About this file
This is Amendment 1 to a Request for Proposal issued by Spartanburg Community College for Employee Assistance Program (EAP) services. The solicitation seeks comprehensive EAP services for the College's workforce, including counseling, training, crisis intervention, and related support services. Spartanburg Community College has approximately 425 permanent full-time employees and 475 temporary part-time employees across five campuses in the upstate South Carolina region. The submission deadline is January 7, 2025, at 11:00 a.m. EST, with a pre-proposal conference scheduled for December 11, 2024, at 10:00 a.m. at the College's Ledbetter Room 106. Questions from offerors must be received by December 11, 2024, at 5:00 p.m. EST. Online bidding is preferred through the SCEIS system, though hardcopy submissions with one original and one electronic copy are accepted. The award will be posted on February 7, 2025, and offerors must hold their offers open for a minimum of thirty calendar days after the opening date.
The solicitation requires offerors to provide detailed pricing breakdowns and propose comprehensive solutions addressing employee orientations, supervisory training, crisis response protocols, substance abuse awareness programs, and monthly reporting on utilization and service evaluation. The incumbent vendor is All One Health. SCC indicated that current utilization of EAP services is low and seeks to increase service adoption through expanded employee communication and better service delivery. Specific pricing guidance based on employee count (425 FTE versus all 900 employees) remains at the offeror's discretion, and no small/minority or women-owned business requirements apply. SCC will consider all technical responses in accordance with the scope of work and will not accept master service agreements, service level agreements, or other agreements outside the College's terms and conditions. Award will be made to one offeror only. All procurement notices, amendments, and awards will be posted at www.procurement.sc.gov and the College's purchasing website.

Employee Assistance Program (EAP)
Vendor Q&A
1. To ensure we provide the most accurate pricing for our EAP solution, could you please clarify: Should our pricing be based on the total employee count of approximately 900, or only the 425 permanent full-time employees?
SCC’s Response: Offerors shall provide pricing as instructed in the solicitation. The Offeror shall also submit a detailed pricing breakdown to include the pricing information pertinent to their proposed solution.
