AMENDMENT 0002

a. The purpose of this amendment is to answer industry questions. In answering these questions, the Performance

Work Statement, Section L Instructions, Conditions and Notices to Bidders, Section M Evaluation Factors for Award, and Attachment 1 – Detailed Range Listing, have been revised. In addition, FAR 52.204-8 Annual Representations and Certifications has been included in Section K, and DFARS 252.223-7999 Ensuring Adequate COVID-19 Safety Protocols for Federal Contractors (Deviation 2021-O0009) has been added by reference to Section I.

b. The industry questions and answers are below.

Question #1: RFP Section B, page 4. Is it correct to assume that PWS 5.7.7 Communication Electronics is not included in CLIN 0003 where PWS 5.7.5, 5.7.6, 5.7.8, 5.7.9, 5.10 and 5.11 are priced?

Government Response #1: The PWS references for CLIN 0003 Range Operations – LRC Funded have been revised. The applicable PWS references are now: PWS 5.7.4 Vehicle Maintenance, PWS 5.7.5 Small Engine and Generator Maintenance, PWS 5.7.7 Communications and Electronics Maintenance, and PWS 5.7.8 Automated Data Processing Equipment (ADPE) and Cameras Maintenance.

Question #2: PWS 1. and 5.1.9, Pages 19 and 46. PWS 5.1.9 states “The contactor under this PWS is responsible for identifying course or service road maintenance, limit markers, rails for movers, Line of Sight, or any other part of Real Property for these ranges and reporting them to the COR for forwarding to the proper agency to initiate the process for repairs.” This confirms that actual repair will not be performed by the contractor but only reporting /submitting work order is required. Is this correct as it seems to conflict with PWS 1.0 which states “The Contractor shall provide … range repairs and Grounds Maintenance for the Instrumented Ranges…”?

Government Response #2: The Contractor will be expected to provide range course and service road maintenance, limit marker repairs, Line of Sight beyond five meters from the pit within scope of this PWS and equipment capability. Reporting to the COR for referral to the proper agency is required for projects beyond the capability of the GFP provided under the contract.

Question #3A: PWS 1.6.3.1 and PWS 5.13.12 Deliverable table, and Section L.C.3.(b).(3).G, Pages 23, 56 and 93.

PWS 1.6.3.1 states “A Safety Plan shall be submitted in writing to the COR for approval by the KO within five (5) business days after contract award date.” PWS 5.13.12 states, under Frequency, “Initial as part of its proposal” but under due date it states “Within 5 business days after contract award.” Finally, Section L states “The offeror shall submit its safety plan to include: to include…” Requirements are in conflict. Please clarify when the Safety Plan is to be submitted.

Government Response #3A: The sample Safety Plan is part of the proposal for review for source selection.

However, the final Safety Plan (formal submission to the KO for approval) can only be accomplished after contract award. “Within 5 business days after contract award”

Question #3B: As written, Section L requires a Safety Plan plus additional topics listed in L.C.3.(b).(3).G. The topics listed in L.C.3.(b).(3).G are usually part of a complete competent Range Safety Plan. Where should the complete plan be included in our submission, since these plans are likely 20+ pages on their own?

Government Response #3B: The sample Safety Plan submitted with the proposal shall not exceed the limits stated in the Request for Proposal (RFP). If the page limits are exceeded, the pages in excess of the limit shall be removed and will not be evaluated.

Question #4: PWS 1.8.1 and PWS 5.13.12, Pages 24 and 57. PWS 1.8.1 states “The QCP shall be submitted to the COR for approval by the KO within five (5) business days of contract award.” However, PWS 5.13.12 Deliverables states “Within 30 days of start of Period of Performance”. With conflicting information, please clarify when the QCP is due.

Government Response #4: PWS 5.13.12 was revised to state within five (5) business days of contract award.

Question #5: PWS 1.11.1, Page 26. PWS 1.11.1 states “DS/GS personnel… are level III certified in electrical systems operations.” It provides no guidance as to the source or authority of this Level III certification. Please provide additional details on this Level III certification, who issues it and any other details available.

