Vendor Questions and Answers
The Fixed Pricing section on page 34 states: does this mean each year must be the same price? Or does it mean the price can be different each year, but is fixed and cannot be changed from what is proposed in the RFP response?
FIXED PRICING REQUIRED (JAN 2006)
Any pricing provided by contractor shall include all costs for performing the work associated with that price. Except as otherwise provided in this solicitation, contractor's price shall be fixed for the duration of this contract, including option terms. This clause does not prohibit contractor from offering lower pricing after award. [07-7A040-1] Does this mean each year must be the same price? Or does it mean the price can be different each year, but is fixed and cannot be changed from what is proposed in the RFP response?
State’s Response See Clause PRICE ADJUSTMENTS (JAN 2006) on page 35 of the RFP document. In addition, the state has added the following clauses to section VII B of the RFP document on pages 46 and 47, respectively.
PRICE ADJUSTMENT - LIMITED -- AFTER INITIAL TERM ONLY (JAN 2006):
Upon approval of the Procurement Officer, prices may be adjusted for any renewal term. Prices shall not be increased during the initial term. Any request for a price increase must be received by the Procurement Officer at least ninety (90) days prior to the expiration of the applicable term and must be accompanied by sufficient documentation to justify the increase. If approved, a price increase becomes effective starting with the term beginning after approval. A price increase must be executed as a change order. Contractor may terminate this contract at the end of the then current term if a price increase request is denied. Notice of termination pursuant to this paragraph must be received by the Procurement Officer no later than fifteen (15) days after the Procurement Officer send the contractor notice rejecting the requested price increase [07-7B165-1]
PRICE ADJUSTMENTS – LIMITED BY CPI “OTHER GOODS & SERVICES” (JAN
2006):
Upon request and adequate justification, the Procurement Officer may grant a price increase up to, but not to exceed, the unadjusted percent change for the most recent 12 months for which data is available, that is not subject to revision, in the Consumer Price Index (CPI) for all urban consumers (CPI-U), “Other Goods &Services” for services, as determined by the Procurement Officer. The Bureau of Labor and Statistics publishes this information on the web at www.bls.gov [07-7B175-1] In Section 3.5.2, can you clarify what is needed in terms of “Auditing and logging history available to the case management information system.”
Which case management information system is this referring to?
Is the expectation that audit logs would be sent somewhere?
State’s Response (a)The state’s case management system or child welfare information, Child and Adult Protective Services system (CAPSS). South Carolina is a Comprehensive Child Welfare Information System (CCWIS) state.
(b)Yes. The audit logs should reflect user activity and must be available to CAPSS or stored in the CAPSS database. The audit logs must reflect all actions performed by a user with the timestamps of each activity.
Regarding Integration and Application Programming Interface (API) development:
1. Is the expectation that the Contractor is expected to build the State's API for their system?
Are the data repository and case management system interface part of the same system?
In the context of API development in Section 3.5.5 what does custom development mean? Assuming it means that the Contractor is expected to write the middleware that will then integrate the two systems?
Does the state require the use of any specific third-party tools for integrations?
Can you provide a current list of integrations, the purpose for the integration, and whether they are one-way or bi-directional?
State’s Response
(a) Yes
(b) Yes
(c) The vendor is expected to develop an API or have an API available to interface with the state’s CCWIS system, Child and Adult Protective Services System (CAPSS) (d)The state does not require specific third-party tools for integration; however, it is suggested that the vendor provide a solution to integrate the licensing and placement modules into the state’s CCWIS.
(e) The purpose of the integration is to eliminate the need for case managers to enter data in to two systems and to ensure the data is stored in to one central repository. The interface will be bi-directional.
In reference to page 30, Discussions and Negotiations, does the selected vendor have the opportunity to negotiate terms and conditions? For example, if there are certain conditions that are non-industry standards for SaaS.
State’s Response While negotiations are likely to occur during this procurement process, Offerors are advised that a proposal may be evaluated, and your offer accepted, without any discussions, negotiations, or prior notice. The State cannot guarantee negotiations will take place.
