Special Project Specifications Cordova Ranger District 2022 Road Maintenance
Section 811. – SURFACE MAINTENANCE
Description
811.01 Re-establish roadway surface drainage and remove potholes and surface irregularities from native or aggregate surfaced roads including traveled way, shoulders, turnouts, intersections and parking areas.
Construction Requirements
811.02 Performance Standards.
• Road surfaces shall be graded to maintain or re-establish drainage perpendicular to roadway centerline.
This shall be accomplished by constructing cross-grade in the form of a road crown with slope of 5% minimum on each side, or single direction cross-grade of 3% minimum, 6% maximum, such as for super elevation on curves. In general, all roads should be crowned except on higher-speed curves and where no ditch is present on the uphill side of a road traversing a side-hill. Any constructed cross-grade shall shed water to a location that carries it away from the roadway such as a constructed ditch with culverts or a natural slope away from the roadway. If ground is too flat to provide natural drainage away from the roadway a crown shall be constructed to divert water off the driving surface as much as possible.
• In large parking areas, it may not be possible to achieve 5% minimum slope due to grade control of the site. Provide as much drainage slope as possible for large parking areas or turnarounds.
• The finished surface shall have no windrows or depressions over the entire road surface. The road shall have a constant cross-grade measured from the centerline to the shoulder for crowned sections and from shoulder to shoulder in single cross-grade sections.
• Finished road surfaces shall have no ruts, rills, washboard or potholes.
• In areas with potholes, ruts or other surface depressions the road surface shall be cut down to below the full depth of potholes, ruts or other surface depressions and re-established to near the original finished elevation, while also meeting the crown or cross-slope requirements defined above. This will produce even compaction of the material throughout the road depth and cross-section, reducing the likelihood of potholes forming in the same locations.
• Suitable materials that may have been transported to the shoulder or elsewhere by traffic shall be recovered and incorporated into the surface. In some cases, material on the shoulder will have vegetation growth on it which will need to be processed out after material is brought back into the roadway.
• Unsuitable materials, such as large rocks, wood, sod and vegetation and shall be removed and disposed of as directed by CO.
• Grading shall be accomplished without segregation of gravel surfacing.
811.03 Compaction. All surfaces shall have adequate moisture content for compaction and be compacted uniformly across the surface, through the entire depth of graded material. See Schedule of Items and/or Road Listing for designation of compaction method. Unless Compaction Method B is designated in the SCHEDULE OF ITEMS and Road Listing, all traveled ways requiring compaction shall be compacted by Method A. Compaction shall commence immediately following blading. Compaction methods are:
Compaction Method A: By breaking track while operating equipment on the traveled way.
Compaction Method B: Operate 7-10 ton pneumatic, steel or equivalent smooth wheel vibratory roller over the full width for three complete passes or until visual displacement ceases, whichever is greater.
811.04 Watering. The Contractor shall apply water to the road surface to the full extent necessary to maximize the compaction potential of the surfacing material and to prevent segregation of the surfacing material during blading operations.
• Contractor may elect to obtain water from government and/or non-government sources other than those designated (if any) in the Work Listing. Government water sources are subject to approval by the Government. Non-government sources require approval by the Government for use as a source.
• Contractor is responsible to obtain the right to use the water from all sources.
• Draft hoses used to extract water from Government sources shall be tightly fitted with screens having openings no larger than 3/32 inch.
• Water shall be extracted from streams in such a manner that a flow, adequate for fish survival, is maintained at and below the point of extraction. Water extraction means and equipment shall not change or remove stream bed or habitat materials at or adjacent to any point of water extraction.
• Water must be clean, free of oils, hazardous chemicals, or any known pollutant agents.
811.05 Notification of Contract Personnel. Contractor shall notify the COR three working days prior to the day of beginning work on a road in order to coordinate inspection activities during Forest Service business hours, unless otherwise approved in writing by the Contracting Officer.
811.08 Location of Work. As specified in C.4 Project Location, shown on the attached Road Grading Map, or as ordered by the Contracting Officer.
Measurement
811.07 Measurement for blading will be by the linear mile measured along the centerline of the roadway.
Measurement will be measured to the nearest one-tenth (0.1) mile for each road. No additional measurement will be made under this section for watering or compaction.
Payment
811.08 The accepted quantities will be paid at the contract unit price per linear mile. Payment will be full compensation for sections of road meeting all requirements prescribed in this Section.
Section 813. – SPOT SURFACING AND AGGREGATE PLACEMENT
Description
813.01 Load, haul, place and compact surface and sub base material to repair or stabilize road. Place Spot Surfacing in locations designated by the COR.
Material
813.02 Provide material conforming to the following:
Aggregate Surfacing: Provide crushed stone or crushed gravel, consisting of sound, tough, durable pebbles or rock fragments of uniform quality, free from clay balls, organic matter, or other deleterious matter. Aggregate Surfacing material shall bear the qualities shown in Table 1 below and conform to the gradation of one of the grading designations shown in Table 2 below.

Sub Base Aggregate: Provide pit run aggregate, consisting of sound, tough, durable pebbles or rock fragments of uniform quality, free from clay balls, organic matter, or other deleterious matter. Aggregate material shall bear the qualities shown in Table 3 below and conform to the gradation of one of the grading designations shown in Table 4 below.

Construction Requirements
813.03 Spot surfacing and aggregate placement is complete when the designated quantity of the ordered material has been placed, shaped and compacted.
Surfacing shall be distributed across the identified area with a minimum compacted thickness of 4 inches but not greater than 6 inches, except where transitioning back to original road surface.
Subbase shall be distributed across the identified area with a minimum compacted thickness identified in the Schedule, except where transitioning back to original road surface. Construct compacted lifts of not more than 12 inch depths, until designated depth is achieved.
Construct a gradual transition of approximately 50 feet at the ends of spot surfacing and subbase sections as measured along the direction of traffic.
Procedures for compaction shall follow those described in Section 811.03, Compaction Method B.
Requirements and procedures for watering shall follow those described in Section 811.04.
813.04 Location of Work. Place surfacing in the locations shown on the Road Listing or as directed by the COR.
Measurement
813.05 Measurement under this Section will be made by the total number of units for each item listed in the Schedule of Items, placed, compacted and accepted. The type of units will be one of the following and will be designated in the Schedule of Items.
A. The quantity will be the number of cubic yards measured in the vehicles, or square yards of aggregate placed and compacted. Measure each truck to determine volume of load. Provide a certified ticket for each load with the following information:
• Vehicle hauled in
• Volume hauled
• Material type hauled
• Location placed
• Date and time placed
• Source location B. Material measured by the ton shall be verified by certified weight tickets. The Contractor shall provide certified weight tickets to the COR.
Payment
813.06 The accepted quantities will be paid at the contract price per unit of measurement for the Section 813 pay items listed in the schedule of items. Payment will be full compensation for the work prescribed in this Section.