Government Response #5: The Level III certification was removed from the PWS, section L and section M of the

RFP.

Question #6A: PWS 1.15.1.8, 1.15.2.1 and PWS 1.15.3, Pages 27 and 28. PWS 1.15.1.8 states “…the Contractor for 60 calendar days prior to the commencement of full performance for observation and for Phase-In requirements”, PWS 1.15.2.1 states “The Contractor shall commence performance of work on any individual part or range, upon completion of Phase-In for that part or range.” and PWS 1.15.3 states “Phase-Out. The period of performance for phase-out is still considered full performance.” These PWS paragraphs raise several questions:

These seem to imply that during the phase-in, two different contracts will have contract performance responsibilities. Please clarify.

Government Response #6A: The Phase in period for the new contractor is the period of transition that will include a joint inventory of GFP with the incumbent, personnel hiring, operations observation that will enable the new contractor to assume full performance on day 61. Phase out is the period in which the incumbent conducts joint inventory of GFP to be transferred to the new contractor while continuing full performance responsibilities until their period of performance is completed on day 60 of the new contractor’s Phase in. Also, PWS 1.15.3 was revised to remove the first sentence that stated, “The period of performance for phase-out is still considered full performance.” The period of performance end date for CLINs 4002, 4004 and 4005 was revised from 28 February 2027 to 31 December 2026.

Question #6B: This seems to imply the new contractor has to staff to support some level of routine range O&M during the Phase-in period. Please clarify.

Government Response #6B: The Phase in period for the new contractor is the period of transition that will include a joint inventory of GFP with the incumbent, personnel hiring, operations observation that will enable the new contractor to assume full performance on day 61. Phase out is the period in which the incumbent conducts joint inventory of GFP to be transferred to the new contractor while continuing full performance responsibilities until their period of performance is completed on day 60 of the new contractor’s Phase in.

Question #6C: PWS 1.15.1.8 states “…phase in for observation, hiring and inventory” however, PWS 1.15.2.1 states “will also include actual contract performance” which is conflicting. Please clarify.

Question #7: PWS 4.3.1 and 5.8, Pages 42 and 51. The Draft PWS issued 11 March 2021 with the Sources Sought has PWS 5.8 titled “Supply and Support Services”. PWS 5.8 is now just “Support Services” and several sub-paragraphs discussing supply actions and requirements have been removed from the PWS. The only supply actions discussed elsewhere in the PWS seems to be at 4.3.1. Are these the only supply actions required? Please clarify.

Government Response #7: PWS 4.3.1 does not require supply actions.

Question #8: PWS 5.1.10 and all Attachment 9 slides, Pages 46 and Att #9 slide 1, 2 & 3. PWS 5.1.10 states of the UTF “Support will include Target Mechanisms, Target Control Devices, Battlefield Effects Simulators, operation of the facilities light, ventilation system and communications support.” Attachment 9 slides do not show number or location of where the target mechanism, target control or battlefield effects simulators are placed. Please provide number and location of the target mechanism, target control or battlefield effects simulators.

Government Response #8: There is no specific pre-determined number of targets or locations within the UTF. The requirements for those devices and locations within the facility are determined by the Unit in the planning and execution of their training.

Question #9: PWS 5.7.4 and 5.8.4.1.2, Pages 50 and 52. PWS 5.7.4 defines the vehicle maintenance as “The vehicle fleet is comprised of military and commercial 4X2 and 4X4 trucks, tractors, commercial type cars and vans,” and PWS 5.8.4.1.2 states “The Contractor shall repair major subsystems, assemblies and component items of tactical/non-tactical, wheeled, commercial vehicles, such as engines, transmissions, transfers…” Both the current contract’s PWS and the draft PWS issued on 11 March 2021 with the Sources Sought stated “The Contractor shall not repair major subsystems, assemblies …” This creates several questions:

Government Response #9: The RFP (Solicitation) is the reference document for your proposal submission, not the Sources Sought draft PWS.