Can you please provide the number, type and role of users in the system? both internal state users and external users?
State’s Response Users for this platform will both be internal DSS employees and external users, such as Child Placing Agencies and their staff, foster parents, prospective foster parents, kinship parents, and prospective kinship foster parents, and all group care providers and their staff. While it is nearly impossible to adequately estimate the total number of users, DSS expects it would be a minimum of 8,000 individual users.
Is it ok to provide an alternative licensing approach to the “unlimited” approach requested in the RFP?
State’s Response The state is unclear as to what an alternative licensing approach would consist of but the unlimited number of licenses/access is a requirement for this work because of the variable nature of individuals who will need access on any given day.
Page 18, Section 3.3.2 (m) states:
The price for the product must include unlimited number of users, as well as all training (on-line virtual and pre-recorded training is acceptable) customer service, technical support, maintenance and operations, regular updates as available, and data management.
1. We understand that the system must be available to SC residents (current foster-care providers as well as new applicants) that use the solution. Approximately how many state personnel users will be using the system?
State’s Response (a)At minimum, 2,600 state employees will need access to the system at any given time, in addition to the Child Placing Agencies and their staff, foster parents, prospective foster parents, kinship parents, and prospective kinship foster parents, and all group care providers and their staff.
Page 20; Section 3.5.1 – Integration, states:
The application shall integrate with the Case Management System of record, the Child and Adult Information System (CAPSS), to allow a bi-directional interface of the vendor’s Licensing and Placement modules to existing licensing and placement modules in CAPSS.
1. Are there any other systems the application is expected to integrate with above and beyond CAPSS?
Does the state have any preference in the integration method?
State’s Response
(a) No
(b) No. The expectation is that the method of Integration be discussed between the state and selected vendor.
Page 20. 3.5.1 – Integration states:
The application shall leverage preexisting data in the CAPSS MS SQL 2019 database to minimize data entry and duplicate entry by case managers.
1. Is there any expectation of migrating CAPSS data into the new application at the time of go-live?
1. If so, please specify the expected subject area, data types, and volume.
State’s Response Answer here
(a) No. All data must remain in CAPSS database. It is also expected that the new application should use a bi-directional approach to read/write to the CAPSS database.
(b) N/A Page 46. Clause Offshore Contracting Prohibited (Feb. 2015):
No part of the resulting contract from this solicitation may be performed offshore of the United States by persons located offshore of the United State or by means, methods, or communications that, in whole or in part, take place offshore of the United States.
Would the State consider allowing offshore resources to do work on the project provided that they only have access to development and testing environments with no access to production systems or production State data? (Only US-based staff will perform migrations of applications from test into production environments and will be responsible for any data migration of State data.)
State’s Response The state is not opposed to offshore development, however. All data access, and remote access to our network or interface must be contained within the continental US.
General - Schedule Does the state expect the application to be implemented and go-live in a preferred period of time? If so, can the state share that timeline?
State’s Response The state requires the solution to be complete and fully operational within 12 months of the contract signing, including all integration, customization and user training and deployment.
General - What is the budget allocated for the project?
State’s Response The state will not release this information at this time. Offerors are expected to offer their best price for providing the services requested in this RFP.
General - Q&A period Is the State willing to offer an additional Q&A period to ensure vendors can address any potential gaps identified while forming their response to the requirements?
State’s Response No, state will not offer an additional Question and Answer Period.
General - SCOPE OF WORK/SPECIFICATIONS Does the state expect the application to be configured in languages other than English? If so, which ones?
State’s Response At minimum, the application must be configured in English and Spanish.
General - Data archival and retention requirements Does the state have specific records retention and data archival requirements? If so, please share those.
State’s Response Child Welfare records are currently not purged from the CAPSS Database at this time, although the agency is working on refining our archival and retention policy. For the purpose of this RFP, we’re going to require archival and retention of record for the duration of the contract.
What is the total expected count of external users (citizens, foster parent applicants .) accessing the system via a portal?
