SECTION SF 30 - BLOCK 14 CONTINUATION PAGE

The following have been added by full text:

QUESTIONS & ANSWERS

Q1. PWS Section 3 – Government Furnished Equipment is mentioned, but specific assets are not listed. Can the Government provide a list of the specific equipment?

R1. See amended PWS, paragraph 3.4.

Q2. PWS Section 5 – Gives specific tasks that are associated with operating and maintaining the ‘Gunfighter Gym’ in Del Din. Paragraph 5.1.20.1 identifies the synthetic weapons that are being utilized. It is the Government intent for the contractor to maintain these assets or provide them as well.

R2. Section 5 of the PWS gives specific tasks for operating and maintaining the Advanced Combat Marksmanship and Advanced Marksmanship. It is the Government’s intent that the contractor provide and maintain the required assets.

Q3. Under the current contract support, the estimation was 4 full time employees to support the mission. Is the Government’s estimate to be the same?

R3. The Contractor is required to ensure that continuous services are provided during a 5 day work week, in accordance with the PWS. It will be the contractor’s responsibility to determine the level of effort required to comply with the PWS.

Q4. If the assets in the ‘Gunfighter Gym’ are Government assets, is there a memorandum of agreement in place for the software changes and upgrades will be made available to the Government staff in order for the contract team to receive the required updates to apply to the system?

R4. The Government will provide only what is listed in PWS, Part 3 ‘Government Property and Services”.

Q5. Is the Government’s goal to utilize the equipment in place and the contractor provide the subject matter expert personnel?

R5. The current equipment in place is the incumbent contractor’s equipment and is not Government Furnished Property. The Contractor is required to provide their own equipment and personnel, in accordance with the PWS.

Q6. What contractor vehicles are currently being used to support the contract?

R6. The Government does not supply any vehicles to the contractor at this time. The contractor is responsible for any vehicles required, in accordance with the PWS.

Q7. We had a question regarding the recoil system for proposed weapons. Is it acceptable to use an electro-mechanical recoil system that does not use or produce any gas?

R17. Yes, see amended PWS, paragraph 5.1.5.1.

Q8. We are seeking clarification on section 5.1.3.1. There appears to be a clear error in the desired training area size specification. Note that the section specifies a 40 ft by 40 ft area or a 40 ft radius training area (1600 sqft). The 40 foot radius would result in a 5000 sqft area. Please verify that the intended radius is indeed 20 ft which would more closely match the desired training area of 40ft x 40ft.

R8. See amended paragraph 5.1.3.1 of the PWS.

d. Tradeoffs are not permitted.

e. The quoters must provide all required information or the quote will not be considered.

h. Quoters may be asked to clarify some issues regarding the non-price factors to enhance U.S. Government understanding of them. Such clarifications shall NOT be used to cure quote deficiencies or material omissions, enter into discussions, and/or otherwise revise the quote.

i. Before awarding, the Government will make a responsibility determination by analyzing whether the apparent successful quoteor complies with the requirements of FAR subpart 9.104.

j. The evaluation will be conducted in two phases. In Phase One, quotes will be reviewed by the Contracting Officer to ensure that all documents and signatures requested in Volumes I through III outlined in the solicitation have been submitted. B. EVALUATION APPROACH: Non-price factors are evaluated on an Acceptable/Unacceptable basis, assigning ratings of “acceptable” or “unacceptable” as defined below:

Acceptable Quote clearly meets the minimum requirements of the solicitation

Unacceptable Quote does not clearly meet the minimum requirements of the

1. VOLUME I – FACTOR I: EXPERIENCE

1. To be determined acceptable in this factor the quoter shall demonstrate that they have experience in providing relevant projects that are similar to the services required in this solicitation, and completed within five (5) years of the solicitation release date, as identified in Page 1, Block 6 of this solicitation.

The quoters shall provide contract information of at least one (1) but not more than three (3) relevant projects currently being performed or completed within five (5) years of the solicitation release date.

a. Relevant projects are those that meet the Tasks detailed in Section 5 of the PWS. The project submitted shall include a narrative of the scope, the amount, the completion date and a client’s point of contact.

b. The quoter shall also submit a visual rendering detailing the system configuration and show how soldiers will use the simulator.

c. If the quoter is a Pool of Firms (Consorzio)/ATI, relevant experience should be submitted for at least one (1) but no more than five (5) projects completed by each firm in the Pool of Firms

(Consorzio)/ATI entity, within five (5) years of the solicitation release date.

d. It is the quoter’s responsibility to clearly explain and demonstrate to the Government how its work experience (and the experience of each teaming partner, if applicable) in each submitted project is relevant to the contract requirements in this solicitation.

e. If proposing as a Pool of Firms (Consorzio/ATI), each associated firm shall submit its own mandatory documentation in accordance with paragraphs a,b,c above, along with the below listed required documents/certificates:

i. A copy of the notarized legal document that established the Pool of Firms (Consorzio/ATI).

