PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . ALL THE PREFERENCES MUST BE CLAIMED AND ARE APPLIED BY LINE ITEM, REGARDLESS OF WHETHER AWARD IS MADE BY ITEM OR LOT. VENDORS ARE CAUTIONED TO CAREFULLY REVIEW THE STATUTE BEFORE CLAIMING ANY PREFERENCES. THE REQUIREMENTS TO QUALIFY HAVE CHANGED. THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. 1. Is there a container on-site for us to use to dispose of litter and debris?
Agency Response: No, there is no container on site for use, all litter and debris must be removed from the site.
1. What are your expectations with pinecone, or any other type cone, removal? Site completely clean and free of pinecones every visit?
Agency Response: Pinecones or any other type of cone removal is to be cleaned up on every visit.
1. Is there a working irrigation system on-site and if so, who is responsible for it? Are the areas we will be expected to fertilize three times a year irrigated?
Agency Response: There is a working irrigation system outside of the airport fence that is the responsibility of Aeronautics. Irrigation maintenance is not part of this contract.
1. You guys are asking for tree pruning to be done along with shrub pruning. What are your expectations for tree pruning? How high up the tree are we responsible for?
Agency Response: Our expectations for tree pruning are to have crepe myrtles pruned once per year when dormant and dead branches removed from palmetto trees as needed. All shrubs “hedged” on as needed basis.
1. Can we ask what you guys are currently paying a year for this contract?
Agency Response: The Agency is not providing the requested information at this time.
6. I see a separate line item for 'Tree and Limb cleanup" but not for Mulch, so are we to include our mulch price along with the lawn services line? Also, what was the previous contractors award price?
Agency Response: Yes, you must include mulch price in the lawn services line. See question #5 for the answer.
7. Would you mind giving us a copy of the previously awarded contract?
Agency Response: See question #5 for the answer.
8. How do you want the pricing scale broken down for bid?
Agency Response: Refer to Section VII. TERMS AND CONDTIONS – A. GENERAL, see clause titled FIXED PRICING REQUIRED (JAN 2006).
9. Sq ft of grass areas?
Agency Response: The square feet of grass areas are unknown, but you may visit the site for measurements of grass areas.
10. Sq ft plant bed areas?
Agency Response: The square feet of plant bed areas are unknown, but you may visit the site to get measurements of planted beds.
ALL OTHER TERMS, CONDITIONS, BIDDING INSTRUCTIONS, AND SPECIFICATIONS REMAIN UNCHANGED. IF THERE ARE ANY QUESTIONS OR IF ANY CONFUSION OR UNCERTAINTY ARISES AS A RESULT OF THIS AMENDMENT, IT IS THE SOLE RESPONSIBILITY OF THE OFFEROR TO CONTACT THE PROCUREMENT OFFICER FOR CLARIFICATION. CONTACT INFORMATION CAN BE FOUND IN THE TOP RIGHT HAND CORNER OF THE COVER PAGE OF THIS AMENDMENT. REFERENCE THE “DUTY TO INQUIRE” CLAUSE IN THE ORIGINAL FIXED PRICE BID.
