About this file

This is an Amendment #1 Pre-bid Questions and Answers document issued by the Colorado Oil and Gas Conservation Commission (COGCC) regarding a well remediation project. The amendment clarifies requirements that arose during the pre-bid meeting and provides guidance to contractors preparing bids for the project. The primary scope involves anchor cutting and burial work, as well as tubing removal and salvage from a well site. Contractors must prepare bids assuming all four anchors require cutting and burial, rather than just the two easternmost anchors as initially discussed during the pre-bid conference. This requirement change reflects uncertainty regarding final reclamation activities and the resulting final grade elevation at the project location.

Regarding salvage operations, the COGCC has determined that estimated salvage costs for removed tubing do not justify the agency's resources for conducting an auction. Consequently, the contractor assumes responsibility for disposition of all tubing removed from the well. The COGCC encourages the selected bidder to negotiate tubing salvage directly with the landowner to potentially offset project costs or create additional revenue opportunities.

Text version

Amendment #1 Pre-bid Questions and Answers After further consideration, bids should be prepared using the bid documents as written.

Two primary questions arose during the pre-bid meeting:

1) Anchors: Does the contractor need to cut and bury all anchors?

During the pre-bid meeting, I advised you to only consider cutting and burying the two easternmost anchors. However, please prepare your bids assuming that all four anchors must be cut and buried. This is because there is still some uncertainty with regard to final reclamation and the resulting final grade at the location.

2) Tubing Salvage: Estimated salvage cost for the tubing will not justify COGCC's resources for an auction. COGCC assumes that the contractor will be responsible for disposition of the tubing removed from the well. COGCC will encourage the selected bidder to negotiate tubing salvage with the landowner.
