STATEMENT OF REQUIREMENTS
Qualtrics Survey Services
A. BACKGROUND INFORMATION:
The Applied Economics Office at the National Institute of Standards and Technology (NIST) conducts survey-based data collection to support numerous projects. Data collection instruments (i.e., surveys) help gather data otherwise unavailable and fill in important gaps in understanding decision-making processes and individual-level outcomes. In the current survey collection, the survey scripting, sampling, and data collection will be conducted by NIST researchers.
Researchers in the Applied Economics Office have designed an online survey to collect data on perceptions of current electric vehicle owners and potential vehicle purchasers related to new and pre-owned electric vehicles, including current electric vehicle battery performance and benefits of transparent battery performance data. This information will be used to inform further NIST research in circular economy of battery technology and data collection necessary to quantify the value of better current and future battery performance information.
To collect high-quality data to answer research questions, AEO requires this survey to be filled out by a representative sample of the US population who will answer the questions truthfully and thoroughly.
B. PURPOSE AND OBJECTIVES OF THE PROCUREMENT:
This project requires survey responses from two samples of individuals in the US: one sample that currently have an electric vehicle and another that are recent or potential vehicle purchasers. NIST requires professional services to disseminate a survey and provide a mechanism for remunerating participants (i.e., pay them for the time taken to respond to the survey), while ensuring sufficient data quality, response rate, and a representative sample. Specifically, this requires:
· Expertise in the design and provision of a sample representative of these target populations, monitoring and tailoring new participant outreach and incoming data to match target demographics
· Expertise in recruiting, contacting, and remunerating participants in an ethical and appropriate manner
· Ensuring sufficient data quality (i.e., responses are complete and valid – not from bots, duplicate accounts, those of non-target demographics, pass attention check questions, etc.), for the number of responses required under this task.
· The contractor shall handle all incentive management and verification of incentive receipt, including all contact concerning remuneration with survey respondents
C. REQUIREMENTS:
CLIN 0001 (Firm Fixed Price (FFP)): The contractor shall perform the following Survey services using the Qualtrics Platform:
· The contractor shall obtain survey responses from 1,000 490 adult (18+ year old) individuals who currently own or lease a battery electric vehicle (BEV ownership will be verified through the make and model participants list in the survey) in the US with at least 45% of responses being from male survey takers.
· The contractor shall obtain survey responses from 1,000 adult (18+ year old) individuals who either plan to purchase any type of vehicle within the next 5 years or have already purchased any type of vehicle within the last 2 years with at least 45% of responses being from male survey takers. Screening questions are included within the survey to collect data on the last time someone purchased a vehicle and if the respondent plans to purchase a vehicle in the next 5 years.
· The contractor shall identify, obtain and contact appropriate respondents. The Government will not provide access to any survey respondents.
· The contractor shall advertise and provide the survey to the sample of participants, monitoring and further checking data to ensure the provision of high-quality and complete responses. Attention check questions shall be included and must be answered correctly by a participant for the response to be marked as complete.
· The contractor shall manage the study sample for the survey, including identifying and contacting appropriate respondents, remunerating participants, and checking data to ensure that the requisite number of responses are complete and valid.
· As data collection progresses, the contractor shall monitor incoming data and participant demographics and adjust new contacts as necessary to ensure that demographic representativeness is achieved.
· The contractor shall provide evidence of its method for ensuring that participant profile information or any personally identifiable information will be protected and not be shared with the contractor or any other entity.
· The Qualtrics Platform shall be the software that the contractor uses to collect, document and report the survey data. The contractor shall not be responsible for designing or programming the survey or conducting analysis on the resulting data. Only sampling and renumeration services are required as described in this Statement of Work. No software licenses are required by NIST nor shall be purchased as a result of this Statement of Work.
· The contractor shall participate in bi-weekly status meetings (once every two weeks) to be held via video or telephone conference at a regular and mutually agreeable time. During these meetings, project status shall be discussed. This shall include number of surveys completed, any delays, reasons for delays and proposed resolutions, and recommendations.
· Deliverables associated with this requirement shall be Section 508 compliant.
· The Paperwork Reduction Act (PRA) applies to the performance of this requirement.
D. GOVERNMENT-FURNISHED INFORMATION
The Government will provide the contractor with access to information (i.e. surveys) necessary for the completion of tasks associated with this statement of work. No hardware or software will be provided.
All property, data and information provided by the Government in the performance of this task remains the property of the Government and shall be surrendered to the Government upon completion or termination of this requirement. Likewise, all deliverables generated under this requirement remain the property of the Government.
D. INSPECTION AND ACCEPTANCE CRITERIA:
The NIST Contracting Officer’s Representative (COR) will confirm that all data is received. This data shall include 1,000 490 complete, representative, and verified survey responses for battery electric vehicle owners and 1,000 complete, representative, and verified survey responses for recent or potential vehicle purchasers shall be delivered in a spreadsheet in .CSV format.
E. PLACE OF PERFORMANCE:
The contractor shall perform the survey services at the contractor’s location.
F. PERIOD OF PERFORMANCE/DELIVERY DATE:
All survey services shall be completed with 3 months from the effective date of the award, anticipated on or around February 20, 2023.
