Offerors should submit staffing plans demonstrating capacity to meet service requirements, with position descriptions and minimum experience qualifications acceptable in lieu of resumes for staff positions to be filled. Virtual service delivery is permissible when onsite interaction is prohibited; otherwise, the College will provide space on the Greenwood Campus for broadcasting to additional campuses. AMENDMENTS TO SOLICIATION (JUN 2017)
The solicitation is amended as provided herein. Information or changes resulting from questions will be shown in a question-and-answer format. All questions received have been reprinted below. The “State’s response” should be read without reference to the questions. The questions are included solely to provide a cross-reference to the potential offeror that submitted the question. Questions do not form a part of the contract; the “state’s response” does. Any restatement of part or all of an existing provision of the solicitation in an answer does not modify the original provision except as follows: Underlined text is added to the original provison. 1. Question: Can the “qualified individual” mentioned in item # 3 under STUDENT ASSISTANCE PROGRAM SERVICES in the Scope of Work be a pre-licensed person in the counseling field or someone trained to ask critical questions that is not licensed?
1. “The College contractor shall provide a qualified individual to respond to after-hours requests for services in emergency situations rather than an answering machine or answering service.” (pg. 15)
State’s Response: The individual answering the call would not need to be licensed. However, the person responding and providing counseling services would need to be licensed.
1. Question: Is the provision of the translation services mentioned in item # 5 under STUDENT ASSISTANCE PROGRAM SERVICES in the Scope of Work solely for the purposes of clinical access or is this an additional service to be offered independent of clinical support?
1. “Provide translation services that are available 24 hours, 7 days a week, 365 days a year, for non-English speaking participants.” (pg. 15)
State’s Response: Translation services would be for the purpose of clinical access, not an additional service independent of clinical support.
1. Question: If the services under STUDENT ASSISTANCE PROGRAM SERVICES in the Scope of Work are to be offered in person, is there a designated facility available at each campus to host the participants?
“Have the resource capability to provide SAP services to the following campuses, as well as to online students:

(pg. 17) State’s Response: Each campus would make available any needed facilities, such as a private office or meeting room in which to conduct services.
1. Question: Under INFORMATION FOR OFFERORS TO SUBMIT, # 5 in the solicitation requests the amount of staff time that contractor shall provide to the College so that students receive adequate professional attention. However, in # 3 under STUDENT ASSISTANCE PROGRAM SERVICES in the Scope of Work, the offer requires that services be available to Piedmont Technical College students, providing 24-hour access via phone to clinicians, and the ability to respond to emergencies after hours and weekends. What differentiation or specific explanation does the “amount of staff time” to be provided request in this question?
1. “Include the amount of staff time that contractor shall provide to the College so that students receive adequate professional attention.” (pg. 17)
State’s Response: The College is interested here in how the contractor’s staffing plan will be structured in order to meet the stated criteria.
1. Question: As the implementation of this project will likely require an increase in offeror staff capacity (hiring), resumes for every clinical staff member for this project implementation will likely not be available for submission in proposal to this solicitation. In addition to the available resumes for current clinical staff, could the position descriptions and minimal experience required for hire be submitted in lieu of the resumes for every staff member for this project implementation?
1. “Provide resumes showing the credentials and experience of persons providing direct clinical services to be assigned to this potential contract.” (pg. 17)
State’s Response: Yes. However, if a contract is implemented, the College will need resumes of those who are hired to provide services to students.
1. Question: What is the criteria for determining “the highest ranked, responsive and responsible offeror” whose offer is determined to be the most advantageous to the State, as referenced under the section for AWARD CRITERIA?
1. “Award will be made to the highest ranked, responsive and responsible offeror whose offer is determined to be the most advantageous to the State.” (pg. 22)
State’s Response: See page 22 of the solicitation, clause titled, Evaluation Factors—Proposals (JAN 2006). This will provide a breakdown of the factor’s PTC will consider when evaluating each Proposal. Those factors are numbered 1-5.
1. Question: As for the requested annual Alcohol and Substance Abuse Awareness program, can this be done virtually should conditions prohibit onsite interaction as we endured in 2020? And, if no onsite limitations are in place, is there a location or locations this would be preferred to take place?
State’s Response: The College is willing to allow virtual services if conditions prohibit onsite interaction. If onsite interaction can occur, the College will provide space on the Greenwood Campus that will allow broadcasting to additional campuses.
1. Question: Do you know how many hours of training with Student Affairs staff at all campus locations would be preferred? Or a range? To include an annual series of workshops to review SAP policies and techniques for referral, provide updates to SAP policies and techniques as required if they change, and orientation for new staff, as requested by the college.
State’s Response: There is no preferred number of hours, only that which allows the contractor to review policies and referral processes.
1. Question: Can you explain the breakdown of the listed Fall Enrollment: 4,653 (headcount) and 2,958 FTE? Is this a combined total of 7,611 total students to be covered in the SAP?
State’s Response: “FTE” means “full-time equivalent,” and is a calculation of enrollment intensity based on the student headcount and the number of credit hours. The numbers should be considered separately.
1. Question: How many online students are part of the total?
State’s Response: Contractors should assume that all students are enrolled in at least some online coursework.
1. Question: Would this contract be modified to allow service delivery virtual due to the current pandemic? Thank you in advance for your assistance in this matter.
State’s Response: The College is willing to allow virtual services if conditions prohibit onsite interaction.
ALL OTHER TERMS, CONDITIONS, BIDDING INSTRUCTIONS, AND SPECIFICATIONS REMAIN UNCHANGED. IF THERE ARE ANY QUESTIONS OR IF ANY CONFUSION OR UNCERTAINTY ARISES AS A RESULT OF THIS AMENDMENT, IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTACT THE PROCUREMENT OFFICER FOR CLARIFICATION.