Question #9A: Is it correct to assume we have to perform this level of maintenance on major automotive items for all of the vehicles and heavy equipment in Att. #4 or only 4X2 and 4X4 trucks, tractors, commercial type cars and vans?

Government Response #9A: All vehicle types.

Question #9B: Attachment #4 did not seem to list appropriate tools to perform this level of automotive maintenance. Please clarify.

Government Response #9B: The tools listed on Attachment 4 – Government Furnished Property will be used to accomplish the tasks.

Question #9C: It is unclear if the contractor is to provide sufficient and adequate facilities to conduct this level of maintenance. Please clarify

Government Response #9C: Facilities are provided by the Government.

Question #9D: In order to propose proper staffing numbers and skill levels, can the Government provide workload estimates since this is currently not provided on the current contract?

Government Response #9D: Workload data for 2020 was not completed prior to the RFP. However historical data for 2018 and 2019 are in Attachment 14 – Vehicle Maintenance Welding Target Devices.

Question #10: PWS 5.13.10, 5.13.12 Deliverables, Pages 56 and 59. PWS 5.13.10 requires a Mission Essential Plan “with its offer”, however, there is no mention in Section L where this is to be included. Please provide direction on which volume the MECS Plan should be submitted.

Government Response #10: Section L was revised to add the Mission Essential Plan to Volume I General, TAB D.

Question #11: Section L, A. Proposal Submittal and Inquiries, 1., Page 87. RFP states, “The capacity limit for receipt of files via email is 7MB total file size.” Please clarify if 7MB is total for the four (4) volumes and supporting files.

Government Response #11: The 7MB applies to any email that includes files. If the offeror is sending the email submission with more than 7MB, then the offeror shall send the files in separate email submissions.

Question #12: Section L, Page 89. Considering all the requirements for Volume II Technical, the various plans (Phase-In, Property, QC, Safety), staffing tables (each year), resumes & commitment letters (PM, APM, QCM), and other Technical Volume Inputs, the 35 page limit seems unrealistic. Would the Government please consider increasing the page limit to at least 100-125 pages in order to best accommodate all that is being required to be submitted.

Government Response #12: The Volume II – Technical page count has been increased by 15 pages, from 35 pages to a total of 50 pages.

Question #13: Section L, C. Proposal Preparation Instructions, 2.(c), Page 89. RFP states, “Printing shall be easily readable (12-pitch type or 10 point proportional spacing.)” Please clarify acceptable font size?

Government Response #13: Proposals shall utilize a font size between 12 and 14.

Question #14: Section L, C. Proposal Preparation Instructions, 3.(a), Tab B, B., Page 90. RFP states, “…and 15C shall be filled-in and block 15C shall be signed…” Block 15C does not require signature. Please update.

Government Response #14: This paragraph has been revised, FROM: The SF 30, which is for any amendments to the RFP, shall be submitted fully completed. The offeror is cautioned that blocks 8, 15A, 15B, and 15C shall be filled-in and block 15C shall be signed, in accordance with the instructions on the SF 33 and with Section L, FAR 52.215-1(b), Instruction to Offerors—Competitive Acquisition.

TO: The SF 30, which is for any amendments to the RFP, shall be submitted fully completed. The offeror is cautioned that blocks 8 (inclusive of CAGE code), 15A, 15B, and 15C shall be filled-in, in accordance with Section L, FAR 52.215-1(b), Instruction to Offerors—Competitive Acquisition.

Question #15: Section L.3 (b).(3).A.(1), Page 91. According to the Certified Welding Technologies Inc. website they offer a variety of welding certification in various codes and various welding processes. The RFP is silent on which equipment, processes or codes are required. Would the Government specify what license or certification is required?

Government Response #15: The certification requirement was removed from the PWS, section L and section M of the RFP.

Question #16: Section L, C. Proposal Preparation Instructions, 3.(b).(2), Page 91. RFP states, “The offeror shall address as specifically as possible the actual methodology you would use for accomplishing the PWS tasks.” The Technical Volume contains seven sub-factors to address, with corresponding PWS areas. However, not all PWS Section 5 Specific Tasks are addressed. Please clarify where we should address the additional PWS tasks.