This evaluation factor will be rated on an acceptable/unacceptable basis.

2. VOLUME II – FACTOR II: PAST PERFORMANCE

Evaluation: Past performance will be evaluated to determine if the quoter and any major subcontractors have performed favorably for previous contracts of a similar scope as the services required in this solicitation. The Government will evaluate a quoter’s past performance to determine if past performance evaluations and all other past performance information reviewed by the Government (see below) reflect a trend of satisfactory performance. The quoter’s past performance record must be determined to be acceptable or neutral in order to be considered for award. Quoter(s) must demonstrate successful past performance of the quoter and any major subcontractors or partnerships as evidenced by information gathered concerning at least one (1) but NO MORE than three (3) contracts and subcontracts completed or ongoing within five (5) years from the solicitation release date as identified in Page 1, Block 6 of this solicitation, which are similar to the services requested in this solicitation. Quoter(s) must submit the information as per Attachment 1 (Past Performance Questionnaire) for each of the contracts provided. If there are subcontractors or partnerships, they will be evaluated in the same manner as the Prime.

Past performance will be rated on an acceptable/unacceptable basis using the following ratings:

Rating Description

Acceptable Based on the quoter’s performance record, the Government has a reasonable expectation that the quoter will successfully perform the required effort, or the quoter’s performance record is known (see note below).

Unacceptable Based on the quoter’s performance record, the Government does not have a reasonable expectation that the quoter will be able to successfully perform the required effort.

Note: In the case of a quoter without a record of relevant past performance or for whom information on past performance is not available or so sparse that no meaningful past performance rating can be reasonably assigned, the quote may not be evaluated favorably or unfavorably on past performance. Therefore, the quoter shall be determined to have unknown (or “neutral”) past performance. In the context of acceptability/unacceptability, a neutral rating shall be considered acceptable.

a. If the quoter is a Pool of Firms (Consorzio)/ATI, past performance should be submitted for at least one (1) but no more than three (3) projects completed by each firm in the Pool of Firms (Consorzio)/ATI entity, within five (5) years from the solicitation release date and that are similar to the services requested in this

b. In case of Pool of Firms (Consorzio)/ATI, all proposed partners will be assessed individually and the results will then be assessed in their totality to derive the quoter’s past/present performance.

c. The Government may consider past performance information from other sources such as: the quoter's former customers, business associates, federal, state, and local government agencies; the Past Performance

Information Retrieval System (PPIRS), Federal Awardee Performance and Integrity Information System

(FAPIIS), or other databases; interviews with Program Managers and Contracting Officers.

d. While the Government may elect to consider data from other sources, the burden of providing detailed, current, accurate and complete past performance information rests with the quoter.

3. FACTOR III – PRICE (SOLICITATION/CONTRACT/STANDARD FORM 1449)

a. The price quote will be evaluated but not rated. The price quote will be evaluated separately from the non-price factors. An assessment of the reasonableness of each proposed price will be made. The individual items/services of the CLIN will be totaled to determine the quoter’s total proposed price.

The quote will be reviewed to determine the reasonableness of price and the quoter’s understanding of the work and ability to perform the PWS requirement.

b. A price reasonableness approach will be utilized by the Government to determine that the proposed prices offered are fair and reasonable and that a “buy-in” or unbalanced pricing between CLINs or option periods is not occurring.

c. The base period and all option years shall be included in the price calculation. Should the Government determine proposed prices are unrealistically low (an indication of “buy-in”), this will be considered a performance risk and may be deemed ineligible for contract award.

d. In evaluating price reasonableness, other than cost and pricing data shall be utilized.

e. As part of price evaluation, the Government will evaluate its option to extend services (see FAR

Clause 52.217-8) by adding six (6) months of the quoter's final option period price to the quoter's total price. An assessment of the reasonableness of each proposed price will be made. The Contracting

Officer will perform a price analysis of each quote. Quoters are required to price the base and option periods. Quoters shall not submit a price for the potential six (6) month extension of services period.

The Government may choose to exercise the extension of services at the end of any performance period (base or option periods).
