About this file

This Amendment 1 document modifies the Request for Proposal (RFP) issued by the State of South Carolina, Procurement Services Division, on behalf of the Technical College of the Low Country for a cloud-based, vendor-hosted Integrated Planning and Advising Services (IPAS) System. The solicitation requires submission of one electronic technical proposal, one electronic business proposal, and redacted copies of each, with offers due by August 3, 2020 at 11:00 am through the online procurement portal. Questions from offerors must be received by July 6, 2020 at 5:00 pm, with a non-mandatory teleconference scheduled for the same date at 10:00 am. The award will be posted on September 3, 2020, and offerors must hold their proposals open for a minimum of 120 calendar days following the opening date. Procurement Officer Melissa Mims manages the solicitation and can be reached at 803-737-0983 or mmims@mmo.sc.gov.

The document establishes that while solutions should preferably expand beyond retention functions to include admissions and recruitment capabilities, responses that do not meet all technical requirements will not be considered acceptable. The college does not currently employ a CRM tool and has not worked with vendors on RFP development, though demonstrations from Starfish and EAB Navigate were viewed during exploration stages. Technical College of the Low Country receives approximately 4,500 annual student applications with an enrolled population of 3,345 unduplicated head count students. System access is anticipated to include 10-15 full access administrative users, 100-200 limited access users, and 25 chat users. The college prefers a single, fully integrated system for degree planning and registration rather than utilizing third-party solutions for these functions, and vendors without one-click registration capability will not be automatically disqualified from consideration.
