About this file
This document is a Requirements Document for the repair of a vertically polarized telemetry antenna located atop a 205-foot tower at Holloman High Speed Test Track, Building 1161. The 704th Test Group and 846th Test Squadron operate this facility and require the antenna to be functional for telemetry data transmission during various tests.
The contractor shall evaluate and troubleshoot the antenna system, identify any malfunctioning components, and provide a proposal to restore the system to operational condition. The system includes the vertical antenna, coaxial cabling, bandpass filter, low noise amplifier, and DC injector/pickoff components. The contractor must be capable of repairing or replacing all system components. The inspection and evaluation are required to be completed within 14 days of contract award, with any additional over and above work to be addressed prior to being exercised. The federal contract opportunity, Solicitation FA9101-24-Q-B048, is being issued by the Department of the Air Force Materiel Command Test Center for this antenna repair requirement.

TELEMETRY ANTENNA REPAIR BUILDING 1161
Holloman High Speed Test Track
Requirements Document
For
704th Test Group/846th Test Squadron
10 June 2024
1.0 PURPOSE
The 704th Test Group (704 TG) mission is to be the premier provider of unique test and evaluation capabilities relevant to tomorrow’s warfighter through world-class people improving technical excellence, cost-effectiveness, and agility. The 846th Test Squadron (846 TS) is assigned to the 704 TG. The 846th Test Squadron which operates the Holloman High Speed Test Track conducts various tests which require telemetered data to be transmitted from a moving rocket sled to a central facility commonly known as the Track Data Center (building 1161). The vertically polarized antenna atop a 205 foot tower is currently inoperable and requires repair. Telemetry data is crucial to mission success for numerous programs.
2.0 SCOPE
2.1 Initial Inspection and Evaluation
2.1.1 The contractor shall evaluate and troubleshoot the cause of malfunction on a vertically polarized telemetry antenna located atop a 205-foot-tall tower at building 1161. Building 1161 is located at the Holloman High Speed Test Track. The entire system will need to be tested and evaluated from the telemetry ground station all the way to the antenna. If problems are located during evaluation and found to be something minor (loose connector, wire, etc.) they should be corrected during the evaluation. The contractor must be capable of repairing and/or replacing all components listed in sections 3.0 and 4.0 of this document.
2.1.2 The contractor shall identify any malfunctioning components and provide a detailed listing of additional recommendations to restore the system to operational condition if needed.
2.2 Over and Above Work
2.2.1 The contractor shall provide a proposal for the equipment and labor required to restore the system to operational condition if needed after the initial inspection and evaluation.
2.2.2 Additional recommended work will be considered over and above work and may be authorized upon approval by the Government. Price and schedule for the over and above work will be addressed prior to the option being exercised as needed.
3.0 SYSTEM DESCRIPTION
There are four antennas on the top of the 205 ft. tower (vertical, horizontal, left circular, and right circular).
Each antenna is connected to the telemetry ground station utilizing LDF4-50A coaxial cable. Each antenna has its own pre-amp and bandpass filter located in a single enclosure adjacent to the antennas. The pre-amps are powered by 12 volts DC which is injected into the coaxial cable on the telemetry ground station side. A DC pick-off is located on the antenna side inside the pre-amp enclosure to provide 12 volts DC to the pre-amps.
