Questions and Answers:

1. Are the services requested in this RFP being procured through Title III funds?

State’s Response: Yes.

2. Has TCL identified a budget for this initiative, and if so, is it possible to share? Is there a price above which proposals would not be accepted?

State’s Response: Yes, there is an identified budget. The identified budget information will not be released.

3. Does TCL have a Degree Audit tool currently and what is the expectation for how it integrates with the tool procured through this RFP?

State’s Response: Yes. TCL’s expectation is that it will utilize the new software’s degree audit tool.

4. What is the level of support – in implementation, launch, and ongoing support – that you require and want out of a partner vendor?

State’s Response: Please explain the different levels of support you offer and the impact to the overall cost of the solution. Additionally, please reference the questions regarding implementation services and ongoing support in Tab 14 – Technical Requirements and Tab 15 – Implementation Services.

5. We understand that TCL previously posted this RFP.

State’s Response: We had no responses that were submitted.

0. Have there been any updates between this version of the RFP and the original, and if so, what are they?

State’s Response: This is new RFP therefore please do not refer to the previous RFP

6. We understand TCL is currently using Ellucian’s Colleague and Self Service/Student Planner products to support financial management, HR management, student recruitment and student administration; as well as Blackboard LMS. Do you have current providers in the following areas, and if so, who?

7. Are you able to identify any pain points you are currently experiencing with current service providers?

State’s Response: N/A

8. When you state predictive analytics are you referring strictly to early alerts at the student level or are you looking for a full predictive analytics model at the institutional level?

State’s Response: Full predictive analytics model is preferred.

9. Is TCL looking for reporting and predictive modeling on an individual student level to make tactical decisions, or is TCL looking for institutional analytics to better understand specific cohorts and predictive factors to make strategic decisions, or is a combination of the two what you are looking for?

State’s Response: A combination of the two is preferred.

10. Can you provide estimated dates for the following?

State’s Response: This information is not available

State’s Response: This information will not be released

13. With the question deadline being August 14, can you share when TCL anticipates that it will be able to post an addendum, so that we may adjust our response accordingly?

State’s Response: The amendment will be posted in a timely matter

14. Per page 26, under the subhead PHASE I, we understand that “Proposals will be evaluated by an Evaluation Panel on the basis of the following criteria, which are listed in order of importance:

1. Technical Proposal – Proposed Solution: The degree, completeness, and suitability of the Offeror’s proposed technical solution to meet or exceed the needs of the College as defined in this RFP.

2. Qualifications, Experience and References: The Offeror’s experience and references must provide evidence of its depth and breadth of experience, and evidence of successful past performance with projects of similar size and scope.

3. Cost Proposal: The value of the proposed solution to meet or exceed the needs of this RFP with specific respect to Total Cost of ownership.

4. Implementation Schedule, Support, and Training: Proposed implementation plan/schedule to interface with the College’s existing administration system and to implement the new system, Offeror’s level of support and training offered.

5. Is there a rubric/grading criteria that will be used to score the criteria above, and if so, can you please share it?

State’s Response: That information will not be released. Proposals will be evaluated by an Evaluation Panel on the basis of the following criteria, which are listed in order of importance

15. Are you permitted to sign two (2) contracts as a result of the RFP if the selected solution is a joint proposal from two vendors that meet all other criteria of the RFP?

State’s Response: No.

16. Is there a preference/requirement for solutions that can expand in the future further across campus beyond retention (e.g. admissions, recruitment, etc.)?

State’s Response: Yes, preference.

17. Our solution is proven to help increase student success and retention but cannot meet some of the technical requirements outlined (specifically course registration and academic planning. Will you consider a response that may not meet all of the requirements but will help accomplish the overall goal of increasing retention and student success?

State’s Response: No.

18. Do you have a current CRM (Customer Relationship Management) tool in place? If so, please share which one.

State’s Response: No.

19. Have you worked or consulted with any vendors and/or external sources in the development of the requirements for this RFP? If so, please identify.

State’s Response: We have not had any contact with any vendors since the development phase of the RFP. We were provided with documentation from both vendors that provided demonstrations to the college in the exploration stages.

20. Have you seen demos of any potential solutions or related technologies in the last 12 months? If so, which ones?

State’s Response: Starfish and EAB Navigate.

21. How many applications do you receive on an annual basis?

State’s Response: 4,500 student applications

22. How many enrolled students do you have annually?

State’s Response: 3,345 unduplicated head count

23. If a vendor is unable to provide one click registration, will that vendor be disqualified from the procurement?

State’s Response: No.

24. Would TCL be open to keeping what it currently uses for degree planning and registration processes? If not, would a vendor be disqualified if it utilizes a 3rd party for those processes?

State’s Response: It is not our preference to use current systems for degree planning and registration. Our preference is to have one, fully integrated system.

25. How many full access users (able to configure the system, update settings/workflows, create and manage campaigns/communication plans, use live chat, write reports, other higher level functions) do you anticipate will access the solution?

State’s Response: 10 - 15

26. How many limited access users (only able to update contact data fields, add notes, and run pre-written reports) do you anticipate will access the solution?

State’s Response: 100 - 200

27. How many chat users do you anticipate will access the solution?
