About this file
This is Amendment One to a Request for Proposals (RFP) issued by the State of South Carolina's Division of Procurement Services on behalf of Spartanburg Community College for a Data Management System. The solicitation, numbered 5400023011, seeks solutions for analytics and reporting capabilities, with a non-mandatory virtual pre-proposal conference scheduled for May 27, 2022, at 10:00 am EST. Questions from offerors must be received by June 8, 2022, at 3:00 pm EST, and proposals are due online by June 20, 2022, at 11:00 am EST. Offerors must submit one electronic technical proposal, one electronic business proposal, and redacted copies of each document (marked "Redacted") unless explicitly waived. The award will be posted on July 29, 2022, on the South Carolina procurement website, and offerors must hold their offers open for a minimum of sixty calendar days following the opening date.
The college is transitioning toward Power BI as its preferred analytics platform but remains open to discussing alternative solutions. The current environment includes approximately 85 reports and 15 dashboards that would serve as the minimum baseline, with up to 100 dashboard and report consumers and fewer than 10 power users building dashboards. The college requires once-daily overnight data refreshes and row-level security across datasets, prefers hosting in Azure (its current platform for Active Directory, Multi-Factor Authentication, and Advanced Threat Protection services), and desires the option to embed interactive reports into its website and other applications. Initial training should be class-based and web-delivered remotely, with ongoing training available on-demand. No incumbent vendor currently provides these services. The specific budget and evaluation committee composition are not publicly available. All vendors must complete the Service Provider Security Assessment Questionnaire and submit proposals through both the South Carolina Electronic Interchange System (SCEIS) and via USB drives sent directly to SCC.

Questions & Answers
1. You mentioned the college is making moves toward Power BI as a replacement. Are you open to other analytics tools? SCC is moving to Power BI, so it would be our preference, but we are willing to look at and discuss other options.
1. If so, how many users will be consuming the dashboards / reports? Up to 100.
1. If so, how many users will be power users building dashboards? Less than 10.
1. Will you need to embed any interactive reports into your website or other applications? We would like the option.
1. Would you prefer the solution hosted in AWS or Azure? We score AWS and Azure equally, but our experience to date is only with Azure. We use Azure currently for our AD services, MFA, Active Threat Protection (ATP).
1. How many dashboards and reports do you plan to build? Estimate is fine. We currently have approximately 85 reports and 15 dashboards pages. That would be the minimum.
1. Your requirements call out periodic refresh of data. Is that near real time, daily or weekly refreshes? Once a day refresh (overnight).
1. Do you require row level / column level security across multiple data sets? We require row level security but would entertain both.
1. What technology are you leverage for Data Science insights? R studio or Jupiter notebooks? Neither currently.
1. Do you prefer on demand training or class-based training? Initial training is preferred to be Class- Based Training (Remote web based), post periodic training is preferred to be on demand.
1. Can you provide the # of data Tables? Columns? Rows? This information is not available at this time.
1. Can SCC clarify whether it is acceptable to submit all proposal documents via SCEIS or whether USB drives with proposal documents are required to be sent to SCC in addition to submitting via SCEIS? As stated in the RFP, you must do both.
1. In IV. Information for Offerors to Submit, it is noted that our “offer should include all other information and documents requested in this part and in parts II.B. Special Instructions…” Do firms need to copy each of the items within II.B. special instructions into their RFP responses and address each individually or can firms simply include a statement acknowledge and agreeing to all statements in II.B.? Signing Cover page one will affirm your compliance with all aspects of the RFP.
1. Are vendors required to complete SERVICE PROVIDER SECURITY ASSESSMENT QUESTIONNAIRE - REQUIRED (FEB 2015)? It doesn’t appear there is an attachment associated with this request. If this is required, can SCC share this attachment? Yes, the form is required. It is located at the end of the RFP document listed as Attachment A.
1. Has SCC identified a budget for this initiative, and if so, is it possible to share? Is there a price above which proposals would not be accepted? This information is not publicly available.
1. Can SCC please provide the decision timeline for this RFP? Please see cover page one for this information.
1. Is there an incumbent providing similar services to your institution? If yes, then please name the incumbent. If yes, then can you describe why you are proceeding with an RFP to procure services? Are there different / new services you’d like a new vendor to provide? There is currently not an incumbent supplier for these services.
1. Which institutional department(s) is/are funding this project? Can SCC share who will be on the evaluation committee for this RFP? This information is not publicly available.
