X-BAND ACTIVE APERTURE ARRAY (XAAA) POST-DELIVERY SUPPORT
STATEMENT OF WORK (SOW)
1.0 BACKGROUND
The Office of Secretary of Defense (OSU) Office of Foreign Comparative Testing partnered with the Office of Naval Research Code 31 to test and evaluate a prototype X-Band active phased array antenna produced by SAAB AB, Surveillance in Gothenburg, Sweden. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD) requires SAAB Defense and Security (SDAS) to provide post-delivery support to aid NSWCDD with integration, test and evaluation.
| 2.0 | APPLICABLE DOCUMENTS |
| 2.1 | Export License 050662926 (TA-0767-18) for the transfer of technical information and defense services necessary for Saab Defense and Security USA LLC (SDAS)and Saab AB – Surveillance to collaborate on development of a Swedish origin X-Band Active Electronically Scanned Array Antenna (AESA) to meet the U.S. Navy’s requirements. |
| 3.0 | REQUIREMENTS |
| 3.1 | The Contractor shall provide on-site support for the testing and evaluation of the Saab X-Band Active Array Antenna (XAAA). The support shall consist of the following: |
| 3.1.1 | Assisting with the integration of XAAA with test equipment (receiver-exciters and control), |
| 3.1.2 | Assisting with troubleshooting XAAA operation, |
| 3.1.3 | Assisting with test and evaluation, |
| 3.1.4 | Updating antenna firmware for maintenance and feature additions (if applicable), |
| 3.1.5 | Liaising to clarify the operation and technical details of the XAAA, and report issues, reviewing government test and evaluation results and data upon request. |
| 3.1.6 | The Contractor shall provide input via email to technical reports and/or memos to communicate information about topics related to all tasks. |
| 3.2 | The Contractor shall coordinate with the technical point of contact to complete this work. |
NOTE: In accordance with TA-0767-18, referenced in section 2.1, documents with export-controlled technical data released to Saab AB MUST be reviewed and approved by the DOD controlling Office (USN ONR) and authorized Foreign Disclosure Officer (FDO). Appropriate distribution statement must be applied prior to release.
| 3.4 | The Contractor shall provide each Contractor employee with the personal protective equipment required to do their job safely and in compliance with all applicable regulations. |
| 3.4.1 | All contractor personnel shall maintain social distancing and wear a facemask at all times while onsite at the NSWCDD base until or unless notified otherwise by the government. |
| 4.0 | DATA DELIVERABLE |
The Contractor shall provide data IAW CDRL A001.
5.0 GOVERNMENT-FURNISHED PROPERTY/MATERIAL/INFORMATION (GFP/GFM/GFI)
The Government will provide test/evaluation results and data required to perform this work.
6.0 SECURITY
The highest security level for this project is UNCLASSIFIED // FOR OFFICIAL USE ONLY.
7.0 TRAVEL
The contractor will be required to travel in performance of this contract. The number of trips and types of personnel traveling shall be limited to the minimum required, or as stated below, to accomplish work requirements and shall be coordinated with the technical point of contact. All travel shall be conducted in accordance with the Federal Travel Regulations (FTR). The following travel is anticipated: One (1) personnel, two (2) trips, for five (5) days each to the NSWCDD located in Dahlgren, Virginia.
| 8.0 | PERIOD OF PERFORMANCE |
| 8.1 | Period of performance is limited to two (2) 1-week duration events, which may involve travel described in section 6 which occur over a 3-month time span starting at contract award or approximately 27 July 2020 whichever is later. The events may be back-to-back at the discretion of the government. |
| 8.2 | The Contractor shall notify the government at least 48 hours in advance of event start if the required personnel are not available for an event when possible. |