State’s Response Users for this platform will both be internal DSS employees and external users, such as Child Placing Agencies and their staff, foster parents, prospective foster parents, kinship parents, and prospective kinship foster parents, and all group care providers and their staff. While it is nearly impossible to adequately estimate the total number of users, DSS expects it would be a minimum of 8,000 individual users.
What is the expected number of staff that will be using the system? Could you please provide information on their roles (For e.g., placement worker, licensing worker )?
State’s Response At minimum, 2600 DSS state agency staff (agency leadership, placement staff and licensing staff as well as case managers and supervisors who may be responsible for updating key information) will need access to the system at any given time, in addition to the Child Placing Agencies and their staff, foster parents, prospective foster parents, kinship parents, and prospective kinship foster parents, and all group care providers and their staff.
Will the Private Foster Care agencies submit their request to be licensed in South Carolina through the proposed solution?
State’s Response No, Private Foster Care agencies will not submit their request to be licenses in South Carolina through the proposed solution; however, individual foster homes will.
Will the Private Foster Care agencies maintain the records of the homes working with them directly?
State’s Response Records must be maintained through the licensing system in addition to whatever individual record-keeping system individual foster care agencies may choose to utilize.
Does the proposed system need to integrate with a learning management system (for foster provider training videos), or the training videos will be hosted within the proposed system?
State’s Response Prefer for training for state agency and licensing/placement entity staff to be a mixture of recorded and availability to walk through the solution and answer questions. Any assistance for prospective foster parents utilizing the portal should be integrated into or available through the platform.
What type of Enterprise Service Bus (ESB) does the agency currently have? Does the proposed system need to connect with CAPSS directly or via ESB?
State’s Response The agency does not use a ESB to interface with applications. The expectation is for the agency’s IT team to work with the vendor to determine the best approach to integrate the solution in to the CAPSS system Will congregate care providers have access to the solution?
State’s Response Yes; congregate care providers will have access to the solution.
(a) Is there a legacy system that stores foster care licensing data? (b) Does this data need to be migrated to the new system? (c) If yes, how many years of legacy data should be migrated to the new one from the existing system?
State’s Response Answer here
(a) No
(b) The expectation is for all data to remain in CAPSS database. It is also expected that the solution should use a bi-directional approach to read/write to the CAPSS database. The solution will not replace the existing case management system.
(c) N/A
(a) Does the legacy Licensing system data include documents (images, docs, etc.)? (b) Will that reside in a separate document or enterprise content management system, or must it be stored within the proposed system?
State’s Response
(a) Yes
(b) System must have capacity to mobile upload and store documents submitted by foster parents/Child Placing Agencies.
Does the agency have any timeline for product development and go-live, or can the vendor suggest their estimated timeline for Design Development and Implementation?
State’s Response See response to question 11.
How is the existing licensing and placement system being maintained? Is there an incumbent vendor, or is it being maintained in-house?
State’s Response This is a request for a new system. Current documentation is maintained in the agency’s in-house system.
Will counties, Private Foster Care agencies maintain their own homes in the system, or is the state responsible for maintaining Foster Care/Kinship Care home records?
State’s Response The system will need to have the ability to allow foster care agencies to view and maintain their own records, with the ability for the state access point to see all data, pending applications, information, etc.
Is any support required outside of regular business hours - 6 AM to 5 PM?
State’s Response Customer support is not required outside of regular business hours; however, Technical support is required when and as needed to fulfill the service level agreements listed in the RFP.
We wish to ensure the most comprehensive response to the RFI possible. Will the state consider extending the RFP date?
State’s Response Refer to page one of amendment 2. Note: This is NOT an RFI, it is an RFP.
Can the state advise the approximate number of foster children this system will support?
State’s Response This system will support approximately 4500 children and youth in foster care.
(a) Is the state considering a specific technology (i.e., SaaS, Cloud, etc.)? (b) Does SC have any Statewide or Department enterprise licenses for Salesforce.com that they would consider leveraging as a platform?
State’s Response
(a) The RFP is for a SaaS solution.
(b) No Is mobile capability required for certain modules or types of users? If yes, please clarify.