Government Response #16: The offeror shall address Section M - Evaluation Factors for Award in their proposal.

Question #17: Section L, C. Proposal Preparation Instructions, 3.(b).(3).B.(2), Page 91. RFP states, “…PWS 1.6.2 through PWS 1.6.2.10, PWS 1.16.1, and PWS 5.7.1.” PWS 1.6.2.10 is missing, please update.

Government Response #17: Section L and section M have been revised to replaced 1.6.2.10 with 1.6.2.9 as shown below.

Section M - The Government will evaluate the adequacy of the offeror’s Logistics approach. The Government will evaluate whether the approach provides a complete explanation of Support, Shipping & Receiving, Issue and Turn- In, and physical security of property in a manner that demonstrates an understanding of accountability of equipment and materials. PWS 5.8 through PWS 5.8.5, PWS 1.6.2 through PWS 1.6.2.10, PWS 1.16.1, and PWS 5.7.1.

Section M - The Government shall evaluate the adequacy of the offeror’s Logistics approach. The Government shall evaluate whether the approach provides a complete explanation of Support, Shipping & Receiving, Issue and Turn-In, and physical security of property in a manner that demonstrates an understanding of accountability of equipment and materials. PWS 5.8 through PWS 5.8.5, PWS 1.6.2 through PWS 1.6.2.9, PWS 1.16.1, and PWS 5.7.1.

Question #18: Section L.C.3.(b),(3).A and L.C.3.(b),(3).D.(3). a-c, Pages 91 and 92. Section L seems slightly disorganized in that there is a Sub-factor 1: Personnel Qualifications that includes only Welders and UTF and another section Personnel under Sub-factor 4: Management Approach that includes the PM, Alt. PM, QCM and the DS/GS personnel. For ease of evaluation and flow of proposal response, please consider consolidating the two Personnel areas.

Government Response #18: Section L., C. Proposal Preparation Instructions, 3. Proposal Content, (b) Volume II - Technical, (3).D. Management Approach, (3) Personnel, a-c, Page 92, was moved from Sub-factor 4: Management Approach to Sub-factor 1: Personnel Qualifications.

Question #19: Section L.A (1) and (2) and Section M.c.(2).A, Pages 91 and 99. It is unclear how the Government plans to “evaluate personal qualifications for welders to ensure the company can provide welders who are licensed or certified by Certified Welding Technologies Inc., National Certification and Testing Bureau. PWS 1.5.1” and “evaluate personal qualifications for Underground Training Facility (UTF) personnel to ensure UTF personnel are trained and certified in accordance with OSHA and MSHA” since resumes for these positions (assuming multiple personnel for each area) are not required. In order to review qualifications, would the Government please consider revising Sections L and M to require the inclusion of resume and commitment letters of these personnel?

Government Response #19: Section L and section M of the RFP were revised for welders, UTF personnel, and DS/GS to require resumes and four years of experience.

Question #20: Section L.3 (b).(3).D.(3).c, Page 92. It says “The offeror shall provide company qualifications for the Direct Support/General Support (DS/GS) personnel that demonstrates they possess a minimum of four years of experience in electrical system operations, and are level III certified in electrical system operations.” It is unclear what is meant by “company qualification”, especially since most of the personnel will likely be qualified incumbents and only the current contractor has their training and certification records. Please clarify what is expected to provide company qualifications.

Government Response #20: See the Government Response #19.

Question #21: Section M.c.(2).B.(3), Page 99. It says “The Government will evaluate whether the expertise demonstrates understanding of…” It is unclear how the expertise demonstrates understanding unless detailed explanations of operations and maintenance (O&M) (processes and procedures) of the various ranges/target systems is included. Please clarify what is expected to demonstrate expertise?

Government Response #21: This paragraph has been removed and consolidated with Sub-factor 3: Corporate Experience. Section L and M have been revised to clarify the Government’s expectation.

