information is submitted, as it is clearly stated this type of information shall NOT be submitted.