State’s Response This is not a requirement; however, if the solution offers this capability, it would be a welcomed feature for future consideration.
Is Computer Telephony Integration (CTI) required to enhance communication between the Agency Staff and Foster care providers?
State’s Response This is not a requirement; however, if the solution offers this capability, it would be a welcomed feature for future consideration.
Please provide information on the background check process and if the proposed system needs to integrate with any external system, database, [or both] to get background check results.
State’s Response The system does not need to integrate with external data bases for background checks. Users will upload background check information and results, as necessary.
Please confirm if the proposed system shall be responsible for handling license renewal.
State’s Response Yes, both new licenses and renewals.
What is the warranty duration?
State’s Response Offerors must provide a copy of warranties offered with their Business Proposal in addition to terms for on-going system support. Price associated with ongoing system support must be provided in the Price Proposal.
Will the invoicing be monthly or deliverables/milestones basis during implementation? If deliverables/milestones basis, please provides payment milestones.
State’s Response SCDSS is unable to determine the milestones at this time. Offerors may submit a payment based on milestones for the state’s consideration, however, full payment will not be made until the work in completed.
Is SCDSS open to a phased implementation approach? If a phased implementation approach is acceptable, what is the desired order for which SCDSS Programs are to be implemented?
State’s Response Yes, the state is open to a phased implementation approach; the required order is the licensing part of the system followed by placement. Both must be fully operational by the go live date.
Please elaborate upon any timing considerations for when specific programs / areas / functions will need to be fully transitioned to the new solution.
State’s Response System for placement and licensing needs to be fully operational within one year of contract finalization.
When ideally does SCDSS want this new system to “go live”?
State’s Response See response to question 11 Can bidders assume that the new system will need to support the fire inspection process? And if so, can bidders assume the portable tablets for SCDSS staff and internet connectivity will be supplied by SCDSS?
State’s Response Bidders are not required to provide any devices or internet connectivity – just the licensing and placement system.
What costs has SCDSS incurred for the initial setup, ongoing maintenance, hosting, software licensing, support, and enhancements (i.e., “change orders”) over the lifetime of the current systems to be replaced by the new solution?
State’s Response This is a request for a new system. Current documentation is maintained in the agency’s in-house system.
What presentations, software demonstrations, and/or estimates / quotes have SCDSS programs received related to the SaaS Solution project, and from whom?
State’s Response SCDSS is aware of Binti’s solution because some foster care agencies in South Carolina already use the system and has received a software demonstration from the company.
For data conversion requirements, please inventory all data sources, file formats, and size of the current data sets to be converted and migrated into the new system.
State’s Response The new system must integrate with the existing case management system, CAPSS. The CAPSS data source is SQL Server 2019.
What is SCDSS’ budget for the initial system implementation?
State’s Response See response to question 12 What, if any, amount of the budget is subject to expire by a certain timeframe and when? Please elaborate.
State’s Response See answer to question 45 What amount is being budgeted for ongoing support, software licensing, hosting, and support of the new system?
State’s Response See answer to question 45 Is SCDSS desiring the option for staff to be trained on application administration to make changes, updates and add new capabilities to the system after go-live? Or is SCDSS anticipating the vendor to perform future updates and changes (such as addition of new license types, form configuration, business rule changes, etc.) to the system?
State’s Response The vendor is required to provide all training (on-line, virtual and pre-recorded training is acceptable) customer service, technical support, maintenance and operations, regular updates as available. The vendor is expected to perform future updates and changes to the system.
Please provide an approximate number of standard email/letter templates that will be used by SCDSS to be integrated and automated by the system.
State’s Response SCDSS cannot quantify this number at this time.
How many different or distinct inspection and license application types will be supported in this solution? Please provide a comprehensive list.
State’s Response Foster Parent, Kinship Foster Parent, Group Home Licensing .
Please identify ALL other systems that the new solution will need to integrate with (i.e., payment processor, other systems such as financial, etc.) along with an inventory of which interfaces will need to be, whether a one-way (import or export) or two-way data exchange?