Question #22: Section M.c.(2).D. (c), Page 100. It is unclear how “The Government will evaluate company qualifications for the Direct Support/General Support (DS/GS) personnel to verify they possess a minimum of four years’ of experience in electrical system operations, and are level III certified in electrical system operations.” with no resume requirements. Please consider revising Sections L and M to require the inclusion of resume and commitment letters so the evaluators can review their qualifications.

Question #23: Attachment 4 Non-serially managed items and PWS in general and PWS 5.13.12, Page PWS 56. All references to dirt work that was in the Draft PWS issued on 11 March 2021 has been removed. However, Attachment 4, both Serially Managed items and Non-Serially Managed items, have dirt work/construction equipment listed (bobcats, scoop loaders, backhoes, forestry tree cutter, and road graders). It is unclear from the PWS what exactly is the dirt work requirements (e.g. does it include inter-range tank trails, range course and trail roads, berm repair, parking lots, etc.). Attachment 23’s descriptions are too cryptic and vague to understand what work was actually performed. Please clarify what exactly are the dirt work requirements.

Government Response #23: Minor course road and service road repairs; line of sight and fire mitigation activities involving vegetation control.

Question #24: Attachment 22 Wage Determination, Hazardous pay differential, Page 9. To ensure a uniform interpretation of what constitutes an acceptable and uniform interpretation and application of this requirement specifically on the Fort Hood Range contract, please define the times or conditions when the hazardous pay differential should be calculated into the wages? (e.g. only when loading/unloading battlefield simulators, anytime someone goes past the firing line down range, or when only performing dirt work down range, or some other condition/time).

Government Response #24: Anytime someone goes past the firing line down range.

Question #25: Attachment 22 Wage Determination, Holidays, Page 8. This WD provides only 10 holidays and does not include the new Juneteenth Federal Holiday. Please clarify, for pricing purposes, if we should comply with the WD of only 10 holidays or use 11 holidays?

Government Response #25: There is a new federal holiday, June 19th so we anticipate 11 federal holidays to be incorporated into any proposals.

Question #26: Section L, 3. Proposal Content, © VOL III – Past Performance, Page 94. The Government states that “Sheets are limited to three pages per reference. The offeror shall list up to three contract numbers, per offeror, for the largest relevant efforts.” What is the maximum number of relevant contracts an Offeror’s team may submit?

Government Response #26: The maximum number of relevant contracts that an Offeror’s team may submit is three.

Question #27: Section B CLINs 0001, 0003, Pages 3 and 4. CLIN 0001 states “The Contractor shall provide all labor resources necessary to perform tasks associated with range operations, maintenance and repair, and support services, in accordance with the Performance Work Statement (PWS) Section 5, the Attachments and Technical Exhibits.” As stated, this implies to include all maintenance cost associated with Section 5 in CLIN 0001. However, CLIN 0003 states “The Contractor shall provide resources and management necessary to perform tasks associated with range operations, maintenance and repair, and support services, in accordance with PWS paragraphs 5.7.5;

5.7.6; 5.7.8; 5.7.9; 5.10; and 5.11” Again, as written, these six PWS elements are to be included in both CLIN 0001 and CLIN 0003 resulting in a double counting. Kindly request the Government clarify and update as needed.

Government Response #27: The CLIN 0001 extended description has been revised as shown below. The CLIN 0003 extended description has also been revised (see Government Response #1).

It is unclear what “operations” work is to be priced in CLIN 0003. Please clarify what operation labor costs need to go in CLIN 0003.

CLIN 0003 states “The Contractor shall provide resources and management necessary to perform tasks associated with range operations, maintenance and repair, and support services, in accordance with PWS paragraphs 5.7.5; 5.7.6; 5.7.8; 5.7.9; 5.10; and 5.11, the Attachments, and Technical Exhibits.” PWS 5.7.6 states “provide maintenance and repair for target mechanisms, target control devices and battlefield effects simulators. … maintenance of these targets in accordance with the -10 Level Operator’s Manual. The Contractor shall be responsible for DS/GS Level maintenance of these targets in accordance with the equipment’s -20/30/40 Level Maintenance Manual.” With PWS 5.7.6 referencing -10 Level manuals, does this mean CLIN 0003 includes both preventive maintenance (PMCS) and corrective maintenance as referenced by -20/30/40 Level manuals?

