PREFERENCES - A NOTICE TO VENDORS (SEP. 2009): On June 16, 2009, the South Carolina General Assembly rewrote the law governing preferences available to in-state vendors, vendors using in-state subcontractors, and vendors selling in-state or US end products. This law appears in Section 11-35-1524 of the South Carolina Code of Laws. A summary of the new preferences is available at www.procurement.sc.gov/preferences . THE SOLICITATION IS AMENDED AS PROVIDED HEREIN. INFORMATION OR CHANGES RESULTING FROM QUESTIONS WILL BE SHOWN IN A QUESTION-AND-ANSWER FORMAT. ALL QUESTIONS RECEIVED HAVE BEEN REPRINTED BELOW. THE “STATE’S RESPONSE” SHOULD BE READ WITHOUT REFERENCE TO THE QUESTIONS. THE QUESTIONS ARE INCLUDED SOLELY TO PROVIDE A CROSS-REFERENCE TO THE POTENTIAL OFFEROR THAT SUBMITTED THE QUESTION. The following questions were received pursuant to the original date and time specified on the front of the solicitation:

1. Has this property been contracted before for Lawn Services? If so, what was the annual contract amount?

Agency Response: This property previously had a contract that ended November 2022. The annual contract amount was approximately $15k a year.

2. Do you want the pricing for mulch material (pine straw and dyed mulch) incorporated in the pricing or priced separately?

Agency Response: Yes, the pricing for mulch material must be incorporated in the pricing. See Section VII. TERMS AND CONDITIONS –A. GENERAL, FIXED PRICING REQUIRED (JAN 2006).

3. I understand that the property is to be serviced weekly April through October and that mowing shall be done “not less than once a month during November 1st through March 31st”, but is the expectation that the property be visited weekly year round regardless of whether any mowing is done or not?

Agency Response: The property is to be serviced weekly April 1st through October 31st and as needed, but not less than once a month during November 1st through March 31st. The Agency can contact the Contractor if needed additional times during those months.

4. How will other materials be paid for like mulch & etc?

Agency Response: Other materials like mulch, etc. must be included in your pricing. Refer to Section VII. TERMS AND CONDTIONS – A. GENERAL, see clause titled FIXED PRICING REQUIRED (JAN 2006).

5. Can you give us a site plan that has boundaries drawn around the areas to be maintained? We can't bid unless we can measure the exact areas.

Agency Response: The boundaries around the areas to be maintained are shown on Attachment A – Lawn Layout, but you may visit the site to get measurements of areas to be maintained.