State’s Response See response to question 8.
Please provide the annual number of applications / renewals and inspections processed by SCDSS.
State’s Response SCDSS cannot quantify this number because foster parents come to the agency through a variety of pathways and through private agencies. SCDSS does not have information about foster parents who start the process through a private agency but do not complete the process. This not an uncommon situation.
Is SCDSS expecting the vendor to incorporate a payment processor within the proposal or provide recommendations?
State’s Response No, SCDSS is not expecting the vendor to incorporate a payment processor within the proposal or provide recommendations.
Please provide a breakdown of the number of SCDSS employees that will be using the new solution by SCDSS Program, role, as well as which ones will be performing mobile inspections.
State’s Response See response to question 5 Given the complexity of the RFP, extensive requirements, etc., can the State extend the proposal due date by at least 2-4 weeks?
State’s Response Refer to page one of amendment 2 Will the selected vendor have the opportunity to provide exceptions and/or alternative contract language during contract negotiations, or will vendors need to provide those within their respective proposals?
State’s Response See response to question 4 Will the State consider lower cyber-security insurance limitations (i.e., S1M per, $5M in aggregate)?
State’s Response See response to question 4 Can SCDSS provide an inventory of all the reports that need to be replicated within the new system?
State’s Response This information is not available; however, information about required reporting capabilities of the system is located in sub-section 3.3 Specific functions of the software of the RFP.
For comprehensive reporting capabilities, does SCDSS desire to utilize data analysis platforms such as Power BI, Tableau, etc., to fulfill data reporting needs? And if so, can vendors assume the State will have / obtain licensing for the desired data analytics platform to be integrated with the solution?
State’s Response Reporting capabilities for requested reports will need to be available within the system and integrated into the solution under the overall cost.
What is a contracted home study? Please elaborate on the process and what functionalities DSS requires to support it in the system.
State’s Response A home study is the overall review of a potential family's home that is pursuing licensure to make sure it is up to all standards consistent with the foster home licensing standards.
Regarding full-time customer support, what is the expectation on who can contact the vendor? Would this just be DSS staff?
State’s Response SCDSS requires all users including DSS staff, provider staff, and potential applicants (foster, kinship, group home etc.) be able to contact customer support.
Based on the extensiveness of this RFP and vendors whose answers could impact the proposal, would the State allow for another round of Q&A after answers are provided for the first round?
State’s Response See response to question 13.
Regarding Child Placing Agencies and other private agency placement entities, please elaborate on what actions they take during the licensing process and if they submit or manage applications on behalf of foster care homes.
State’s Response See response to questions 18, 19, 27, Will proposals from offerors who do not have direct experience supporting foster care licensing and placement systems but do possess significant experience supporting regulatory software management systems still be deemed unqualified and precluded from evaluation?
State’s Response Please refer to QUALIFICATIONS - SPECIAL STANDARDS OF RESPONSIBILITY (MAR 2015) on page 26 of the RFP. “Offeror must have a minimum of three years active experience in providing services substantially similar in size and scope to those requested in this RFP.”
Will offerors who currently do not support foster care licensing and child placement not meet the qualification of having performed services substantially similar to scope and size of this project?
State’s Response Please refer to QUALIFICATIONS - SPECIAL STANDARDS OF RESPONSIBILITY (MAR 2015) on page 26 of the RFP. “Offeror must have a minimum of three years active experience in providing services substantially similar in size and scope to those requested in this RFP.”
Is minority participation a requirement for this project? If so, is there a desired minority business goal for this project?
State’s Response No Change. No, minority participation is not required for this project.
In the non-SaaS solution, will the scope only cover providing professional service? Is it correct to assume that State will directly contract with 3rd party vendors/OEMs to procure 3rd party software/cloud/infrastructure licenses/subscriptions?
State’s Response The state is not clear about what information you are asking for.
Please share the estimated budget for the five years of the proposal.
State’s Response See response to question 12.
What are the expected deliverables for each of the five years of the contract?
State’s Response The requested deliverables are outlined in the RFP’s Scope of Work.