Question #32: Section B and PWS, CLIN 0003 and PWS 5.7.4, 5.7.10, Pages 4, 50, 51. CLIN 0003 is for Range Operations - LRC Funded and lists the following PWS paragraphs: 5.7.5; 5.7.6; 5.7.8; 5.7.9; 5.10; and 5.11. The six PWS paragraphs are maintenance of listed items. PWS 5.7.4 and 5.7.10 are also maintenance only paragraphs.

Please clarify why they are excluded from CLIN 0003.

Question #33: CLIN 0003, PWS 5.7.4, 5.10, Pages 4, 50, 52. CLIN 0003 specifically excludes PWS 5.7.4 Vehicle Maintenance, however PWS 5.10 Shop Operations which is included in CLIN 0003 states “machining, welding shop operations, fabrication and design as necessary to provide maintenance or repair requirements to repair and fabricate metal components to targets mechanisms, vehicles and ancillary items …” Please clarify why PWS 5.7.4 Vehicle Maintenance is excluded from CLIN 0003 yet vehicle maintenance in PWS 5.10 Shop Operations is included in CLIN 0003.

Question #34: PWS 1.6.2.4, 5.12.1.2, 22 and 53. PWS 1.6.2.4 states “Work under this contract is Unclassified.”

However, PWS 5.12.1.2 requires the Systems Administrator to have a SECRET clearance. Does anyone else on the contract require a SECRET Clearance?

Government Response #34: A SECRET clearance is required by Army Regulation 25-2, paragraph 2-38, a(2) and the Fort Hood Information Assurance Security Officer/System Administrator Guide. No other labor category is required to have a clearance.

Question #35: PWS 5.1.10, and Attachments #01, #07, #09, Page 46, Att. #01 (cells A234, A235), Att. #07 (Rows 208 & 209), Att. #09 (all 3 slides). Att. #01 cells A234 and A235 make reference to UTF 92050 and UTF 92026, as does Att. #07 (UTF 26 & UTF 50). However, PWS 5.1.10 and Att. #09 only discuss and show drawings of UTF 92050. Please provide complete information on UTF 92026.

Government Response #35: UTF 92026 is a mirrored facility of 92050 but is not a facility operated by the contractor. A revised Attachment 1 – Detailed Range Listing has been provided and section J of the RFP has been updated.

Question #36: PWS 5.7.8, 5.12. to 5.12.3.1, Pages 50, 53, 54. To meet the requirements of PWS 5.7.8 (ADPE), and PWS 5.12 to 5.12.3.1 more than one IT/IA technician may be required. Please clarify if the additional IT personnel also require SECRET clearances?

Government Response #36: Personnel hired to support PWS 5.12.3.1 shall have a Secret Clearance.

Question #37A: Section L.3 (b).(3).A.(1), L.3 (b).(3).A.(2) Section M c.(2).A., Pages 91 and 99. Section M is silent on how the Government intends to evaluate personal qualifications for welders and UTF personnel. Kindly request the Government provide offerors with minimally acceptable “education, years or experience and description of work experience” in addition to the certifications required.

Question #38: Section L, C.3. (b).(3).C, Page 92. The RFP states, “The offeror shall submit information that demonstrates it has a minimum of two years of corporate experience, as a prime contractor, in awarded contracts that are the same or similar service, complexity, and magnitude.” With this procurement being an 8(a) set-aside, please clarify or define what the Government considers “offeror”. We assume that offeror means the Team, is this a correct interpretation?

Question #39A: Section L.3 (b).(3).D.(3).c, Page 92. Please clarify if the Level III certification in electrical systems required of the DS/GS personnel by Section L.3 (b).(3).D.(3).c is a new requirement or is currently in-place and incumbent personnel meet this requirement.

Question #41: Attachment 22 Wage Determination, Holidays, Page 8. This WD provides only 10 holidays and does not include the new Juneteenth Federal Holiday. Please clarify, for pricing purposes, if we should comply with the WD of only 10 holidays or use 11 holidays?

Government Response #41: There is a new federal holiday, June 19th so we anticipate 11 federal holidays to be incorporated into any proposals.

Question #42: Attachment 20 Past Performance, Section L, 3. Proposal Content, © VOL III – Past Performance, Page 94. The Government states that “Sheets are limited to three pages per reference. The offeror shall list up to three contract numbers, per offeror, for the largest relevant efforts.” What is the maximum number of relevant contracts an Offeror’s team may submit?

Government Response #42: The maximum number of relevant contracts that an Offeror’s team may submit is three.

Question #43: Section F – Deliveries or Performance, Page 65. Option 1 of the period of performance falls during a leap year, should the annual hours be set at 2,088? Should the productive hours for SCA positions be set at 1,864?

Government Response #43: Suggest industry confirm and consult with Department of Labor. As a reminder, the requirement is 24 hours a day, including weekends and holidays.

Question #44: Section B – Supplies or Services and Prices, Page 3. Given the historical requirements of this project and the necessity to provide surge or scaled support, will the government consider adding a cost reimbursable CLIN for surge support?

Government Response #44: The RFP does not identify a requirement for surge or scaled support.

Question #45: Technical Exhibit H – Pricing Spreadsheets. There are certain elements of Fringe Costs that are not included in the Government’s price template. Are contractors allowed to adjust the template to ensure all elements of Fringe related costs are accounted for?

Government Response #45: If an offeror has elements of Fringe Costs that are not included it may insert the necessary columns to calculate the Fringe Costs. Although formulas are provided in the spreadsheet cells it is the responsibility of the offeror to make sure all formulas are correct and align to the offeror’s pricing structure. If changes are made to the fields with formulas the offeror shall include a statement in the price narrative regarding which fields were changed and why.

Question #46: RFP 1.4.1, Page 20. Paragraph states Contractor employees shall be licensed under the requirement.

What licenses are required?

Question #47: RFP 1.5.2, Page 21. Paragraph states that Tower Operators shall be certified and display certification at any time. Is the Tower Operation Certification Program available as GFI?

Government Response #47: The offeror shall submit a Tower Operator Certification Program as part of its proposal. This information is proprietary to the Contractor who performed it.

Question #48: RFP 1.6.2.8, Page 23. States the Contractor shall be responsible for safeguarding all Government equipment after each work period. Does the Government provide the storage devices in addition to the buildings?

Government Response #48: Yes. Facilities are provided for the contractor’s use to operate and store equipment.

Question #49: RFP 5.1.1.1 & 5.7.4, Page 50. First statement makes no mention of vehicle maintenance – only small engine and generator but seems to contradict 5.7.4 where the paragraph states the Contractor is responsible for vehicle maintenance (4x2, 4x4 trucks, tractors, commercial cars, vans. Please clarify.

Government Response #49: Valid observation, however, 5.7.4 is a valid requirement.

Question #50: RFP 5.7.4, Page 50. Vehicle maintenance at -20/30/40 level. Does this mean we have to replace a transmission or what?

Government Response #50: Yes, if required.

Question #51: RFP 5.12.1.3/5.12.2, Page 53. Is the Contractor responsible for generating the IA patches for the workstations, or installing IA patches received from the government?

Government Response #51: In most cases the Network Enterprise Center (NEC) will install IA patches remotely.

For those instances that are not accomplished remotely by the Network Enterprise Center (NEC), the Contractor will install IA patches. The Contractor will not generate IA patches.

Question #52: RFP 5.12.1.3.2, Page 53. Are the repair components for the computer systems GFE or Contractor provided?

Government Response #52: Those that are not GFE (bench Stock) are acquired under CLIN 0002 Contractor Acquired Property (CAP).

Question #53: Will the Government clarify if the workload indicators in the solicitation’s attachments match the current contract performance/level of effort, or has the workload increased or decreased?

Government Response #53: Historical workload data is provided in the Attachments.

Question #54: What is the NAICS Code and Size Standard?
